As there was no business to be considered, it was moved by Councilman Morris, seconded by Councilman Byork, and carried, that the meeting be adjourned. ,'City~Clerk, City of ynwood A ROVED MAY 3, 1977 a or, C ty of Lynwood REGULAR MEETING APRIL 19, 1977 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Rowe in the chair. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Byork, seconded by Councilman Morris, that the minutes of the adjourned regular meeting of April 5, 1977 and the regular meeting of April 5, 1977 and the adjourned regular meeting of April 12, 1977 be approved as written. Councilman Green questioned the minutes of April 12, 1977 with reference to the adoption of Resolution No. 77-32 which requests the County Sheriff to provide additional lave enforcement services and questioned its legality. He was informed that the addi- tional services are such things as traffic law enforcement, license inspection and enforcement, and parking enforcement services and the costs are a part of the total package. There being no objection, the Mayor declared the motion carried. MANAGEMENT STUDIES AND REPORTS A report on bids received for gymnasium flooring in the Community Center Building to be funded by Housing and Community Development Act funds, was presented by the City Manager with the recommendation that the bid be awarded to Advanced Coatings, Inc. for the bid price of $24,852. It was moved by Councilman Higgins, seconded by Councilman Morris, that the Council concur in the recommendation. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. The City Manager presented a report on the proposed Block Grant Application under the State Urban Open Space and Recreation Program for the purpose of the installation of a solar heating system at the Natatorium. Funds are available under the program on a 25~ matching basis on which the State would provide $30,422 and the Gity's match would be $10,140. It was recommended that the Council grant authorization for the application by adoption of RESOLUTION N0. 77-35 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE BLOCK GRANT APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-Z'BERG URBAN OPEN-SPACE AND RECREATION PROGRAM." It was moved by Councilman Green, seconded by Councilman Byork, that Resolution No. 77-35 be adopted. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. City s street system which must be submitted City Street annually to the Department of Transportation as Construction required by Section 2156 of the Streets and Highways Code was presented and it was recommended that the Council approve the report by adoption oi" RESOLUTION N0. 77-36 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING SECTION 2156 REPORT OF CITY STREET CONSTRUCTION I AND IMPROVEMENT PROGRESS AND NEEDS." It was moved by Councilman Higgins, seconded by Councilman Morris, that Resolution No. 77-36 be adopted. Roll Call: Ayes: Councilmen Byork, Green, #iiggins, Morris, Rowe. Noes: None. Absent: None. Res.No, ?7_37 A report on Lynwood Street Lighting Maintenance app. rapt. & District "A" for the 1977-78 fiscal year was levying assess, presented by the City Manager together with the St.Lighting City Engineer's Debt Limit Report. It was Maint.Dist. A recommended that the Council adopt RESOLUTION N0 . 77-37 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING REPORT AND LEVYING ASSESSMENTS IN THE MATTER OF LYNWOOD STREET LIGHTING MAINTENANCE DISTRICT "A." It was moved by Councilman Byork, seconded by Councilman Green, that Resolution No. 77-37 be adopted. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. It was moved by Councilman Byork, seconded by Councilman Morris, and carried,. that the Council concur in the recommendation. A report on Central and West Basin Water Replenishment District proposed water replenish- ment activities for fiscal year 197?-78 was presented for the Council's information. It was recommended that the bids be re~eeted and the _ project be combined with the proposed Cross Gutter Construction Project (Gas Tax Project No. 7-150-207). It was moved by Councilman Green, seconded by Councilman Morris, and carried, that the Council concur in the recommendation... A report was presented on the request of the U. S. Postal Res,No. 77-38 Service for vacation of a portion of the alley adjacent Intentioa~ to to the main post office on Long Beach Boulevard. The hold public request has been reviewed by the Planning Commission and hearing on the Traffic and Parking Commission. COUNCIL AGENDA In response to questions from Councilman Green, Coon. Green re Officer Donald Beard, representing the Lynwood Peace disposition of Officers Association, explained the disposition of Peace Off. Assn. the funds of the Association. funds s Councilman Green questioned the