MINUTES
NOVEMBER 17, 2004
INITIATION:
1. CALL TO ORDER:
Pursuant to the agenda posted on November 10, 2004, Chairman Sternquist
called the meeting of the Parks & Recreation Commission to order at 7:30 p.m.
on Wednesday, November 17, 2004
2. ROLL CALL:
PRESENT: Commissioners Chavez, Goad, O'Leary and Chairman
Sternquist
ABSENT: Commissioner Broge
ALSO PRESENT: Director Burroughs, Supervisor Hampson and Park
Coordinator Koski
Commissioner Chavez moved to excuse Commissioner Broge for cause,
seconded by Commissioner O'Leary and unanimously approved.
3. PLEDGE OF ALLEGIANCE: Led by Chairman Sternquist
4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: No one
5. CONSENT CALENDAR:
Commissioner O'Leary moved to approve the Consent Calendar, seconded by
Vice - Chairman Chavez and unanimously approved.
A. APPROVAL OF MINUTES — Regular Meeting of September 15, 2004
Commission approved the minutes of the regular meeting of September
15, 2004
B. MONTHLY ATTENDANCE /ACTIVITY REPORTS
Commission received the Attendance /Activity Reports for the months of
September and October 2004.

C. MONTHLY REPORT ON SHERIFF'S DEPARTMENT ACTIONS AT LIVE
OAK PARK AND TEMPLE CITY PARK
Commission received reports from the Parks & Recreation Department
regarding Sheriffs Department actions at Live Oak Park and Temple City
Park for the month of September and October 2004.
6. UNFINISHED BUSINESS:
A. CONTINUED DISCUSSION ON CONSIDERATION OF A CODE
AMENDMENT AMENDING CERTAIN SECTIONS OF TEMPLE CITY
MUNICIPAL CODE, ARTICLE III, CHAPTER 5, PART IV TO IDENTIFY A
PROCESS FOR GRANTING WAIVERS OF THE CODE
Director Burroughs presented the information as outlined in the staff report
dated November 18, 2004. Types of requests and /or activities by non-
profit organizations that have been denied under the current municipal
code were reviewed. Under the current code, there is no waiver or
consideration of special circumstance process. Director Burroughs asked
the Commission to review and discuss the need for a possible waiver
process for the Activities Section of the code.
Vice - Chairman Chavez suggested a change in terminology such as a
discretionary statement at the beginning of the "Behavior" section. Such a
statement could. read: "No person in a park or civic center, without the
written permission of (Parks & Recreation Commission, City Council,
Parks & Recreation Director), shall..."
Director Burroughs stated several years ago the Commission reviewed all
sections of the code related to the parks and suggested a review of all
sections at a future meeting. Director Burroughs stated in order to
eliminate multiple amendments to the City Council the Commission should
review all sections of the Municipal Code that relate to the parks prior to
submitting any recommendations.
Vice - Chairman Chavez recommended this item be tabled in order to
review all sections of the code and consider possible changes to the
terminology and /or governing body for a waiver process. Vice - Chairman
Chavez requested a copy of all sections of the Municipal Code that relate
to the parks.
Commissioner O'Leary moved to table item, 6A, CONTINUED
DISCUSSION ON CONSIDERATION OF A CODE AMENDMENT
AMENDING CERTAIN SECTIONS OF TEMPLE CITY MUNICIPAL
CODE, ARTICLE III, CHAPTER 5, PART IV TO IDENTIFY A PROCESS

expand the discussion to include a review of the municipal codes relative
to the parks, seconded by Vice - Chairman Chavez and unanimously
approved.
7. NEW BUSINESS:
A. REQUEST FROM CHOICESS (COMMUNITY HOUSING OPTIONS:
INTEGRATED COMMUNITY, EMPLOYMENT AND SOCIAL SERVICES)
FOR CONSIDERATION OF A FEE WAIVER FOR RESERVED USE OF
LIVE OAK 1, 2 AND 3 AND THE KITCHEN AT THE LIVE OAK PARK
COMMUNITY CENTER FOR A HOLIDAY GATHERING ON DECEMBER
7, 2004
Director Burroughs presented the information as outlined in the staff report
dated November 18, 2004. No representative from CHOICESS was
present. She stated the fees for use of the Community Center facilities
are reasonable and should be applicable to all users. Staff recommends
the fee waiver request be denied.
Commissioner O'Leary stated the fees are reasonable and recommended
denying the fee waiver.
Vice - Chairman Chavez concurred with Commissioner O'Leary.
Vice - Chairman Chavez moved to deny the request from CHOICESS for a
fee waiver for their holiday gathering on December 7, 2004, seconded by
Commissioner O'Leary and unanimously approved.
B. Director Burroughs requested the Commission consider a request from
Temple City AYSO as an urgency item. The request came to the attention
of the City subsequent to the agenda being posted and requested the
Commission's consideration to add the item to the agenda based on the
need to take immediate action.
Commissioner O'Leary moved to add item 7B, TEMPLE CITY AYSO
REQUEST FOR POST- SEASON PLAY, NOVEMBER 29 — MARCH 12,
2005 to the agenda, seconded by Vice - Chairman Chavez.

