CALL TO ORDER
The Special Council Meeting of May 8, 1995, was called to order at 9:10 P.M. with Mayor
Duane Schreimann presiding.
ROLL CALL
The following Council Members were present for roll call:
Present: Bertel, Byrd, Green, Haake, Kammerdiener, Landwehr, McDowell,
Nilges and Vincent
Absent: Jackson
A quorum was declared present.
EXECUTIVE SESSION
Councilman Bertel moved that the Council go into Executive Session after a brief recess
for the purpose of discussing Personnel, motion was seconded by Councilman
Kammerdiener, and approved by the following roll -call vote at 9:15 P.M.:
Aye: Bertel, Byrd, Green, Haake, Kammerdiener, Landwehr, McDowell,
and Vincent
Nay: Nilges
Absent: Jackson
ACTIONS TAKEN IN EXECUTIVE SESSION
Personnel
Mayor Schreimann recommended, effective May 15, 1995, Captain Steve Welch for
appointment to the position of Interim Police Chief with a 4% increase in salary during his
tenure as Interim. Councilman Haake moved to approve Mayor Schreimann's
recommendation, seconded by Councilman Bertel, and approved unanimously.
Mayor Schreimann recommended, effective May 15, 1995, City Counselor Allen Garner
as Interim City Administrator, and further recommended that Mr. Garner's permanent
salary as City Counselor be increased to $63,500 annually, effective May 15, 1995, and
he would serve as Interim Administrator at no additional increase above that salary.
Councilman Nilges moved to accept Mayor Schreimann's recommendation, with the
recommended salary increase being changed to $63,000. Motion was seconded by
Councilman Green. Following discussion, Councilman Vincent called for the question,
seconded by Councilman Nilges, and approved with Councilmen Byrd and McDowell voting
"Nay" on the call for the question. The motion to approve Allen Garner, City Counselor,
as Interim City Administrator with a permanent salary increase to $63,000 was approved
by the following roll -call vote:
Aye: Bertel, Green, Kammerdiener, Landwehr, Nilges, Vincent
Nay: Byrd, Haake and McDowell

OPEN SESSION
The meeting was reconvened in open session by Mayor Schreimann at 9:40 P.M. with the
following Council Members present:
Present: Bertel, Byrd, Green, Haake, Kammerdiener, Landwehr, Nilges and
Vincent
Absent: Jackson and McDowell
Mayor Schreimann announced that the Council had approved the appointments of Steve
Welch as Interim Police Chief, and Allen Garner as Interim City Administrator.
ADJOURNMENT
There being no further business, Councilman Green moved that the meeting be adjourned,
seconded by Councilman Bertel, and approved unanimously.