City Attorney about Coup. Green x'e his investigation of action against the bankrupt banla~uptcY insurance company. The City Attorney informed the proceedings Council of .what has been done and assured Councilman Green that the Council would be kept informed. PUBLIC BUSINESS FROM THE FLOOR E. Castro re Mr. Ed Castro, 4541 Arlington, addressed the Council trucks on to complain of large trucks being stored and Arlington Ave. traversing Arlington Avenue. He was informed that the matter would be investigated. W.Cunningham Mr. William Cunningham, 10821 Cornish Avenue, re imprvd. addressed the Council to urge that there be better communication communication and cooperation among the members of the Council toward solving the city's problems. Mrs.Sanders re Mrs. Sanders, of Seminole Avenue, addressed the vehicles at Council to complain of vehicles being parked in 3346 & 3349 the front yard setback area at 3346 and 3349 Seminole . Peggy Meyers, 5164 Century Boulevard, addressed Supervsrs.Mtg, the Council concerning attendance at the County City Atty. Board of Supervisors' meeting, the City Attorney's ruling & recall ruling on the action relative to the Sheriff's service contract, and the recall action which has been commenced. R.Waranius re Mr • Richard C . Waranius, 12410 Long Beach Boulevard, grafitti addressed the Council concerning a gra,fitti-covered building across from his residence and to express his desire for a successful recall. D. Richman Mr. Dave Richman, of Benwell Drive, addressed the re City Council to criticize the manner in which. City administration affairs are being conducted. J.L. Feryanitz Mrs. Joy Louise Feryanitz, 10850 Alexander, addressed re initiative the Council to inquire what disposition has been made petition of the initiative petition filed on April 6, and was informed by the City Attorney that the documents filed were in gross violation of the Elections Code and do not constitute a valid initiative petition, and the City Clerk has been instructed to so notify Mrs. Meyers by mail as efforts to meet personally with Mrs. Meyers failed. J.L. Feryanitz Mrs . Feryanitz also inquired if any of the three re recall Councilmen served with recall notices had answered and notices no one had any comment . H. Pearce re Mrs. Helen Pearce, 11500 Long Beach Boulevard, petition addressed the Council to inquire if notices of the invalidity of the petition would be mailed to the signers of the petition. Councilman Morris expressed his view that such notification was the responsibility of the proponents. Mrs. Pearce questioned statements made at the Board of Supervisors meeting relative to the Sheriff's contract. The City Attorney reviewed what had been said relative to insurance coverage. Mr. Dave Richman addressed the Council to state that the D. Richman re City Clerk should seek legal advice relative to election City Atty. laws from the County Recorder and was informed by the City Attorney that the City Clerk is obligated to seek the City Attorney's counsel in legal matters. s.~ Mr. Henry Hill, 13918 De Alcala Drive, La Mirada, addressed the Council to inquire how much time is allowed for verification of the petition and was informed that it must be completed within thirty days after filing. Elva Yeargain, 11627 Virginia, addressed the Council to inquire about a private citizen receiving legal informa- tion from the City Attorney. In the discussion which followed, the City Attorney explained the types of problems with which the City Attorney can be of assistance without being in conflict with his duties to the municipal corporation. Mr. Robert Payne, 1a94o Otis, addressed the Council to suggest that the City disincorporate, have the Sheriff come in, and hold a new election to incorporate again. H. Hill re petition E. Waranius re point statements made by two Council members in the last ~, el,ection municipal election. Mr. John Watkins,of Jorgensen Steel Company, addressed J. Watkins re the Council to `urge that since a decision has been made need for cooper- on the Sheriff s contract, that everyone work together ation to make it work. He spoke favorably of his discussion with representatives of the Sheriff and of the need for cooperation among City officials and citizens for positive attitudes and actions for the betterment of the community. Mrs. Helen Hill, 13918 De Alcala Drive, La Mirada, H. Hill re addressed the Council about her desire to remain an position employee of the City. Louella Stickler, 3573 Carlin Avenue, addressed the L. Stickler re Council regarding the rules under which Council Council meetings are conducted and questioned the vote needed decisions to abolish the Police Department. She was informed that the action relative to the Sheriff's Department does not fall under that provision.
