The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Beliino " Jorge Diaz Dennis DiMascio Randy Krum " Susan Naples Joseph W. Sitarz Noted absent was Borough Attorney Robert Bergen and Municipal Clerk Kathleen M. Barney. Also noted present was Assistant Municipal Clerk Linda A. Rivera. The Assistant Clerk stated that on January 3, 2011, the 2011 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published in The Home News Tribune and The Star Ledger on January 4, 2011. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. AGENDA MEETING July 7, 2011 PRESENT STATEMENT OF MEETING NOTICE Silent Prayer/ Pledge of Allegiance 1 JULY 7, 2011 MINUTES FOR Upon MMS &C by Councilmembers Diaz and Krum and unanimous APPROVAL affirmative vote of the full Council present, the minutes of June 16, 2011 were approved and transcribed and engrossed by the Clerk. Mayor Reiman then made a motion to amend the Agenda to Agenda Amended introduce Resolution #G -10, listed under Resolutions. to Adopt Resolution #1 -134 Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present, the Agenda was Amended to adopt Resolution #G -10. RESOLUTION #11 -134 Resolution #11 -134 was introduced by the Mayor and referred to 'testifying the Council for action. RowLerd Platt Iblice Sergeant" Upon MMS &C by Councilmembers Diaz and Naples Resolution #11 -134 "Certifying Rowland Platt as Police Sergeant" Adopted was Adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Mayor Reiman and Councilmember Sitarz then swore in Rowland Platt to the Office of Police Sergeant. Mayor Reiman then asked that the minutes of the meeting reflect that Rowland had been a Police Officer going on his twenty -first year and said he will soon be taking over as a supervisor of one of our crews and his rank of Sergeant will take effect tomorrow. He then wished him the best of luck in his new position. 2 JULY 7, 2011 ORDINANCES -First Reading CRDIIWUWS First Reading ORDINANCE #11 -18 was introduced and adopted on First Reading qRDII #11 -18 and the Assistant Clerk authorized and directed to advertise same 1 parkirg within the for Public Hearing to be held on September 8,2011 upon MMS &C Tan Gaiter" by Councilmembers Sitarz and Krum. ORDINANCE #11 -18 First Rsali "PARKING WITHIN THE TOWN CENTER" Mayor Reiman explained this ordinance has to do with Mayor Reimm improvements with the Health and Wellness Center and the two (2) hour parking restrictions that will be placed within this region and for any of the streets where parking is changing it will be two (2) hours unless they have a resident parking permit which will require then to live within that area. Qwter 254 Entitled ' VE1dcles and ORDINANCE #11 -19 TYaffic" of the Cade "AN ORDINANCE AMENDING ARTICLE I, `GENERAL POVISIONS; of the Eoragh of TRAFFIC AND PARKING REGULATIONS OF CHAPTER 254 Carteret ENTITLED "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF CARTERET" First ReaAg Mayor Reiman explained this ordinance will be eliminating certain Mayor ]3eman stop signs on Essex Street and Salem Avenue and said a portion of 3 JULY 7, 2011 Salem Avenue was vacated as part of the Phase II Redevelopment Project on Roosevelt Avenue in Chrome, so right now if you are on the western end of the park you are actually stopping on one side and going on the other, so this will be switching locations. CRDBWM #11 -5 The Assistant Clerk stated that Ordinance #11 -5 was introduced "xiere� and adopted on First Reading at an Agenda Meeting of the QS Borough Council of the Borough of Carteret held on March 24, 2011. It was duly published in The Home News Tribune on June 21, 2011 with notice that it will be considered for final passage after Public Hearing to be held on July 7, 2011 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Public Fb� Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, the Mayor declared the Public Hearing to be open. There were no comments from the public. Upon MMS &C by Councilmembers Naples and Sitarz ORDINANCE #11 -5 "STEEP SLOPE ORDINANCE" Ild JULY 7, 2011 was finally Adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Mayor Reiman explained this is an ordinance required by the Department of Environmental Protection for New Jersey. It exempts most residential property and also exempts the re- development area zones. It will allow for only a ten (10) foot slope within a twenty (20) foot area, so every two (2) feet it can be two (2) foot higher. It is a grading plan that has to do with building a plateau for predominately new industrial or commercial type buildings and has to do with storm water management control. W JULY 7, 2011 Mayor Reim, Mayor Reiman explained in reference to #G8 on the Agenda, this Re: Resolutiom was a grant for the Cooke Avenue Project where we now are going to be constructing parking as part of the Health Center, it was the old Auto Body Shop. Mayor Reiman explained in reference to G12 on the Agenda, that we quoted earlier in the year and are now up to about forty -seven (47) abandoned homes. He explained the options would be to let the properties fall into disarray and this tends to bring down the value of the neighboring properties, so for the past couple of months we have been maintaining the properties, with outside contractors and we have now come to the point where it has cost $4000.00 for the year and this June it cost $7000.00 because with the rain we had to cut the properties two (2) or three (3) times a week. He went on to explain that the city will get its money back because it is the primary lien holder on the property and anyone who takes it over will have to pay back the city and every time we send a private contractor to cut the grass, in addition to the charge for cutting it, we also charge a $50.00 administrative fee and 18 % per cent on top of that. He said now we have to go out and get public bids because within the next three (3) to four (4) months it will cost us more than the bid threshold. Councilmember Krum asked what are the requirements to put in for a bid. Mayor Reiman explained any entity that is registered in the State of New Jersey to do business can put in a bid and said it is based on square footage and will go to the lowest bidder. BUSINESS TO BE ADDED: BLISIIES `10 BE ADDED Councilmember Di Mascio reported the 4 th of July Waterfront Co1dr-iJ7lkarber Celebration went great and said all the Borough workers and OEM D M3scio did a great job. Councilmember Krum, on behalf of himself and the Fire Crxmilrrb.-x Krim Department, congratulated Sergeant Platt and his family and reported progress in the Fire Department. Councilmember Naples reported a job well done at the waterfront COMA Tbx- Dbple by Councimembers DiMascio and Bellino, Joe Gasparro and all the workers. She then congratulated Sergeant Platt. Council President Bellino was questioned from one of our Crxmil President constituents about the back road on Lewis Street, if a gate could Bellro be put up behind or between the PBA Building. The complaint was the kids blast their radio at about 9:00 P.M. Mayor Reiman told him it is a public street but we cannot close it Mayor Reinm down and mentioned the police should address this, along with the Parks Superintendent, as it being a maintenance issue as to closing off the roadway. Councilmember Naples asked if it is a possibility. Iles Mayor Reiman told her it was, but , we would have to make sure Mayo Morin there were no vehicles back there at that point in time and it would have to be locked up. He said he would have the emergency response services to advise on having a gate that would have to be unlocked. Councilmember Sitarz thanked the employees that helped out on Caacibnmibe Sit Saturday and he welcomed Sergeant Platt in to the ranks of the supervisors and wished him luck. 13 JULY 7, 2011 rrarU�r Diaz Councilmember Diaz congratulated Sergeant Platt and wished him Diaz the best of luck.
