ADJOURNED REGULAR MEETING OCTOBER 18, 1977
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.

Valliere.
The meeting was adjourned to executive session for matters
of litigation. Following the executive session, the
meeting was adjourned.

REGULAR MEETING OCTOBER 18, 1977
The City Council of the City of Lynwood met in a regular
session in the City Ha11, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Green, seconded by Councilman
Byork, and carried, that the minutes of the adjourned
regular meeting of October 4, 1877 and the regular meeting
of October 4, 1977 be approved as written.
PRESENTATIONS
Proclamation - The Mayor read a proclamation designating the period of
"Christmas Seal November 1 through December 31, 1977 as "Christmas Seal
Season" Season". The Mayor presented the proclamation to
Mrs. Ann Fields, representing the Lung Association of
Los Angeles County.
MANAGEMENT STUDIES AND REPORTS
Proposed bingo A draft of the proposed ordinance to permit conduct of
ordinance bingo games was presented, The draft contained changes
reviewed suggested by the City Council at the previous meeting.
Hours of operation, locations where bingo may be conducted,
and responsibility for issuance of licenses were discussed
at length.
Mr. Dave Richman, 11106 Benwell Drive, addressed the
Council to suggest that the City Council act on bingo
applications pursuant to report by the City Manager and
Sheriff.
Changes in the draft ordinance were summarized as follows:
(1) hours of operation to be no more than one day per week,
between the hours of ti:00 a.m. and 10:00 p.m., (2) license
period to be one year, (3) $50 annual license fee, (4) no
bingo to be permitted on Slandays, (5) license to be issued
by the license collector. The Mayor requested the City
Attorney to provide a revised draft ordinance for
consideration at the next regular meeting.
Res.No. 77-94 A report on bids received for $500, 000 notes of the city
Confirming changes was presented. The report indicated that the bid of
jn Notice Inviting Bank of America of 3.96% is the bid yielding the lowest
Bids re sale of net interest cost. The City Attorney presented RESOLUTION
$500,000 nego. N0. 77-94 entitled: "RESOLUTION OF THE CITY COUNCIL OF
promissory notes THE CITY OF LYNWOOD AMENDING RESOLUTION N0. 77-92 AND
CONFIRMING CERTAIN CHANGES IN THE NOTICE INVITING BIDS IN
CONNECTION WITH THE SALE OF $500,000 NEGOTIABLE PROMISSORY
NOTES." and explained the reasons for amending Resolution
No. 77-92. It was moved by Councilman Green, seconded by
Councilman Higgins, that Resolution No. 77-94 be adopted.

The City Manager presented a report on a proposal from
C. V. Disposal Company to provide 4-1/2 cubic yard bins
to be put in place in the evening and collected the
following morning for $4.16 per bin, including dump costs.
The bin program would replace the existing City program
of placing a public works truck at a resident's home over-
night for the purpose of collecting extraordinary amounts
..-. of trash. It was recommended that the Council authorize
C. V. Disposal Company to provide the bin pickup, five
days per week at $4.16 per bin. It was moved by
Councilman Higgins, seconded by Councilman Byork, that
the Council concur in the recommendation.

Conduct of 4th of A report on assumption of responsibility for the 1978
July Program by Fourth of July Program by the Recreation and Parks
Rec. & Parks Dept. Department which has been considered and recommended
app'd by the Recreation and Parks Commission, was presented
by the City Manager. In response to a question
concerning the annual fireworks program, Parks and
Recreation Director Snavely reported that the Commission
made no recommendation regarding the fireworks program
which has traditionally been a function of the Chamber
of Commerce. It was moved by Councilman Byork

seconded by Councilman Morris, and carried, that the
Council adopt the recommendation of the Recreation and
Parks Commission relative to responsibility for the 1978
Fourth of July Program.
Tree removals auth.It was moved by Councilman Green, seconded by Councilman
4243 Shirley, Higgins, and carried, that the Council approve requests
3926 Platt & for removal of parkway trees at the following locations:
10923 Sampson 4243 Shirley Avenue, 3926 Platt Avenue and 10823 Sampson
Avenue.
Award of bid for It was moved by Councilman Morris, seconded by

tabled for a vibrating roller for the Street Department be
tabled to the next regular meeting.
Ord. first read Pursuant to resolution of intention No. 77-86 relative
amend.contract to amendment of the Public Employees' Retirement System
with PERS Contract concerning 1959 Survivors' Benefits, an
ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD AUTHORIZING AN AMENDMENT TO THE
CONTRACT BETWEEN THE CITY OF LYNWOOD AND THE BOARD OF
ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES'
RETIREMENT SYSTEM." was presented for first reading.

