ADJOURNED REGULAR MEETING NOVEMBER 1, 1977
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
The meeting was adjourned to executive session for dis-
cussion of matters of litigation. Following the executive
session, the meeting was adjourned.

The Mayor read a proclamation designating the
November 13 to November 2'0, 1977 as "Southern
Challenge Week."

MANAGEMENT STUDIES AND REPORTS
Mr. Tom, Petersen, Project Manager, and Mr. Harold Gaines, JADE status
,,._, representing the Juvenile Assistance Diversion Effort Project, report
' ~ were present to provide the Council with a report on the
state of the project. Mr. Petersen provided details of the
program and the progress being made in working with the youth
of the community who are served by JADE.
An ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF LYNWOOD ADDING ARTICLE VI (COMMENCING WITH 22-80)
TO CHAPTER 22 OF THE CODE OF THE CI'T'Y OF LYNWOOD RELATING TO
BINGO GAMES" was presented. The ordinance contained
revisions suggested at previous discussions of the ordinance.
It was moved by Councilman Green, seconded by Councilman
Byork, that the ordinance be read by title only.

Gas Tax Projects The City Manager presented a report on completion of
7-150-202 & 207 the concrete gutter and cement ramps for the physically
accepted handicapped projects and recommended that the Council
accept Gas Tax Projects Nos. 7-150-202 and 207. It
was moved by Councilman Morris, seconded by Councilman
Green, that the Council concur in the recommendation.

~Ai The City Manager presented a report on bids for acquisition
of a Vibrating Roller and recommended that the Council
reject all bids and request new specifications for a
Vibrating Roller. It was moved by Councilman Green,
seconded by Councilman Byork, and carried, that the Council
concur in the recommendation.
The Council was informed that the negotiations have been
completed far acquisition of Parcel 24 (portion of Lot 30,
Tract 2551, Charles Sadler) for Long Beach Boulevard
widening and recommended that acquisition be authorized by
adoption of RESOLUTION N0. 77-97 entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING
PURCHASE OF PROPERTY NECESSARY FOR THE WIDENING AND
IMPROVEMENT OF LONG BEACH BOULEVARD." It was moved by
Councilman Green, seconded by Councilman Byork, that
Resolution No. 77-g7 be adopted.

The City Manager reported on the need for amendment of tie
City Code relative to use of streets by vehicles over
~..,. 3 tons gross weight. The Parking and Traffic Commission
have reviewed the present restrictions and recommended
that the Code be amended to specifically provide for
"no standing or parking" restrictions which will give the
Sheriffs Department authority for citing violators. The
City Manager recommended that the Council amend Section
19-73(b) of the City Code and presented an ordinance
entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD AMENDING SECTION 19-73(b) TO PROHIBIT STANDING
AND PARKING OF VEHICLES OVER THREE TON GROSS WEIGHT ON
STREETS WHERE SUCH VEHICLES ARE RESTRICTED." for first
reading. It was moved by Councilman Higgins, seconded by
Councilman Morris, that the ordinance be read by title
only.

of Los Angeles for fiscal year 1978. It was moved by
Councilman Higgins, seconded by Councilman Morris,
that the Council concur in the recommendation.

by Housing and Community Development Director
Christopher Johnston. It was moved by Councilman
Morris, seconded by Councilman Higgins, that the
service agreement with Bill Bond & Associates be
approved subject to approval of the agreement by the
City Attorney.

Rept. on SERCAA Councilman Morris, as the City's representative to
by Coun. Morris the Southeast Regional Community Action Agency,
presented an in-depth report on the current status
of the organization and recommended that Lynwood
remain a member of S.E.R.C.A.A. until January 1, 1978,
that the Joint Powers Agencies meet with federal
representatives of C.S.A. to determine S.E.R.C.A.A.'s
status in regard to funding, liability for previous
expenditures and C.S.A.'s cooperation with the proposed
amendment of the Joint Powers Agreement and that the
Joint Powers Agencies draft a resolution providing
that the agencies be composed of one representative
from each of the Joint Powers members with community
representatives to act in an advisory capacity to the
Board of Directors.

The City Manager informed the Council of the proposal of
the Steelworkers Oldtimers Foundation to provide a hot
~"'~", meals program for the senior citizens of Lynwood. The
project includes services such as legal, home maintenance,
transportation and phone alert programs. To carry out the
program, the Foundation requests the use of the Community
Center as a site for serving hot meals. In connection with
the Foundation's grant application, a letter of support and
confirmation that they can use the proposed site for the
program is necessary. It was moved by Councilman Higgins,
seconded by Councilman Morris, and carried, that the
Mayor be authorized to execute a letter, agreeing in
concept with the program.
The Mayor declared a five-minute recess at 9:20 p.m.

Morris, and carried, that the Council grant the sales lot at

The Mayor inquired if the real estate sign ordinance is Mayor Rowe
currently being enforced on weekends. He was informed inquiry re
that because of a temporary reduction in personnel, real estate

Mayor Rowe re The Mayor inquired about the ownership and status of
disposition of the furniture and equipment purchased by the Chamber
Earn. & egpt. of Commerce with funds provided by the City in
purchased with connection with the SERCAA program. Disposition of
City funds the furniture was discussed at length and it was
suggested that the City Manager meet with the Chamber
of Commerce manager to resolve the problem.
Coun. Higgins Councilman Higgins commented on recent action of the

corridor and homes in the freeway corridor and suggested that if
use of "Consent there were no objections, it might be well to contact

Councilman Byork suggested that because of the
relocation of the Library that the parking lanes in
front of the City Hall be restriped in the proper
direction.
The Mayor suggested that the poor lighting in the
area of the former Library building be corrected.
Councilman Green expressed pleasure at learning
Coun. Green re that two people have been apprehended for painting
graffiti graffiti and at his request, Captain Waller gave
him a brief report on the incident.

The City Manager presented a report on the invitation

HCDA Advisory Council to inquire about appointments to the Housing
Bd. appts. and Community Development Advisory Board.
Appointments to Councilman Higgins nominated Mrs. Virginia Robbins;
HCDA Advisory Mayor Rowe nominated Mrs. Arnese Wattree; Councilman
Board Green nominated William Cunningham; Councilman Morris
nominated Julio Mendoza; Councilman Byork nominated
Mr. Dave Richman. Additional nominees were Alfred
