THE BOARD OF TRUSTEES OF THE CITY OF LYNWOOD
MET IN REGULAR SESSION AT CITY HALL,205 WEST
MULFORD AVENUE, WEDNESDAY, MAY 2hd.1923 AT 7:30 P,M.
Roll Call: Present,Trustees Willard,Menzel,Merrill,
Downey and Anderson,President Anderson in the ehair.City dlerk

Written A communication from City Attorney Thomas explaining
Comm. the delay regarding installation of City lights was read and
ordered filed,Receipt of request by the Board that City Attorney
draft an ordinance regulating drilling operations within the City
limits was also acknowledged.
A communication from Miss.K.yor asking that a portion
of sidewalk along her property on West Josephine Street be omitted,
was received.Clerk was instructed to explain to Miss,Parker the
neccessity of having the sidewalk installed on entire street.
A Resolution was received from the Woman's Club ,
protesting against the issuance of a permit to run a pool hall
in the City,The same was read and ordered filed.
An explanatory communication was received from the
Central Metropolitan Sanitary District headqu:arters,regarding
the proposed sewer system.
Oral,
Commu. Trustee Willard spoke regarding the proposed Metro-
politan Sewer System.On motion the Board extended their thanks
and appreciation for the work and results accomplished by
Trustee Willard in this matter,and President Anderson appointed
Trustee Downey to work in conjunction with him.
Mrs.Olsen asked regarding improvements contemplated
on test Flower Street,
ldr.Webber,Mrs,Ketchum,and Mro,Nelson addressed the
Board on drainage conditions north of Norton Avenue in the
City,They were assured by the Board and also by Mr,Althouse,
representing City Engineer Lynch,that drainage conditions
would be satisfactory when the street work was completed,
Complaint was made regarding stock running at large
in the north end of town.The City Marshal was instructed to
notify party owning same,that if further complaint was made,
that action would be taken against him.
The report of the City Planning Commiss ion in
regard to the proposed widening of certain streets in the
City was received and ordered filed,
Reports The financial reports of the Water and City Clerk
for the month of April were read and accepted.
Unfin. The new ordinance providing for the establishment
.� Bus. of a City Planning Commission was read for the third and last
time and placed on final passage,whereupon said ordinance
numbered Ordinance No,20,entitled " An Ordinance of the Board
of Trustees of the City of Lynwood ,California ,creating a
Plahning Commission for the said City in accordance with Act 2389
J,General Laws of the State of California,approved May 21st,1915.
Fixing membership ,prescribing powers and duties of said Com-
mission,and availing themselves of the privilege of levying
and collecting a tax not to exceed 2 mills on the dollar.of
assessed valuation for the purpose of defraying the lawful
expenses incurred by the City Planning Commission ",was passed
,by the following vote.
Ayes :Trustee Menzel,Willard,Downey,Anderson and Merrill,
Noes: None

New Bus. A request for a permit to establish a lumber yard
at the intersection of Peach Street and West Fernwood Avenue was
received from Mr.T.C.Osgood.On motion by Trustee Menzel ,seconded
by Trustee Downey the request was granted.
A map of Tract No.5975 was submitted to the Board,
and upon recommendation of the City Engineer the same was on motion
made and seconded,approved.
The report of Auditors Souders and Donk covering
the period from the incorporation to February 20th.1923 ,inclusive,
was accepted and Clerk was instructed to advise London & Laneashire
Ind.Co.regarding same.
Petitions asking for street work on Peach Street,
East Josephine Street,East Lynwood Road,Olive 8treet,Lewis Street,
South Roadway of West Fernwood Avenue,School Street,and Long Beach
Boulevard from Beeehwood to the north line of the City,were read by
the Clerk and referred to City Engineer.
Petitions for street improvement on Nevada Street,
Virginia Street,and West Elmwood,were read The work asked for on
these streets included elimonation of park and widening of street to
that extent.This matter having been referred to the Planning Commis -
sion it was recommended by that body that in conformity with balance
of streets in the City,and as a protection to pedestrians,that it
were better in their in their opinion to have these street improvments
uniform$a with the others.Therefore the Board being of the same opinion,
ordered that these petitions be referred to the City Engineer with
instructions to draw notice of intention same as other streets.

Rev.Barker,representing the Planning Commission,
brought up the proposition of beautifying the grounds around the Pao.
Electric Station.On motion made and seconded the Clerk was instructed
to ask the Pacific Elec.management for an audience with representatives
of the Board and Planning Commission,to discuss mutual benefits in
contemplation.Mr.Crystal of the Planning Commission spoke on car parking
on the Boulevard,
A new ordinance entitled " An ordinance of the Board
of Trustees of the City of Lynwood,California,providing for licensing
and regulating the carrying on of certain professions ,trades,callings,
and occupations in the City of Lynwood,and fixing penalty for the
violation thereof.Also annulling ordinance No.8 of said City ",was read
by the Clerk,and upon motion by Trustee Menzel seconded by Trustee
Willard,the same was declared read for the first time and laid over for
second reading.
