CALL TO ORDER
The Regular Council Meeting of December 18, 1995, was called to order at 7:30 P.M. with
Mayor Duane Schreimann presiding.
Prayer was offered by Councilman Jerry Green, followed by the pledge of allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Green, Haake, Kammerdiener, Landwehr, McDowell, Moeller,
Nilges and Vincent
Absent: Jackson
A quorum was declared present.
SPECIAL PRESENTATION
Mayor Schreimann presented a proclamation to the Alpha Kappa Alpha sorority which
recognized Ms. Anna Parks for receiving the Mathematics - Science Award. Ms. Parks was
present to accept the award and the congratulations of the Mayor and City Council. Also
present for the awarding was outgoing President Donna Nelson, and incoming President
Vicki Meyers.
CONSENT AGENDA
The Consent Agenda consisted of the following items:

Councilman Green moved for approval of the Consent Agenda, motion was seconded by
Councilman Byrd, and approved unanimously.

Bid 1599 - Concrete & concrete products, All City, submitted to Council 12/1/95.
Councilman Haake moved for approval of the bid, motion was seconded by Councilman
Green, and approved unanimously.

ANNOUNCEMENTS BY THE MAYOR
Mayor Duane Schreimann presented a key to the City to Mr. Dale Siebeneck for his
outstanding service to the City as Interim Finance Director. Mr. Siebeneck was present to
accept the presentation.

REVENUE BONDS, SERIES 1995, OF THE CITY OF JEFFERSON, MISSOURI;

Councilman Nilges requested that Bill 95 -114 remain on the Informal Calendar.
INFORMAL CALENDAR
City Administrator Rich Mays presented an oral list of job openings with the City of
Jefferson and encouraged people interested in any of the positions to make application.
COUNCIL LIAISON REPORTS
Councilman Vincent reported that the Solid Waste Committee will have Requests for
Proposals ready to go out in the next week or so. One issue the Committee has been
attempting to address is extended hours at the compost facility.
Councilman Vincent reported the status of the Convention Center Committee, and
announced there will be a meeting on December 20.
Councilman Haake announced the Public Works & Planning Committee Meeting for
December 21.
UNFINISHED BUSINESS
There was no unfinished business to come before the Council at this time.
NEW BUSINESS
Councilman Haake stated that he has received numerous complaints about the quality of
sound of the Council Meeting broadcast and requested that the City check into having the
public address system checked and repaired.

APPROVAL OF EXECUTIVE SESSION MINUTES
Minutes of the following Executive Session meetings were presented for Council approval:

Councilman Byrd moved that the Executive Session Minutes be approved as presented,
motion was seconded by Councilman Moeller, and approved unanimously.
EXECUTIVE SESSION
Councilman Jackson moved that the Council go into Executive Session following a brief
recess for the purpose of discussing personnel, real estate, and litigation. Motion was
seconded by Councilman Moeller, and approved by the following roll -call vote at 8:15 PM:
