Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. ' Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Higgins, seconded by Councilman Byork, and carried, that the Council grant the request of the Hosler Band and Drill Team Booster Club for permission to carry out their fund-raising activities from November 14, 1977, to May 30, 1978. At the request of the City Manager, the meeting was adjourned to executive session for matters of litigation. AWARD OF BIDS A report on bids received for the installation of security Bid award - lighting in the City park was presented by the City Manager. McBride Ele It was recommended that the award be made to the low bidder, for securit McBride Electrical Service, Inc., in the amount of lighting $14,422.00. It was moved by Councilman Byork, seconded by Councilman Green, that the Council concur in the recommendation. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. A report on bids received for acquisition of a Vibrating Bid award - Roller, Project 8-185-771, was presented with the recommend- Whitney ation that the bid of Whitney Tractor Co. be accepted in Tractor Co. the amount of $4, 399.00. The City Manager presented a report on bids received for Street Lighting Conversion Improvement, EDA Project No. 07-51026291, and .recommended that the bid of Paul Gardner Inc., the third lowest bidder, be accepted in the amount of $138,259.00, as the two:::,:]~awest bids were not in conformance with the ten per cent minority requirement. A letter from Schurr and Finlay, Inc., the second lowest bidder, protesting the award, was presented. After. discussion of the award of bid with the City Attorney, it was the consensus of the Council that the matter be held over to an adjourned regular meeting to be held on November 22, 1977, to allow the City Attorney time to provide an opinion. At the request of the City Attorney, it was moved by ord. held over Councilman Higgins, seconded by Councilman Morris, to 12/6/77 and carried, that the proposed anti-pornographic ordinance be held over to the .meeting of December 6, 1977. A report on designation of Spruce Street from Platt Avenue northerly to the City park as a one-way street was presented by the City Manager. The proposal has been studied by the Traffic and Parking Commission which has recommended one-way traffic at that location. Res.No. 77-99 RESOLUTION N0. 77-99 entitled: "A RESOLUTION OF THE amending Res.No. CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING 67-9 designating RESOLUTION N0. 67-9 DESIGNATING CERTAIN STREETS AS certain streets ONE-WAY STREETS." was presented. Res.No. 77-100 A report on Local Transportation Fund Allocation for approv. appl.for fiscal year 1977-78 was presented by the City Manager funds under with the recommendation that the Council authorize SB-821 the City to file an SB-821 claim to the Southern California Association of Governments for pedestrian facilities funding by adoption of RESOLUTION N0. 77-100 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPLICATION FOR PEDESTRIAN FUNAS AUTHORIZED UNDER SB-821." It was moved by Councilman Green, seconded by Councilman Higgins, and carried, that. the Council ratify the action taken. The resolution indicated the offices to be filled, provided for a measure relating to the question "Shall the office of the City Treasurer be appointive" and "Shall an ordinance entitled "An ordinance entitled 'An ordinance of the City of Lynwood amending Chapter 24 of the City Code of the City of Lynwood (as enacted by Ordinance 671) relating to the Personnel System of the City,' be adopted." The proposed changes in the Personnel System were reviewed by the City Attorney. Mr. Kyle Williams, representing the Firefighters' Association, addressed the Council concerning proposed personnel system changes and requested additional time to study the proposed ordinance. It was moved by Councilman Byork, seconded by Councilman Higgins, and carried, that the matter be held over to an adjourned regular meeting to be held on November 22, 1977. Cities PUBLIC BUSINESS FROM THE FLOOR Reverend Charles Floyd, 12503 Harris Avenue, addressed Rev. He was informed the personnel information is available and that the Redevelopment Agency has no plans for a housing program. A Federal rent program was called to his attention. Mr. Floyd also discussed with the Mayor the circumstances relating to a presentation of flowers to Congresswoman Burke at a recent meeting. The meeting was adjourned to executive session for a matter of litigation. Following the executive session, the meeting was called to order. The City Attorney stated that he has the substance of Execution an agreement pursuant to which Desser Tire Company will agrt. with agree to reimburse the City for certain expenses Aesser Tir '` incurred by the City or by other cities assisting the app'd City of Lynwood in connection with fighting fires at -- the Desser tire storage yard, and requested that the Council authorize the execution of that agreement, subject to his revisions as to form.