Ord. relative to A petition urging the Council to consider measures
control of adult pertaining to control of so-called "adult entertainment"
enter. estab. establishments was presented. The City Attorney informed
authorized the Council of a meeting with representatives of the
Sheriff's Department and described legislation which the
Council might consider enacting. It was moved by
Councilman Green, seconded by Councilman Higgins, and
carried, that the City Attorney draft the proposed
ordinances for the Council's consideration.
Implementation of The City Manager presented a report on the Desser Tire
recorrariendations Company' s storage yard which contained the Fire Chief' s
re Desser Tire review of firefighting problems at that location and
authorized the Chief's recommendations as follows: (1) pave all
aisle spaces between tire stacks so apparatus can use
them like city streets, (2) provide water mains and
hydrants inside tare storage yard. Hydrants on 400'
spacing, (3) provide additional access gates paved to
City Streets, (4) provide security guards 24 hours

daily, (5) Desser Company pays for all damaged equipment
and overtime, and (6) impose financial penalties on
Desser Company on agreement non-compliance. It was
moved by Councilman Green, seconded by Councilman Byork,
that the City Manager be instructed to implement the
six recommendations.

RESOLUTION N0. 77-96 entitled: "RESOLUTION OF THE CITY

THEREFOR." was presented. It was moved by Councilman
Higgins, seconded by Councilman Green, that Resolution

Councilman Byork questioned the need for the "no left
turn" at Century Boulevard and Check Avenue.
Councilman Higgins described the hazard of such a turn
at that location because of the proximity to the
southbound Long Beach Freeway off-ramp. Councilman
Byork commented on the excellent alley-cleaning program
and suggested that a uniformed officer enforce
ordinances relative to dumping trash in alleys. He
also recommended that a resolution be adopted request-
ing the Health Department to file a court action to
require removal of the boarded-up homes in tyre
freeway corridor as they are a threat to public health
and safety.
Coun. Green - Councilman Green expressed dissatisfaction with the
juvenile crime & recent negative news articles concerning juvenile crime
req. for reso. to in Lynwood. He also suggested that the City adopt a
elim. ins. red- resolution supporting action to eliminate insurance
lining "red-lining."
Coun. Morris - Councilman Morris gave a report on the status of SERCCA,
SERCCA rept. and suggested that if problems the agency is currently
experiencing are not resolved before the next Council
meeting, that the Council consider withdrawing from the
Agency.
PUBLIC BUSINESS FROM THE FLOOR
D. Richman re Mr. Dave Richman requested clarification of the proposed
trash ord. ordinance relating to curbside pickup of trash.
A. Bellini re Mr. Antino Bellini, 8478 State Street, addressed the
app. for permit Council concerning his application for a special permit
under Ord. 1016 for private patrol service. He requested the City
Council to request the City Attorney to go further into
City Ordinance No. 1016 as it relates to his business,
and quoted Section 7523 of the Business and Professions
Code, stating that he does not provide any of the
services under Section 7523. After discussing the status
of Mr. Bellini's special permit, he was advised to set
forth in detail in writing the nature of his application,
the nature of the services he proposes to perform and
for which he chooses tc be licensed and attach any
permits or licenses he has in his possession from the
City Clerk's office, and that they be submitted to the
City Attorney, City Clerk, Sheriff, and to the City
Council, if he wishes.

commitment from the Council that the Council will work
on the problem. Lt. Hammergren, of the Sheriff's
Department, explained the problems relative to
apprehending and prosecuting those who deface
structures with graffiti.

Mr. William Cunningham, 10821 Cornish, addressed the W. Cunningham re