Director Burroughs provided background information on the request from
Temple City AYSO. The request is for use of the soccer fields at Live Oak
Park, Monday through Saturday, November 29' 2004 - March 12, 2005.
Director Burroughs and Lead Park Maintenance Worker Rutherford have
discussed maintenance plans for the fields.
Director Burroughs stated per the Athletic Field Policy, scheduled
"downtime" for the fields between sport seasons is required. She
reviewed a similar request by AYSO in 2003 and the decision by the
Commission. She stated staff ideally would like to have the soccer fields
closed from the end of the soccer season to the start of Little League
season in February. Director Burroughs stated the fields are not in as bad
of shape as last year, however there are some areas of the field that are
very worn and some sections of the field need to be reseeded.
Laura De La Cruz, 5802 Oak Ave., Temple City, Temple City AYSO
Secretary, stated the league has no other options for field use and stated
the fields at Live Oak Park are needed in January for All -Star games. She
stated their regular season ends November 20th. Temple City AYSO will
be hosting Region 98 - All -Star games. The number of games has not yet
been determined.
Director Burroughs stated the league hosted the U12 games last year at
the park.
Vice - Chairman Chavez asked which division AYSO's District will request
for All -Star Games. He stated this information is an important factor in the
consideration of the league's request. Additionally, he asked what efforts
have been made by AYSO to obtain practice fields elsewhere.
Laura De La Cruz stated they have not been looking at any other practice
field options stating there is no lighting at the school sites for evening
practices and games.
Chairman Sternquist asked if the request is for All -Star practice and play-
off games.
Vice - Chairman Chavez asked if the request was for "games only" on
Saturday.
Laura De La Cruz stated she was not sure, but believes the request is for
Saturday games only.

Director Burroughs stated she met with Lead Park Maintenance Worker
Rutherford regarding field maintenance. She stated 4 possible options
were discussed. Option 1: allow the request as presented; Option 2: close
the fields with no use until a given date; Option 3: consider use of a small
field area, west side of the park, closest to the basketball courts (best field
condition area), Option 4: close the park for reserved use in order to
schedule maintenance and review request from AYSO at the December
15th meeting.
Director Burroughs stated additional information is required from the
league prior to a decision being made on the request.
Commissioner O'Leary stated a "downtime" period for an additional year
would increase field stability.
Commissioner Goad concurred with Commissioner O'Leary.
Vice - Chairman Chavez stated additional information is needed in order to
make a final decision on the request and stated in order to consider the
request he asked that a representative from AYSO attend the December
15t meeting.
Director Burroughs stated staff would encourage regular season use only
of the park for one year and to pass on hosting tournament play in order to
give the park the needed downtime after the regular season play. A "field
evaluation" and recommendation to the Commission will be included in the
December 15th staff report.
Laura De La Cruz suggested the league not host Division Tournaments.
Director Burroughs stated staff would prefer AYSO utilize the field for one
game per week only. She confirmed AYSO would not require the field
after November 22 and that all Turkey Tournaments will be off -site. Both
Temple City American Little League and Temple City AYSO will be
notified of the December 15th item pertaining to field use.
Vice - Chairman Chavez moved to close Live Oak Park for all reserved use
of the athletic fields from November 22 through December 15, 2004 to
allow staff to aerate and fertilize the fields, in addition staff will provide a
"field condition report" at the December 15th meeting at which time, the
request for post- season play from Temple City AYSO will be considered,
seconded by Commissioner O'Leary.
Laura De La Cruz asked the Commission to consider allowing Turkey
Tournament participants to practice at Live Oak Park through November
24th.
