The City Council of the City of Lynwood met in a special
session in the City Hall, 11330 Bullis Road, on above date
at 6 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins and Rowe answered the roll
call.
Councilman Morris was absent.
Also present was City Manager Valliere.
The Mayor announced that the special meeting had been called
for personnel matters, specifically to consider the Memoranda
of Understanding between the City and the Lynwood Peace
Officers' Association, the Lynwood Employees' Association,
and an agreement between the City and Captain Harry Ralston,
respectively.
Councilman Morris arrived.
The City Manager informed the Council that pursuant to meeting
and conferring with the employee association representatives
agreement has been reached to provide appropriate compensation
for any and all rights and benefits relating to wages, hours
and other terms and conditions of employment earned with the
City in order to complete the transition of employment with
the County of Los Angeles. The Memoranda of Understanding
and cost figures were reviewed by the City Manager who
explained that precise figures for all items cannot be
available until the final date of employment with the City of
Lynwood. It was moved by Councilman Higgins, seconded by
Councilman Morris, that the Memorandum of Understanding with
the Lynwood Peace Officers' Association be approved.

Absent: Councilman Byork.
Abstaining: Councilman Green.

It was moved by Councilman Higgins, seconded by Councilman Memo. of
Morris, that the Memorandum of Understanding with the Lynwood Under.with
City Employees Association be approved. Emp.Ass'n

It was moved by Councilman Higgins, seconded by Councilman
Morris, that the Memorandum of Understanding with
Harry W. Ralston be approved.

Noes: None.

Abstaining: Councilman Green.
The City Manager recommended that the merger agreement
previously requested from and transmitted by the County be
amended to delete items of property not owned by the City,
i.e. refrigerator, CB radio, 16 mm. projector and screen
and be approved as amended. It was moved by Councilman Morris,
seconded by Councilman Higgins, that the Council concur in the
recommendation.
