HomeMy Public PortalAboutM 1977-07-07 - CC.~' ADJOURNED REGULAR MEETING JULY 7, 1877 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 12 M. Mayor Pro Tempore Higgins in the chair. Councilmen Byork, Green and Higgins answered the roll call. Councilmen Morris and Rowe were absent. The meeting was adjourned to executive session for personnel matters at 12:05 p.m., and reconvened at 12:10 p.m. The City Manager presented the proposed Housing and Community Development Act Fund Budget summary for fiscal year 1977-78. After discussing details of the proposed budget, it was moved by Councilman Byork, seconded by Councilman Green, and carried, that the HCDA budget be approved as presented. In reviewing fund activities, the City Manager proposed an increase in water rates. The proposal was discussed briefly with no action being taken. Councilman Morris arrived. Councilman Morris and Administrative Analyst Greg Beaubien reported the results of a meeting of the SERCCA representa- tives from the member agencies and the Community Services Action Agency representative from San Francisco. It was indicated that greater effort will be made to exert a better control over the Agency as a whole to get the program organized to meet the needs of the people being served. Funding of the ~.-. Lynwood program will continue although there may be some delay. In response to a question from Councilman Green, Councilman Morris stated that a copy of the audit of the SERCCA funds will be forthcoming, and it was agreed that Mr. Beaubien would prepare an organizational chart of SERCCA for members of the City Council. Councilman Green excused himself from the remainder of the meeting. Reverend Charles Floyd inquired about the City taking over the operation of the SERCCA program. He was informed that the City is taking over the program only until such time as SERCCA money is received; that the program will continue to be promulgated by the Target Area Council made up of low income people from the community and remains in the hands of the local residents. The meeting was adjourned to executive session for personnel matters.
