ADJOURNED REGULAR MEETING NOVEMBER 22 1977
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 5 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were Acting City Manager Johnson and City
Attorney Murphy.
AWARD OF BID
Bid award - EDA A report on bids received for alleys, sidewalks, curbs
Proj. 7-51-23646 and gutters improvement project, E.D.A. Project No.
to International 07-51-23646, was presented with the recommendation that
Consolidated the award be made to the low bidder, International
Contractors,Inc. Consolidated Contractors, Inc., for Project Alternate
far alleys, side- No. II at the bid price of $407,092.34. It was moved by
walks, curbs & Councilman Higgins, seconded by Councilman Morris, that
gutters the Council concur in the recommendation.
Mr. Gideon Felisan, of the Public Works Department,
described the project and was asked to furnish the Council
with a list of the locations to be improved.

MANAGEMENT REPORTS
Bid award - EDA A report on bids received for Street Lighting Conversion
Proj. 07-51026291 Improvement, E.D.A. Project No. 07-51026291, held over
to Paul Gardner from the November 15, 1977, meeting, was presented by
Inc. for street the Acting City Manager. The City Attorney presented a
lighting cony. report on the objection submitted by Schurr & Finlay, Inc.
to the award of bid being made to other than the low
bidder. It was the City Attorney's opinion that the two
lowest bids did not comply with the specifications as
drafted. It was moved by Councilman Green, seconded by
Councilman Morris, that the Council award the contract
for the Street Lighting Conversion Improvement, E.D.A.
Project No. 07-51026281, to the third lowest bidder,
Paul Gardner, Inc. for the contract price of $138,259.00.

Res.No. 77-106 A letter from Councilman Morris, the City's representative
Withdrawing from to the Southeast Region Community Action Agency, was
SERCAA presented by the Acting City Manager. Councilman Morris
expressed the belief that the City should give formal
notice as of December 1, 1977, to withdraw from SERCAA,
and requested the Council's concurrence. It was moved by
Councilman Higgins, seconded by Councilman Green, that
the Council concur and adopt RESOLUTION N0. 77-106
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD WITHDRAWING FROM THE SOUTHEAST REGION COMMUNITY
ACTION AGENCY AND GIVING NOTICE OF SUCH WITHDRAWAL TO
VARIOUS OTHER AGENCIES OF THE JOINT POWERS AGREEMENT,
EFFECTIVE JANUARY 1, 1978."

A report of State legislative matters of interest to
cities was presented for the Council's information.
The City Attorney informed the Council that a modified
proposal with deletion of any reference to interest has
been received from the Bank of America as lessor with
reference to the NCR computer equipment being acquired
by the City. It was moved by Councilman Morris,
seconded by Councilman Higgins, and carried, that the
lease agreement with Bank of America be ratified on that
basis.

The City Clerk presented RESOLUTION. N0. 77-107 entitled: Res.No. 77-10
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, Calling Gener
CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF Municipal Ele
A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON on 3/7/78
TUESDAY, THE 7TH DAY OF MARCH, 1978, FOR THE ELECTION OF
CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE
PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING
TO GENERAL LAW CITIES AND FOR THE SUBMISSION TO THE
QUALIFIED ELECTORS OF SAID CITY OF A CERTAIN QUESTION,
PROPOSITION OR MEASURE RELATING TO THE OFFICE OF CITY
TREASURER." which was held over from the November 15, 1977,
meeting to allow additional time for study of the measure
pertaining to amendment of the Personnel Ordinance.
A letter from Mr. John Adams, Chairman of the Personnel
Board, was presented in which he expressed opposition to
the proposed change relative to a Hearing Officer.
After discussing the advisability of additional study of
the Personnel Ordinance amendments and placing them on
the ballot at a special election in June or November, it
was moved by Councilman Green, seconded by Councilman
Higgins, that Resolution No. 77-107 be adopted as
presented excepting therefrom any reference to a ballot
proposal involving the personnel system.

Absent: None.
Mr. John Matull, of the Teamsters Union representing the
Fire Fighters Association, addressed the Council relative
to the personnel ordinance amendments, and discussed with
the City Attorney the meet and confer requirements
relative to such amendments.
It was moved by Councilman Green, seconded by

December 6, 1977, at 7 p.m.
