CALL TO ORDER
The Regular Council Meeting of November 20, 1995, was called to order at 7:30 P.M. with
Mayor Duane Schreimann presiding.
Prayer was offered by Councilman Charles Jackson, followed by the pledge of allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Green, Haake, Jackson, Kammerdiener, Landwehr, McDowell,
Moeller, Nilges and Vincent
Absent: None
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
A presentation was made pertaining to The Agape House which has performed a service
to the community for fifteen years. The Agape House is established to offer help and
refuge to persons visiting loved ones in any of the five prisons located in the Jefferson City
area. The following persons spoke about the facets of ministry performed by The Agape
House: Charles Jackson - 1804 Windriver Drive, explained that not only is the Agape
House in his ward, but that he has been familiar with its outreach for many years through
his church. He invited the public to attend a benefit on February 10, 1996, at Richardson
Auditorium to help raise funds for the organization's budget.
Honorable Larry Rohrbach - Missouri State Senator, Dist. 6, from California, Missouri,
commended the work being done by Agape House, and encouraged citizens in Jefferson
City to support it with both their volunteer service and their funds
Mr. John Salmons - 810 E. High Street, General Manager of The Agape House, explained
about the purpose of the organization.
Following the presentation, Mayor Schreimann asked those citizens present who work with
The Agape House to stand and be recognized. He thanked them for their service to the
community, and commended The Agape House as a valuable asset to our community and
to the families of prison inmates.

Councilman Byrd moved for approval of the Consent Agenda as presented, motion was
seconded by Councilman Green, and approved unanimously.

Mayor Schreimann stated that the following minutes /reports have been received and are

ANNOUNCEMENTS BY THE MAYOR
Mayor Schreimann read two proclamations in which he proclaimed November as Home
Care Month and Hospice Care Month. These proclamations were formally presented to
groups representing the two services earlier in the week in City Hall.

Councilman Jackson moved that the Mayors recommendation for appointments be
approved, motion was seconded by Councilman Byrd, and approved unanimously.

Appointment of Police Personnel:
Mayor Schreimann made the following recommendations for appointments to the Jefferson
City Police Department:
Telecommunications Operator: Celeste M. Suchanek
Police Officers: Jeffrey A. Holland, Les E. Martin, Stephanie L. Smith and
Barret J. Wolters
Sergeants: Officers Randall J. Dampf and Randall V. Werner
Councilman Moeller moved that the appointments be approved as recommended, motion
was seconded by Councilman Jackson, and approved unanimously.
Appointment to Transportation & Traffic Committee and Planning & Zoning
Commission:
Mayor Schreimann recommended that Councilman Laura Moeller be appointed to both the
Transportation & Traffic Committee and the Planning & Zoning Commission. Councilman
Green moved that the Council approve the Mayor's recommendation, seconded by
Councilman Nilges, and approved unanimously.

Following the vote on Bill 95 -114, Allen Garner, City Counselor, explained that due to market
conditions, Staff recommended that the Council reconsider the previous vote and place the
bill on the Informal Calendar until after the first of the year. Councilman Green moved, as
a voter on the prevailing side, that Bill 95 -114 be reconsidered. The motion was seconded
by Councilman Byrd, and approved unanimously. Councilman Nilges then requested that Bill
95 -114 be placed on the Informal Calendar.

INFORMAL CALENDAR
Bill 95 -109, sponsored by Councilman Haake, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE AN AGREEMENT WITH DR. WES STRICKER FOR
LEASE OF CERTAIN PROPERTY AT THE JEFFERSON CITY MEMORIAL AIRPORT.
Councilman Haake requested that Bill 95 -109 remain on the Informal Calendar.

Councilman Byrd moved that the Executive Session Minutes be approved as presented,
motion was seconded by Councilman Nilges, and approved unanimously.
EXECUTIVE SESSION
Councilman Jackson moved that the Council go into Executive Session following a brief
recess for the purpose of discussing personnel, real estate, and litigation. Motion was
seconded by Councilman Byrd, and approved by the following roll -call vote at 10:00 PM:
