CALL TO ORDER: Pursuant to the agenda posted on June 9, 2005, Chairman Sternquist called the meeting of the Parks & Recreation Commission to order at 7:30 p.m. on Wednesday, June 15, 2005 2. ROLL CALL: PRESENT: ABSENT: Commissioners Chavez, Goad, O'Leary and Sternquist Commissioner Broge ALSO PRESENT: Director Burroughs and Supervisor Hampson Vice- Chairman Chavez moved to excuse Commissioner Broge for cause, seconded by Commissioner O'Leary and unanimously approved. 3. PLEDGE OF ALLEGIANCE: Led by Chairman Sternquist 4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None 5. CONSENT CALENDAR: Commissioner O'Leary moved to approve the Consent Calendar, seconded by Vice- Chairman Chavez and unanimously approved. A. APPROVAL OF MINUTES  Regular Meeting of May 18, 2005 Commission approved the minutes of the regular meeting of May 18, 2005 B. MONTHLY ATTENDANCE /ACTIVITY REPORTS Commission received the Attendance /Activity Reports for the month of May 2005. C. MONTHLY REPORT ON SHERIFF'S DEPARTMENT ACTIONS AT LIVE OAK PARK AND TEMPLE CITY PARK PARKS & RECREATION COMMISSION MINUTES Page 2 June 15, 2005 Commission received reports from the Parks & Recreation Department regarding Sheriffs Department actions at Live Oak Park and Temple City Park for the month of May 2005. 6. UNFINISHED BUSINESS: A. REVIEW OF THE TEMPLE CITY MUNICIPAL CODE RELATIVE TO PARKS — ARTICLE III CHAPTER 5 Director Burroughs presented the information as outlined in the staff report dated June 15, 2005. She requested the Commission to consider a motion to approve all proposed changes to Parts I through V of the Temple City Municipal Code and to forward approved recommendations to the City Council. Vice - Chairman Chavez moved to approve all proposed recommendations to Parts I through V of the Temple City Municipal Code and to forward approved recommendations to the City Council, seconded by Commissioner O'Leary and unanimously approved. 7. NEW BUSINESS: A. REQUEST FROM THE FIRST BAPTIST CHURCH OF TEMPLE CITY FOR RESERVED USE OF THE TEMPLE CITY PARK AND THE PERFORMING ARTS PAVILION FOR A CARNIVAL AND CONCERT ON TUESDAY, JULY 26, 2005 Director Burroughs presented the information as outlined in the staff report dated June 15, 2005. Staff recommends the rental fee and security deposit not be waived, however recommends the rental fee be reduced charging for hours of use from 6 —10 p.m. Commissioner O'Leary asked if the First Baptist Church has worked jointly with the City in the past for any events and further recommends a fee be charged to cover any required staff costs. Commissioners Goad and Chavez concurred with Commissioner O'Leary. Director Burroughs stated if staff is required to help set up the event, the rental fee should be charged per the 6 hours requested on the application. • • • " " PARKS & RECREATION COMMISSION MINUTES Page 3 June 15, 2005 Vice - Chairman Chavez moved to approved reserved use of Temple City Park and the Performing Arts Pavilion by the First Baptist Church of Temple City subject to receipt of a Certificate of Insurance endorsement, and to deny the request of a fee waiver, however reducing the rental fee to $160, seconded by Commissioner O'Leary and unanimously approved. 8. COMMUNICATIONS: None 9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None 10. MATTERS FROM CITY OFFICIALS: A. PARKS AND RECREATION DIRECTOR'S REPORT Director Burroughs stated currently the sports organizations are up -to -date with their bills. Further information will be available at the next Commission meeting regarding consideration of fees for the concession stand. Staff is continuing to make efforts to keep on top of non - permitted groups using the athletic fields at Live Oak Park. Commissioner O'Leary moved to receive and file the Director's Report, seconded by Vice - Chairman Chavez and unanimously approved. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA: A. COMMISSIONER BROGE B. COMMISSIONER CHAVEZ stated he joins with staff in thanking Commissioner Broge for her service and dedication to the Parks and Recreation Commission and wishes her the best of luck. C. COMMISSIONER GOAD D. COMMISSIONER O'LEARY stated he will miss working with Commissioner Broge and thanked her for all of her hard work over the years. E. COMMISSIONER STERNQUIST concurred with Commissioners Chavez and O'Leary and stated she will miss having Commissioner Broge on the Commission. ADJOURNMENT: There being no further business, it was moved by Chairman Sternquist and seconded by Commissioner Chavez that the meeting be adjourned to the next regular meeting of the Parks & Recreation Commission to be held on July 20, 2005 at 7:30 p.m. in the Council Chambers, 5938 North Kauffman Avenue, Temple City.
