CALL TO ORDER
The Regular Council Meeting of June 5, 1995, was called to order at 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Rev. Bruce Antle, First United Methodist Church, followed by the
pledge of allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Bertel, Byrd, Haake, Jackson, Kammerdiener, Landwehr, McDowell,
and Nilges
Absent: Green and Vincent
A quorum was declared present.
PUBLIC HEARINGS
a) Rezoning Property West of the Wildwood Drive Extension (Bill 95 -27) as follows:
1. 19.01 Acres from RA -1, Multiple Family Residential, to RS -1, Single - Family
Residential
2. 30.38 Acres from RA -2, Multiple Family Residential, RA -1, Multiple Family
Residential, RS -1, Single Family Residential, and C -O, Office Commercial,
to PUD, Planned Unit Development.
No one wished to speak in favor of, or opposition to, the rezoning proposed in Item (a).
b) Rezoning .37 Acres, Parts of Inlots 285 & 286, Known As 221 - 223 -225 Bolivar
Street, From C -1 Neighborhood Commercial, to PUD, Planned Unit Development
(Bill 95 -28)
Mr. Dick Otke, 621 S. Eagle Trace, spoke in favor of the rezoning proposed in Item (b).
No one wished to speak in opposition to the rezoning.
PRESENTATIONS FROM THE GALLERY
Mayor Schreimann recognized Boy Scout Troop 2 from the First Presbyterian Church,
and acknowledged that they were present at the meeting as part of the requirements for
earning their Communications Badge.
Mr. Gary Plummer made a presentation to the Council regarding the Jefferson City Area
Chamber of Commerce's "Partnerships 2000" Program. Following the presentation,
Mayor Schreimann stated that the Council wished to take up Resolution RS95 -6 at this
time on the agenda due to the fact that it deals with the Partnerships 2000 program.

RS95 -6, sponsored by Councilman Nilges, Supporting Jefferson City Area Chamber of
Commerce "Partnerships 2000" Program, was considered for adoption at this time.
Councilman Nilges moved that the resolution be adopted, motion was seconded by
Councilman Jackson, and approved unanimously.
Mayor Schreimann also requested that presentations of the May Yard of the Month awards
be taken up at this time to facilitate the citizens who were present to accept the awards.
There were no objections to taking up the item at this time. Don and Delores Kopp were
present to accept the award for the May Yard -of- the -Month Award. Mr. Wallace Willard
was present to accept the June Commercial Yard -of- the -Month Award on behalf of
Missouri Propane Gas Association.

Councilman Bertel moved that the Consent Agenda be approved, motion was seconded
by Councilman Byrd, and approved unanimously.

INFORMAL CALENDAR

UNFINISHED BUSINESS
There was no unfinished business to come before the Council at this time.
NEW BUSINESS
a) Ladder Truck Report & Recommendation by Fire Chief - Councilman Nilges
moved to accept Chief Rennick's recommendation in the report, motion was
seconded by Councilman McDowell, and approved unanimously.
b) Mayor Schreimann asked for any citizens of the City who are interested in serving
on a board or commission to please contact the City, and stated that the City has
developed a form which should help track all those persons who indicate their
interest in serving. Those forms may be obtained by calling the City Clerk's office,
City Administrator's office, or coming to City Hall and obtaining one.
c) Mayor Schreimann asked Council Members for their input regarding the best
method to address several issues which are currently facing the City. The
consensus of the Council was to address each item individually (unless specifically
affected by, or tied to, another item) at separate work sessions. Councilman
Landwehr requested that background materials be provided in advance so new
Council Members can familiarize themselves with the history of the issues.
Councilman McDowell suggested that the City also request input from persons or
agencies who have expertise in any of the issues. The issues mentioned by the
Mayor and Council Members were as follow:

Annexation of Algoa Area / Partnerships 2000 Program
Dangerous Street Conditions (i.e., Eastland Drive near McDonalds & Gerbes)
Study of Missouri Boulevard Traffic & Beautification
d) Councilman McDowell requested information about the Tourist Information Center.
Public Works Director Marty Brose stated that the Center was a cooperative effort
with the Convention & Visitors' Bureau, but that the lease was canceled and the
absence of a contract has left the Information Center unmanned. He stated that
there are discussions going on currently with affected parties and he would inform
Council as developments occur. Volunteers, possibly senior citizens, were
suggested as possible staff for the Center.
e) Councilman Bertel stated that dangerous conditions exist where the railroad spur
crosses McCarty, Brooks, Hart and especially Dix Road. She stated that the
Council may wish to look at the issue and see what can be done to avert any
disastrous accidents at these locations.
APPROVAL OF EXECUTIVE SESSION MINUTES
Executive Session Minutes of May 15, 1995 - Councilman Bertel moved for approval,
seconded by Councilman Jackson, and approved unanimously.
EXECUTIVE SESSION
Councilman McDowell moved that the Council go into Executive Session after a brief
recess for the purpose of discussing Real Estate and Litigation and Personnel, motion was
seconded by Councilman Jackson, and approved by the following roll -call vote at 8:40
P.M.:
