ADJOURNED REGULAR MEETING NOVEMBER 15, 1
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call. '
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Higgins, seconded by Councilman
Byork, and carried, that the Council grant the request of
the Hosler Band and Drill Team Booster Club for permission
to carry out their fund-raising activities from November 14,
1977, to May 30, 1978.
At the request of the City Manager, the meeting was
adjourned to executive session for matters of litigation.
Following the executive session, the meeting was adjourned.

REGULAR MEETING NOVEMBER 15, 1977
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date

It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the minutes of the adjourned
regular meeting of November 1, 1977 and the regular meeting
of November 1, 1977 be approved. as wri'~ten.
AWARD OF BIDS
A report on bids received for the installation of security Bid award -
lighting in the City park was presented by the City Manager. McBride Ele
It was recommended that the award be made to the low bidder, for securit
McBride Electrical Service, Inc., in the amount of lighting
$14,422.00. It was moved by Councilman Byork, seconded by
Councilman Green, that the Council concur in the
recommendation.

A report on bids received for acquisition of a Vibrating Bid award -

The City Manager presented a report on bids received for
Street Lighting Conversion Improvement, EDA Project No.
07-51026291, and .recommended that the bid of Paul Gardner
Inc., the third lowest bidder, be accepted in the amount
of $138,259.00, as the two:::,:]~awest bids were not in
conformance with the ten per cent minority requirement.
A letter from Schurr and Finlay, Inc., the second lowest
bidder, protesting the award, was presented. After.
discussion of the award of bid with the City Attorney,
it was the consensus of the Council that the matter be
held over to an adjourned regular meeting to be held on
November 22, 1977, to allow the City Attorney time to
provide an opinion.

ORDINANCE N0. 1020 entitled: "AN ORDINANCE OF THE CITY

to 12/6/77 and carried, that the proposed anti-pornographic
ordinance be held over to the .meeting of December 6,
1977.
A report on designation of Spruce Street from Platt
Avenue northerly to the City park as a one-way street
was presented by the City Manager. The proposal has
been studied by the Traffic and Parking Commission
which has recommended one-way traffic at that
location.
Res.No. 77-99 RESOLUTION N0. 77-99 entitled: "A RESOLUTION OF THE

moved by Councilman Green, seconded by Councilman
Morris, that Resolution No. 77-100 be adopted.

The City Manager reported on the investigation into .
joining in a joint powers insurance authority with the
contract cities, as authorized at the November 1, 1977
meeting, and informed the Council that an expenditure
nmt,-ao-exceed $3,000.00 will be made for the preliminary
study. It was moved by Councilman Green, seconded by
Councilman Higgins, and carried, that. the Council ratify
the action taken.
RESOLUTION.`~NO. 77-101 entitled: "A RESOLUTION OF THE
CITY COUNCI, OF THE CITY OF LYNWOOD DECLARING THAT THE
UNOCCUPIED STRUCTURES WITHIN THE I-105 FREEWAY CORRIDOR
ARE A THREAT TO PUBLIC HEALTH AND SAFETY." was presented.

Councilman Morris, that Resolution No. 77-101 be adopted.

The proposed changes in the Personnel System were
reviewed by the City Attorney.
Mr. Kyle Williams, representing the Firefighters'
Association, addressed the Council concerning proposed
personnel system changes and requested additional time
to study the proposed ordinance. It was moved by
Councilman Byork, seconded by Councilman Higgins, and
carried, that the matter be held over to an adjourned
regular meeting to be held on November 22, 1977.

matter of litigation. Following the executive session,
the meeting was called to order.
The City Attorney stated that he has the substance of Execution
