FRASER PLANNING COMMISSION MINUTES DATE: Wednesday, March 22, 2006 MEETING: Planning Commission Regular Meeting PLACE: Town Hall Board Room PRESENT Commission: Chairperson Motor Coulson; Mayor Fran Cook; Commissioners: Vesta Shapiro, Peggy Smith, Steve Sumrall and Warren Watson Absent: Comm. Scott Brent Staff: Town Planner Catherine Trotter and Town Clerk Molly McCandless Others: Jack Bestall, Drew Matteson, Mary Jo Sumrall Chair Coulson called the meeting to order at 6:36 p.m. Mayor Cook moved, and Comm. Watson seconded the motion to approve the minutes of the February 22,2006 regular meeting as presented. Motion carried: 6-0 3. Open Forum a) Business not on the agenda - None 4. Public Hearings! Action Items a) Final Planned Development Plan - Continue Public Hearing Cozens Pointe at Grand Park, Planning Area 3WA Applicant: Lisa Aschbach/Dan Gile b) Preliminary Plat - Continue Public Hearing CozensPointe at Grand Park, being a replat of Grand Park PPD, Planning Area 3WA Applicant: Lisa Ashbach/Dan Gile Comm. Watson moved, and Comm. Shapiro seconded the motion to open the Public Hearings. Motion carried: 6-0. Planner Trotter explained that the applicant has requested continuances to April 26 due to a missed deadline for notifying adjoining property owners. Comm. Watson moved, and Comm. Shapiro seconded the motion to continue the Public Hearings to April 26, 2006. Motion carried: 6-0 -l €;) ~ .t Planning Commission Minutes 03/22/06 Page 2 c) Final Planned Development Plan - Public Hearing Elk Creek Neighborhood (5W.l), Grand Park PDD Applicant: Grand Park Development LLC d) Preliminary Plat - Public Hearing Elk Creek Neighborhood at Grand Park, Grand Park PDD Applicant: Grand Park Development LLC Comm. Sumrall recused himself from deliberation and voting on these items, as he is an adjacent property owner with personal interests in the matter. He will comment as a member of the public. Mayor Cook moved, and Comm. Smith seconded the motion to open the Public Hearings. Motion carried: 6-0. Planner Trotter reviewed both applications and Jack Bestall with Grand Park also reviewed their requests. The Commission took a break from 8:35 to 8:45. Adjoining property owners Steve and Mary Jo Sumrall expressed concerns about accesses to their property and stream setbacks. There was extensive discussion about stream setbacks. Following lengthy review, Trustee Shapiro moved, and Mayor Cook seconded the motion to continue the Public Hearing to April 26,2006. Motion carried: 5-0. Issues remain with stream setbacks, Sumrall's accesses, open space percentages, snow storage, plat note language, roadways, railroad bore easement, the exact engineering of Elk Creek Way, and street names. Comm. Sumrall returned. 5. Staff Choice - None 6. Commissioners' Choice Mayor Cook will be out of town for the meeting Apri126. Comm. Shapiro moved, and Comm. Watson seconded the motion to adjourn.
