ADJOURNED REGULAR MEETING MAY 17, 1977
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
„~ the roll call.
I Also present were City Attorney Murphy and City Manager
Valliere.
At the request of the City Attorney, it was moved by
Councilman Morris, seconded by Councilman Higgins, and
carried, that the meeing adjourn to executive session for
a matter of litigation.
Following the executive session, it was moved by
Councilman Morris, seconded by Councilman Higgins, and
carried, that the meeting adjourn.

The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bu11is Road, on above
date at 7:30 p.m.

Councilmen Byork, Green, Higgins, Morris and Rowe answered.

It was moved by Councilman Morris, seconded by Councilman
Higgins, and carried, that the minutes of the adjourned
regular meeting of May 3, 1977 and the regular meeting of
May 3, 1977 be approved as written.
PUBLIC HEARING
Pub11c Hearing-The Mayor announced that the time had arrived for a publ.:i~:
Alley vacation hearing on the proposed vacation of the portion of the
Long BCh.Blvd, first alley east of Long Beach Boulevard between Beechwcod
& Sanborn Avenue and Sanborn Avenue adjacent to the Lynwood main
post office as requested by the U. S. Postal Service for
the purpose of expansion and improvement of the postal
facility. The City Manager presented a report on the
proposed vacation which indicated that the property owners
in the area had been notified of the proposal and that the
hearing has been published and posted as required by law.
The proposal has been reviewed by the Traffic and Parking
Commission and the Flanning Commission and determined to
be consistent with the use of the city streets and the
..General Plan. It was recommended that the proposed
vacation be contingent upon the cost of abandoning or
relocating of public utilities be b~-i°ne by the Postal
Service.
The Mayor inquired if anyone present wished to speak in
opposition to or in support of the proposed vacation.
Dearing no response, the Mayor closed the hearing. Ilse
of the remaining portion of the alley and relocation of
utilities should the vacation be approved were discussed
with Mr. Swan of the Public Works Department.
Hearing cont. Ms. Marva Bowers and Mr. Anthony Perrone of the U. S.
to 6/7/77 Postal Service were present and in their presentat%orr
stated that they are prepared to assume at least
$15,000 of the cost of utility relocation. After further
discussion of possible problems rising from the closing
of the alley to through traffic, it was moved by
Councilman Higgins, seconded by Councilman Morris, and
carried, that the hearing be continued to the next
regular meeting.
Res.No. 77-~+3 In connection with National Public Works Week,
Design 5/22 Mr. Robert Smith of the State Department of Water
to 5/28/77 as Resources was introduced. Mr. Smith gave a slide

was presented. It was moved by Councilman Byork,
seconded by Councilman Morris, and carried, that
Resolution No. 77-43 be adopted.
Councilman Morris suggested that some of the water
conservation material presented by Mr. Smith might
be made available to the local school children. and
Mr. Swan, of the Public Works Department, agreed
to make the school district aware of the informa-
tion and assist them in obtaining any material in
which they might be interested.
A report on water consumption and conservation was
presented by the City Manager. It was moved by
Councilman Byork, seconded by Councilman Green,
and carried, that the report be accepted and that
the Council request that such a report be provided
on a monthly basis.
A report on bids for remodeling of the Sheriff's
Department Lynwood Station Facility pursuant to
the contractual agreement was presented by the
City Manager with the recommendation that purchase
of the items under $3,500 be authorized, and a
call for bids be authorized ~'or those items
exceeding $3,500. It was moved by Councilman
Higgins, seconded by Councilman Morris, to award
a contract for gypsum wall partition to Inner
Space Constructors for $1,121; a contract for
telephone conduit to Emerald Electric for $877;
a contract for ductwork modification to San-Aire
Heat and Air Condition for $162; a contract for
locker room lighting to Emerald Electric for
$553 and authorize and direct the staff to
formally advertise and invite bids with respect
to the jobs listed as security fencing, vehicle
service area and gasoline dispensing island and
lockers as set forth in the addendum to the staff
report.

A report on proposals received for liability

by the City Manager with the recommendation that
the proposal of Carl Warren and Co. be accepted
at a cost not to exceed ;5,000 per year. It was
moved by Councilman i-Dorris, seconded by
Councilman Green, that the proposal of Carl
Warren and Co. be accepted.

The proposal for furnishing and installing a ComPath

and carried, that no action be taken pending further
detailed cost analysis to be provided by the City
Manager.
Sale of City The offer of the Lynwood Unified School District to
property at purchase Lot 32, Block 15, Belle Vernon Acres,
3215 E1 except the north 80 feet thereof, for $5,000 was

Comm. for financial assistance to enable continuation of

approximately $1.~-5 per capita is needed. It was
moved by Councilman Rowe, seconded by Councilman
Byork, and carried, that the City Manager be
authorized to inform the Commission that the Council
has shown no interest in contributing.
Lynwood City A report on the request of the Lynwood City
Employees' Employees' Association for recognition pursuant to
Assn. recog. Resolution No. 69-2~ was presented by the City
Manager with the recommendation that the Council
concur in the Municipal Employee Relations Officer's
formal recognition of the Lynwood City Employees'
Association. It was moved by Councilman Morris,
seconded by Councilman Byork, and carried, that the
Council concur in the recommendation.
Calif.Team- A report on the request of the California Teamsters
sters,Local Public, Professional and Medical Employees' Union
911 recognized Local 911 for recognition pursuant to Resolution
No. 69-29 was presented by the City Manager with
the recommendation that the Council concur in the
Municipal Employee Relations Officer's formal
recognition of the California Teamsters Public,
Professional and Medical Employees' Union Local 911.

It was moved by Councilman Morris, seconded by
Councilman Byork, and carried, that the Council
concur in the recommendation.
Pursuant to the recommendation of the City Manager,
it was moved by Councilman Higgins, seconded by
Councilman Green, that the Council approve the
renewal of the service maintenance contract with
Automation Associates Inc. for maintenance of the
water tAlemetry system and authorize the Public
Works office to execute the proper documents.

A report on bids received for game court lighting
to be funded by State Bond Act Funds was presented
by the City Manager with the recommendation that the
low bid of Electrical Distributors be accepted in the
amount of $x,206.07. It was moved by Councilman
Byork, seconded by Councilman Morris, that the Council.

A report on construction of concrete cross-gutters
and concrete ramps for the physically handicapped
(Gas Tax Project Nos. 7-150-202 and 207) was
presented by the City Manager. It was recommended
that the Council approve the plans and specifications
and authorize a call for bids to be received on
June 8, 1877 at 2 p.m. It was moved by Councilman
Higgins, seconded by Councilman Morris, that the
Council concur in the recommendation.

The Council was asked to lend its support to the
commercial restoration project in order to generate
more interest in the program and to let the business
community know that the rehabilitation program is
available. Mr. Dave Richman, a member of the Advisory
Committee, addressed the Council to comment on
upgrading of business locations and parking and to
state that the Advisory Committee will be meeting on
this matter on Wesnesday, May 18, 1977.
