HomeMy Public PortalAbout19960108REGULAR COUNCIL MEETING JANUARY 8, 1996 CALL TO ORDER The Regular Council Meeting of January 8, 1996, was called to order at 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Rev. Jerii Rodman, followed by the pledge of allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Green, Haake, Jackson, Kammerdiener, Landwehr, McDowell, Moeller, Nilges and Vincent Absent: None A quorum was declared present. SPECIAL PRESENTATION Ms. Marta Newman made a presentation on behalf of the Missouri River Regional Library's request for a drop box in front of the library. Following her presentation, discussion was held regarding safety issues associated with the location of the box. It was suggested by Councilmen Nilges and Landwehr that the box be given a trial and see if there were problems. CONSENT AGENDA The Consent Agenda consisted of the following items: a) Minutes of December 18, 1995, Council Meeting b) Bid 1603 - Microfilm /Microfiche Reader /Printer - Public Works Dept. c) Bid 1607 - Demolition of 719 Dix Road, Public Works /Engineering Depts. d) Bid 1608 - Skid Steer Loader, Public Works Dept. e) Permissive Use of Right -of -Way for Missouri River Regional Library f) Conditional Use on Hyde Park Road g) Conditional Use at 757 W. Stadium Blvd. h) Lease Agreement with U.S. Gov't for Equipment Space at Airport i) Approval of Settlement Claim with State Councilman McDowell requested that Item (e) be removed from the Consent Agenda for separate consideration. Councilman Green moved for approval of the Consent Agenda, excluding item (e), motion was seconded by Councilman Byrd, and approved unanimously. Item (e): Councilman McDowell moved to refer the request for a drop box at the Missouri River Regional Library to the Transportation & Traffic Committee, seconded by Councilman Byrd. Councilman Nilges requested that Bill 95 -114 remain on the Informal Calendar, where it dies. COUNCIL LIAISON REPORTS Councilman Landwehr reported that the Annexation Committee had received three preliminary reports from Dick Preston, and that he would be meeting with Mr. Preston, Keith DeVault, Rich Mays, Allen Garner, to coordinate the best way to get the committee as a whole and the public involved in the process. Councilman Vincent reported on the progress of the Convention Center Committee. He stated Ramada Inn's proposal was sent back to them with recommendations that they come up with an alternative proposal by January 31 which would include different sources of funding. Councilman Green suggested the Council might want to consider placing the issue on the April ballot as a sales tax project, as a joint venture with the County. Mayor Schreimann indicated he had received numerous objections to a restaurant tax from citizens. Councilman Byrd reported that he plans to initiate some meetings in the near future on the review of rezoning ordinance procedures, and would be in touch with Council Members for scheduling. Councilman Haake reported that the Public Works & Planning Committee will be holding a meeting on January 18 and encouraged all Council Members to attend. UNFINISHED BUSINESS Councilman McDowell asked City Administrator Rich Mays if he had received any news from the State of Missouri regarding the Regional Planning Commission. Mr. Mays stated the State has not contacted him yet. The issue of the upcoming sales tax issue was discussed. City Administrator Rich Mays stated City staff has been meeting since September, and they were planning to ask Mayor Schreimann to convene a meeting within the next three weeks. Councilman McDowell suggested the Council should be involved in the entire process of determining projects to be funded, while other members of Council felt it appropriate to allow staff to determine projects it recommends to present to Council for approval as had been done in the past. Mayor Schreimann also suggested that the City not be too specific in proposed projects to allow room for changes as the need may arise. REGULAR COUNCIL MEETING JANUARY 8, 1996 Councilman Green asked Marty Brose a questions about resident notification regarding Bill 95 -131 passed earlier in the meeting regarding the name change of a portion of Boonville Road. Mr. Brose stated that the only residential dwelling involved would not have an address change, and that commercial property owners had also been duly notified. Councilman Landwehr commented on memos from Marty Brose regarding wastewater projects. Mr. Brose reported on the projects, which would include odor control. NEW BUSINESS There was no new business to come before the Council at this time. APPROVAL OF EXECUTIVE SESSION MINUTES Minutes of the following Executive Session meetings were presented for Council approval: Executive Session Minutes of November 6, 1995 Executive Session Minutes of December 18, 1995 Councilman Byrd moved that the Executive Session Minutes be approved as presented, motion was seconded by Councilman Vincent, and approved unanimously. ADJOURNMENT There being no further business to come before the Council, Councilman Moeller moved that the Council Meeting be adjourned, motion was seconded by Councilman McDowell, and approved unanimously. Meeting was adjourned at 8:40 P.M.
