Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. ..~, Also present were City Attorney Murphy and City Manager Valliere. After reviewing the agenda for the regular meeting of October 4, 1977, the meeting was adjourned to executive session for discussion of personnel matters at the request of the City Manager. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Morris, seconded by Councilman Higgins, and carried, that the minutes of the adjourned regular meeting of September 20, 1977 and the regular meeting of September 20, 1977 be approved as wr::tten. The Mayor read a proclamation designating the week of Proclamation - October 2-8, 1977, as "Respect Life Week," and presented "Respect Life the proclamation to Sr. Anne Marie of St. Francis Hospital. Councilman Green suggested that approval of licenses be the responsibility of the City Manager rather than the r^ Chief of Police, as the ordinance is presently worded. License fees and amounts of prizes were discussed with the City Attorney and the Council was informed that those amounts, as well as definitions contained in the draft, follow the State statute limitations. It was moved by Councilman Green, seconded by Councilman Higgins, and carried, that sale or consumption of alcoholic beverages be prohibited on the premises where bingo is permitted. The Council was informed that Captain Waller of the Sheriff's Department has suggested that the 15-day license application period be increased. Enforcement of the ordinance and monitoring of bingo operations were discussed,. and Captain Waller stated the Sheriff's Department would oversee the ordinance as they do other ordinances. Mayor Rowe questioned the length of the licensing period and suggested that games be permitted for six-hour periods, two days a week, with no games permitted on Sunday. At the conclusion of the discussion, the City Attorney stated he would have a revised draft for the Council at the next meeting. MANAGEMENT STUDIES AND REPORTS A report on amendment of trash collection fees as required C.V. Disposal by the. agreement with C . V. Disposal Company was presented amendment app'd by the City Manager. The application of the Consumer Price Index will result in an increase from $2.07 to $2.22 for single residences and from $1.69 to $1.82 per month for a multiple unit. It was recommended that the contract amendment be approved effective October 4, 1977. It was moved by Councilman Higgins, seconded by Councilman Green, that the contract amendment be approved. Negotiations for a new 5-year contract between the present and the June 30, ~~,:~~ ::~ 1.978 expiration of the contract was discussed. Trash study app'd It was moved by Councilman Morris, seconded by Councilman Green, and carried, that a study be made relative to eliminating alley pickup of trash. Call for bids A report on security lighting for the Community Center app'd for Corrnn. and Natatorium parking lots and exterior grounds to be Ctr. & Nat.grds. funded by Housing and Community Development Act funds was presented with the recommendation that the Council authorize a call for bids to be received on November 3, 1977. C~.11 for bids The City Manager presented a report on the following app'd for PWEA Public Works Employment Act pro,j ects : State Street projects Improvement, improvement of intersection of Century Boulevard and California Street, improvement of alleys, sidewalks, curbs and gutters at various locations, and conversion of street lights on arterial streets from mercury vapor to high pressure sodium lamps. It was recommended that the Council approve plans, specifica- tions and calls for bids by the Engineering Department as necessary to meet the construction deadline required by the Act. Absent: None. A report on parking restricted to the use of handicapped persons as permitted under Section 21107.8 of the State Motor Vehicle Code was presented. The Council was informed that the Traffic and Parking Commission has reviewed the handicapped parking law and recommended adoption of a resolution establishing on and off-street parking spaces for the exclusive use of physically handicapped persons. Carole Doss, Vice President and Architectural Barrier Chairman of the California Association of the Physically Handicapped, Inc., Rancho Chapter, addressed the Council to speak in favor of establishment of parking for the use of handicapped persons. Standard and 10931 Mallison A report on proposals received for consultant service in the preparation of plans and specifications for street lighting improvement under an Economic Development Administration Grant offer of $174,105 was presented. It was recommended that the proposal of Berryman & Stephenson Associates in the amount of $4,000 be accepted for Street Lighting Improvement, PWEA Project No. 29-07-51-26291. The City Manager presented a report on a Commercial Rehabilitation Feasibility Study to be funded by the Housing and Community Development Act Program which has been approved by the Department of Housing and Urban Development, and recommended that the proposal of Owen Menard & Associate/James F. Hays & Associates be accepted in the amount of $68,000. It was moved by Councilmen Green, seconded by Councilman Higgins, that the Council concur in the recommendations. The request of the Community Affairs Commission for a $100 allocation for printing of "Block Watch" stickers was presented. The City Manager presented a report on disability retirement of former Police Officer Fred Myers, and recommended adoption of RESOLUTION N0. 77-90 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AND MAKING APPLICATION FOR THE DISABILITY RETIREMENT OF LYNWOOD CITY EMPLOYEE FRED MYERS PURSUANT TO SECTIONS 21024 AND 21025 OF THE GOVERNMENT CODE." The City Attorney reviewed the proposal to adopt a resolution which would direct the City Treasurer to mail notices inviting bids for $500,000 in temporary notes to the various banks and securities houses and to solicit proposals for the purchase of notes, and presented RESOLUTION N0. 77-92 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, AUTHORIZING SAID CITY TO ISSUE $500,000 NEGOTIABLE PROMISSORY NOTES, PROVIDING FOR THE SALE OF SAID NOTES AND FIXING TIME AND PLACE FOR TAKING BIDS THEREFOR." It was moved by Councilman Morris, seconded by Faith Church of Councilman Green, and carried, that the Council deny God in Christ the request from Faith Church of God in Christ for application denies permission to solicit funds from October 6, 1977 to February 6, 1978. COUNCIL AGENDA The Mayor read a letter from the City Manager relative Amendment to to the duties and responsibilities. of the Treasurer's Ord. 1004 auth. office. Because of converting to computerized account- ing and subsequent change in functions, it was recommended that a proposition be placed on the March, 1978 ballot proposing that the office of Treasurer be made an appointive office, and that Ordinance No. 1004 be amended to provide that the salary of the Treasurer be set at no more than $200 per month, effective March 14, 1978. It was moved by Councilman Higgins, seconded by Councilman Morris, that an ordinance be prepared to amend Ordinance No. 1004 to reduce the compensation of the City Treasurer to $200 ,per month as of March 14, 1978. Councilman Green noted that Mr. Edward Castro has been commended for his long service as a Registrar of Voters. Castro Councilman Byork gave a report on the recent League Coun. Byork - of California Cities Conference held in San Francisco. League Conf. Rept The Mayor declared a five-minute recess. Following Recess the recess, the meeting was called to order. PUBLIC BUSINESS FROM THE FLOOR E. Castro re truck problem Mr. Edward Castro, 4541 Arlington, informed the Council that his complaint about trucks parked on his street has been discussed with Captain Waller of the Sheriff's Department to his satisfaction. D. RicYm~an re Mr. Dave Richman, 11106-B Benwell Drive inquired about bingo , a prohibition against bingo games on Sunday and suggested that the games be monitored by special officers. He also commented on the excessive amount of litter around the city, especially broken glass. He suggested that action be taken to abate the nuisance of the car wash at Century and Long Beach Boulevards. Mr. Richman also complained of motorists driving at excessive speeds on Centur°y Boulevard between Imperial and Bullis during the late evening hours. A. Legg re Mr. Archie Legg, 3671 Platt Avenue, inquired about number of trash the number of trash containers which may be placed at containers the curb for pick u p, and asked that collectors be informed if there is no limitation. Seminole, informed the filling of trash Council that the trash collector has advised that the bags plastic trash bags be filled only three-quarters full as they break when filled to capacity.
