Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were Assistant City Attorney Rubin and City Manager Valliere. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that the meeting adjourn. ' -/ . Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were Assistant City Attorney Rubin and City Manager Valliere. It was moved by Councilman Higgins, seconded by Councilman Green, and carried, that the minutes of the adjourned regular meeting of June 21, 1977, the regular meeting of June 21, 1977 and the adjourned regular meeting of June 28, 1977 be approved as written. Firefighters' The request from the Lynwood Firefighters' Association Assn. permit for a permit to sell tickets to the Firemens Ball, held app'd over from the previous meeting, was presented. It was moved by Councilman Byork, seconded by Councilman Higgins, that the request be granted. Roll Call: Ayes: Councilmen Byork, Higgins, Morris, Rowe. Noes: Councilman Green. Absent: None. MANAGEMENT STUDIES AND REPORTS Bid award - A report on bids received for the Imperial Highway Smith Elec. Lighting Improvement Project (Gas Tax Project No. Supply for 6~-150-209 ) was presented with the recommendation that Imp.Hwy. the low bid of Smith Electric Supply be accepted in the Lighting Ir«prv. amount of $20,430. It was moved by Councilman Higgins, seconded by Councilman Morris, that the Council concur in the recommendation. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Ra4ae. Noes: None. Bid award - A report on bids received for supplying material for So.Gate Whole- the Atlantic Avenue Lighting Conversion (Gas Tax sale Elec. for Project No. 6-150-208) was presented with the Atlantic Ave. recommendation that the low bid of South Gate Wholesale Light.Convr. Electric Inc. be accepted in the amount of $23,522.45. It was moved by Councilman Higgins, seconded by Councilman Morris, that the Council concur in the recommendation. Res.No. 77-57 A report on the weed abatement program for fiscal year Weed Abatement 1977-7$ was presented with the recommendation that a hearing be set for August 2, 1977 by adoption of RESOLUTION N0. 77-57 entitled: "RESOLUTION OF INTENTION TO ABATE DRY AND DRYING WEEDS ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD." It was moved by Councilman Green, seconded by Councilman Morris, and carried, that Resolution No. 77-57 be adopted. COMPATH prop. A report on the proposed lease-purchase of COMPATH tabled telephone equipment was presented by the City Manager. It was moved by Councilman Higgins, seconded by Councilman Morris, that the lease-purchase be approved. ~~~ After discussion of the proposal and the need for action at this time, the motion was withdrawn and it was moved ~-- by Councilman Higgins, seconded by Councilman Morris, and that the proposal be tabled until the next regular meeting. Councilman Green requested a report on the actual cost of equipment rental from Pacific Telephone Company. A report on bids received for remodeling of the Los Angeles County Sheriff's Department, Lynwood Stationa was presented with the recommendation that the following low bids be accepted: 1. Relocating Electric Power Outlets - McBride Electrical Service, Inc. $2,165.00 r- I 2. Separating Electric Meters, City Hall and Sheriff's Station - McBride Electrical Service, Inc. $2,877.00 3. Electric Power for Air Conditioners - McBride Electrical Service, Inc. $590.00 4. Air Conditioners - Lynwood Refrigeration, 3-6000 BTU Unit $594.00 1-14000 BTU Unit $389.00 5. It was moved by Councilman Morris, seconded by Councilman Higgins, that the Council concur in the recommendation and accept the low bids. carried, Mr. Jerry Leonard, Senior Deputy to Supervisor Baxter Ward, addressed the Council to review mass transportation proposals made previously and explained a new transporta- tion concept covering regional needs and neighborhood circulation needs. He described the four-part ti^ansportation proposal composed of the Wilshire Subway, additional separated freeway bus lanes, improvement of local bus service and tae Downtown People Mover. Copies of the transportation study were furnished to members of the Council. At the conclusion of his remarks and after informal discussion with the Council, Mr. Leonard asked that after the Council has had an opportunity to study the proposal that it consider appointing one or more Council members and other community representatives to work on a Citizens Transportation Committee. The City Manager presented a report on Public Works Funding Application under Round Two of the Federal Local Public Works Act and recommended that the Council approve the ,joint submission of projects for the City of Lynwood, Lynwood Unified School District and Compton Community College by adoption of RESOLUTION N0. 77-58 entitled: "A R~;SOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A JOINT SUBMITTAL OF PROJECTS FOR THE CITY OF LYNWOOD, LYNWOOD UNIFIED SCHOOL DISTRICT, AND COMPTON COMMUNITY COLLEGE TO THE ECONOMIC DEVELOP- MENT ADMINISTRATION FOR LOCAL PUBLIC WORKS ACT, ROUND II FUNDING." Councilman Morris commented on the Fire Department Report of Activities over the Fourth of July holiday. He also arked that the Council adjourn to Thursday, July 7, 1977, for discussion of matters having to do with th• ®ERCCA Program. In considering appointments to the Plann~.ng Commireion, it was noted that Councllsnan gyork had submitted the name o!' Gloria Warden at the prev~.ous meeting. Councilman Green submitted the names of clammy Hi11 and Josephine Pruitt #'or appointment to the Planning Commission. Councilman Higgins submitted the name osri Virginia Robbins for appointment to the Planning Commission. Pearce re Mrs. Helen Pearce, 11500 Long Beach Boulevard, recall, crime addressed the Council concerning the recent recall rate, Sheriff effort. She also inquired as to the crime rate, response time Sheriff's Department response time, and the break- down of types of crimes. She also inquired how many cars are currently in the field. She was informed that the figures requested would be supplied. Pastor Floyd Pastor Charles L.
