ADJOURNED REGULAR MEETING JULY 12, 1
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, Lynwood,
on above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present was City Manager Valliere.
Consideration of 1977-78 budget proposals was undertaken,
as follows:
Traffic Safety Fund. It was moved by Councilman Higgins,
seconded by Councilman Morris, and carried, that the
proposed Traffic Safety Fund budget be approved.
Street Lighting Fund. It was moved by Councilman Green,
seconded by Councilman Higgins, and carried, that the
proposed Street Lighting Fund budget be approved.
Capital Outlay Fund. Purchase or .radar units for use by
Sheriff's Department Traffic Patrol was discussed at length.
It was moved by Councilman Green, seconded by Councilman
Byork, that the radar units be deleted from the budget.
Roll Call:
Ayes: Councilmen Byork and Green.
Noes: Councilmen Higgins, Morris, Rowe.
Absent: None.
Gas Tax - 2106 Funds. It was moved by Councilman Morris,
seconded by Councilman Byork, and carried, that the budget
for 2106 Funds be approved.
Gas Tax - 2107 Funds. It was moved by Councilman Green,
seconded by Councilman Higgins, and carried, that the budget
for 2107 Funds be approved.
Municipal Garage Fund. After a discussion of the operation
of the Municipal Garage Fund, established in 1976, it was
moved by Councilman Green, seconded by Councilman Higgins,
and carried, that the Municipal Garage Fund budget be
approved.
Retirement Fund. Proposed reduction of the Retirement Fund
tax rate was discussed with no action being taken. It was
moved by Councilman Higgins, seconded by Councilman Morris,
and carried, that the proposed budget for the Retirement
Fund be accepted.
Revenue Sharing Fund. It was moved by Councilman Higgins,
seconded by Councilman Morris, and carried, that the proposed
budget for the Revenue Sharing Fund be accepted and a public
hearing on the proposed use be set for August 1, 1977.
Special Grant Fund. It was moved by Councilman Higgins,
seconded by Councilman Morris, and carried, that the budget
for the Special Grant Fund be approved.
~' The Memorandum of Understanding between the City and the
Firefighters, represented by the Teamsters' Union, was
discussed. Although an executed copy was not available for
final action, the Council was requested to consider approval
of the pay schedule outlined. It was moved by Councilman
Higgins, seconded by Councilman Green, and carried, that the
salary schedule for the Firefighters be approved.

After reviewing the Memorandum of Understanding between
the City and the Lynwood City Employees Association, it
was moved by Councilman Green, seconded by Councilman
Higgins, and carried, that the Memorandum of Understanding
be approved.
The salary schedule for management personnel was presented,
and at the request of Councilman Green, the meeting was
,,.... adjourned to executive session. Following the executive
session, the meeting was reconvened.
It was moved by Councilman Morris, seconded by Councilman
Green, and carried, that the salary schedule for management
personnel be approved.
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the meeting adjourn to July lg,
1977, at 7 p.m.
