ADJOURNED REGULAR MEETING DECEMBER 20, 1 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7 p.m. Mayor Rowe in the chair. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Green, seconded by Councilman Higgins, and carried, that the meeting adjourn to executive session for personnel matters. The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Rowe in the chair. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Valliere. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the minutes of the adjourned regular meeting of December 6, 1977 and the regular meeting of December 6, 1977 be approved as written. ! The Mayor read a resolution presented by The Greater Los. Angeles Chapter of the National Safety Council regard- - ing holiday traffic safety. Tt was moved by Councilman Green, seconded by Councilman Higgins, and carried, that the resolution be adopted. MANAGEMENT STUDIES AND REFQRTS It was moved by Councilman Higgins, seconded by Councilman Morris, and carried, that the anti-pornographic ordinance be held over for further study. The City Manager presented a report on a proposed city-wide street sweeping prggram and presented an ordinance entitled: "AN ORDINANCE QF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING SECTION 19-122 TO THE CODE OF THE CITY OF LYNWOOD RELATING TO CERTAIN PARKING PROHIBITIONS FOR THE PURPOSE OF STREET SWEEPING." In discus$ir~g the ordinance, Councilman Morris commented on the pr©blems that would arise in the area of Lincoln School where there is no off- street parking for schogl personnel. Councilman Green suggested that sweeping be carried out from midnight to 8 a.m. Councilman Byork suggested changing hours to enable streets such as Atlantic Avenue to be swept. Mayor Rowe suggested that problems might be created by permitting residents to park on the front lawn on street sweeping days and expressed the opinion that in the vast majority of cases, there is ample space to park cars in the driveways. Councilman Higgins suggested that the schedule be set by resolution rather than by an ordinance as there would be more flexibility in changing schedules if it becomes necessary, and qusstigned whether parking on alternate sides of the streets was considered. It was moved by Councilman Morris, seconded by Councilman Higgins, and carried, that the ordinance be sent back to the Traffic and Parking Commission for further study. It was moved by Councilman Higgins, seconded by Councilman Morris, that the ordinance be introduced. As there were no objections, the Mayor declared the motion carried. The application of Mr. Curt Straub of C S Industries property app'd - for rerental of freeway property at 11430. Check Avenue C. Straub, 11430 was presented by the City Manager. The Manager Check Avenue reported that the application has been reviewed by the Planning Department and the staff has recommended approval of the rerental. A report on third-year funding of the Juvenile Assistance Diversion Effort (JADE) Program was presented by the City Manager together with Resolution No. 77-111 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING PARTICIPATION OF THE CITY IN THE JUVENILE ASSISTANCE DIVERSION EFFORT (JADE) AND APPROPRIATING FUNDS FOR 1878-1979 FOR SAID PROGRAM." It was moved by Councilman. Security Patr~ COUNCIL AGENDA Councilman Morris reviewed recent discussions and Council action relative to the Southeast Community Action Agency and informed the Council that there is a meeting scheduled for January 5", 1978 with the federal representa- tives concerning the future of the agency. He suggested the possibility that it might be well to attend the meeting to see if it is possible that the agency might be continued under a different ,format that would provide funds for the local community and the other member agencies. Attendance at the meeting in view of the notice having been given of the City's withdrawal from the agency was discussed with the City Attorney. .After discussing alternative actions that could b etaken, it was moved by Councilman Green, seconded by Councilman Higgins, and carried, that the withdrawal from the agency be delayed until January 31, 1978 if it meets with the approval of Coun. PUBLIC BUSINESS FROM THE FLOOR W' Cunningh~rn " street sweeping Mr. William Cunningham, 10821 Cornish Avenue, addressed t ord & market he Council to inquire about the street sweeping . carts ordinance and to speak in opposition to the placing of numerous signs on the streets concerning sweeping hours. He also suggested that something be done to eliminate the nuisance and hazard of market carts being left~at various locations around the City. Councilman Green suggested that City representatives meet with the market operators in an effort to solve the problem of abandoned market carts. D• Richcnax~ " Council procedure Mr. Dave Richman addressed the Council to urge that Council procedures be modified to permit more participation in City business by those attending Council meetings. Mr.Washington - Community Alert Mr. Washington, representing the Community Alert Patrol, Fabrol addressed the Council to describe the organization and operations of the organization and to ask the City Council to see that there is better communication between the Patrol and the Sheriff's Department. Councilman Green assured him that representatives of the Sheriff's Department, himself and the City Manager would be glad to discuss the Patrol's activities after the first of the year. H. D. t~minery - Community Alert Mr. Harley D. Whinery, 11308 Elm Avenue, a member of Patr41 the Community Alert Patrol, addressed the Council to clarify the Patrol's goals and to assure the Council that it is not a vigilante group.
