HomeMy Public PortalAbout19951002REGULAR COUNCIL MEETING OCTOBER 2, 1995 1 CALL TO ORDER The Regular Council Meeting of October 2, 1995, was called to order at 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Rev. Chris Bottorff, Faith Lutheran Church, followed by the pledge of allegiance. ROLL CALL The following Council Members were present for roll call: Present: Bertel, Green, Haake, Jackson, Kammerdiener, Landwehr, McDowell, Nilges and Vincent Absent: Byrd A quorum was declared present. PRESENTATIONS FROM THE GALLERY There were no presentations from the gallery made. CONSENT AGENDA The Consent Agenda consisted of the following items: a) Minutes of September 18, 1995, Council Meeting b) Approval of Contract with Lincoln University for Cable Access Channel 3 c) Bid 1586 - Refurbishing Aerial Apparatus, Fire Dept. d) Bid 1591 - Airport Lighting Project, Public Works /Airport e) Bid 1597 - JCTV Alamar Upgrade, Sole Source Procurement f) Designation of Rich Mays as LAGERS delegate Councilman moved for approval of the Consent Agenda as presented, motion was seconded by Councilman Bertel, and approved unanimously. BIDS OVER $25,000 Bid 1580 - Liquid Ferric Chloride, Public Works Dept. (referred to Council 9/15/95). Councilman Bertel moved for approval of Bid 1580, motion was seconded by Councilman Green, and approved unanimously. REGULAR COUNCIL MEETING OCTOBER 2, 1995 2 MINUTES RECEIVED /FILED WITH THE CITY CLERK'S OFFICE Mayor Schreimann stated that the following minutes /reports have been received and are on file in the City Clerk's office: Housing Authority, 8/3/95; Solid Waste Committee, 9/5/95; Historic Preservation Commission, 6/27/95; Planning & Zoning Commission, 8/10/95; 1995 Surplus Property Report; Police Personnel Board, 9/7/95 ANNOUNCEMENTS BY THE MAYOR Mayor Schreimann announced that Boy Scout Troop 8 from Trinity Lutheran School were present as part of their Citizenship in the Community Merit Badge, and recognized the troop and Mr. Larry Strobel, the Scout Leader. Mayor Schreimann read a proclamation pertaining to violence which proclaimed "SAVE Today" as an effort to erase violence from our society. Joyce Elaine Richards Councilman Green moved for approval of the appointments as presented, motion was seconded by Councilman Jackson, and approved unanimously. BILLS INTRODUCED Bill 95 -89, sponsored by Councilman Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 1995, TO OCTOBER 31, 1996, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Councilman Vincent stated he felt this bill would allow the City to collect revenue to which it is entitled if riverboat gambling should ever come to Jefferson City. Bill 95 -88 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12353: Aye: Nay: Bertel, Green, Haake, Jackson, Kammerdiener, Landwehr, McDowell, Nilges and Vincent None COUNCIL LIAISON REPORTS REGULAR COUNCIL MEETING OCTOBER 2, 1995 7 Councilman Nilges reported on the outcome of the budget process and thanked the Council for their participation and hard work. He also indicated how the budget will be affected by the City's participation in the Chamber of Commerce Partnerships 2000 program. Councilman Nilges then made a motion that the City request the Chamber to allow City Administrator Rich Mays to become a Board Member of Partnerships 2000 program. Motion was seconded by Councilman Green, and approved unanimously. UNFINISHED BUSINESS There was no unfinished business to come before the Council at this time. NEW BUSINESS Councilman Bertel announced that she will vacate her Council seat as of the adjournment of tonight's meeting in order to insure that she would be eligible to file for Council election in the Third Ward if she chooses. Mayor Schreimann and Councilman Green wished Councilman Bertel well and expressed their appreciation for the contribution she has made to the City in her capacity as Second Ward Councilman. Mayor Schreimann encouraged any citizens interested in serving as Councilman for the remainder Ms. Bertel's term to contact either the Mayor's office or the City Clerk's office. EXECUTIVE SESSION Councilman Vincent moved that the Council go into Executive Session at this time for the purpose of discussing real estate, motion was seconded by Councilman Bertel, and approved by the following roll -call vote at 8:00 P.M.: Aye: Nay: Bertel, Haake, Jackson, Kammerdiener, Landwehr, McDowell, and Vincent Green and Nilges
