CALL TO ORDER
The Regular Council Meeting of December 4, 1995, was called to order at 7:30 P.M. with
Mayor Duane Schreimann presiding.
Prayer was offered by Rev. Doug Crader, Jefferson City Christian Center, followed by the
pledge of allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Green, Haake, Jackson, Kammerdiener, Landwehr, McDowell,
Moeller, Nilges and Vincent
Absent: None
A quorum was declared present.
PUBLIC HEARINGS
A public hearing was held on rezoning 2.5 acres located near Knipp Drive extension
from RA -2 Multi - Family to C -2 General Commercial (Bill 95 -124). Keith DeVault, Director
of Planning & Code Enforcement, presented the history of the rezoning request. No one
present spoke in favor of, or opposition to, the proposed rezoning.
PRESENTATIONS FROM THE GALLERY
A presentation was made by Ms. Lois Pohl, 2405 Beasley Court, who represented the
State Office of Administration as Director of Intergovernmental Relations. She spoke
regarding the City's participation in the Regional Planning Commission program, the
funding for which is administered by her department. She requested that the Mayor appoint
Council members to a task force to consider the City's participation in a Regional Planning
Commission. Following Ms. Pohl's comments, questions were directed to her by members
of the Council.
A presentation was made by Dr. Susie Strode, President of the Mid Missouri Citizens with
Disabilities Coalition. Dr. Strode spoke about the concept of the independent living center
and benefits the City would reap from such a center. She also requested that the City
consider funding for the project. Following Dr. Strode's presentation, comments were made
by Council Members who supported the concept of the living center, and stated that the
state was currently in the process of considering funding for the project.

CONSENT AGENDA
The Consent Agenda consisted of the following items:
a) Minutes of November 20, 1995, Council Meeting
b) Bid 1435 (renewal) - Electrical Maintenance Services, Stokes Electric, Year Three
c) Forgiveness of Agricultural Rent Payments
d) Approval of Convention & Visitors Bureau Budget
e) Approval of Contract Supplement with FAA
f) Approval of Appointment of Animal Division Director
Councilman McDowell requested that Item (f) be removed for consideration in Executive
Session. Councilman Green moved for approval of the Consent Agenda with the exception
of Item (f), motion was seconded by Councilman Byrd, and approved unanimously.

REGULAR COUNCIL MEETING DECEMBER 4, 1995
Councilman Nilges moved to amend Bill 95 -120 by changing the reference of fifty miles to
twenty miles, the reference of ten miles to fifteen miles, and stipulating that the 30- minute
requirement for emergency personnel be left to the discretion of the appropriate
Department Director. Motion was seconded by Councilman Green. Following discussion,
the motion failed by the following roll -call vote:
Aye: Green, Landwehr, Moeller and Nilges
Nay: Byrd, Haake, Jackson, Kammerdiener, McDowell and Vincent
Following the defeat of the amendment, Councilman Nilges stated he wished to withdraw
Bill 95 -120.
INFORMAL CALENDAR
Bill 95 -109, sponsored by Councilman Haake, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH DR. WES STRICKER

REVENUE BONDS, SERIES 1995, OF THE CITY OF JEFFERSON, MISSOURI;

Councilman Nilges requested that Bill 95 -114 remain on the Informal Calendar.
COUNCIL LIAISON REPORTS
Councilman Vincent reported the results of the bidding process of the Convention Center,
and also reported on the progress of the Solid Waste Committee in its consideration of
issues, including recycling.
UNFINISHED BUSINESS
There was no unfinished business to come before the Council at this time.

NEW BUSINESS
Councilman Landwehr thanked the Council for its passage of Resolution RS95 -23 at the
November 30, 1995, Special Council Meeting. He gave a report on the status of the local
Main Street project application. He read a thank -you letter from the Board of Directors of
that project for the Council's help in getting the application on its way in a timely manner.
Councilman Jackson commended the Green Horizons company for its outstanding
performance in administering the compost facility. He requested that consideration be
given to hours of operation that would allow people who work 8:00 to 5:00 Monday through
Friday to utilize the facility at some alternative times.
ANNOUNCEMENTS BY THE MAYOR
Mayor Schreimann welcomed a member of the Boy Scouts present in the gallery, and
asked him to stand and introduce himself and share what Scout award he was working
toward. Lewis Coatney stated he is from Troop #1, First United Methodist Church, and he
is working towards his Eagle Scout award.
Mayor Schreimann stated that he had spoken with Council Members regarding their
willingness to serve on the task force for the Regional Planning Commission, and that
Councilman McDowell and Councilman Jackson had consented to serve. He asked if a
third Council Member would be interested in serving, to which Councilman Nilges replied
he would also volunteer to serve.
APPROVAL OF EXECUTIVE SESSION MINUTES
Minutes of the following Executive Session meetings were presented for Council approval:
a) Executive Session Minutes of November 20, 1995
Councilman Byrd moved that the Executive Session Minutes be approved as presented,
motion was seconded by Councilman Moeller, and approved unanimously.
EXECUTIVE SESSION
Councilman Jackson moved that the Council go into Executive Session following a brief
recess for the purpose of discussing personnel, real estate, and litigation. Motion was
seconded by Councilman Moeller, and approved by the following roll -call vote at 8:15 PM:
