On July 18, 2019 of this year, I visited the airport to conduct a 5010-1 Airport Safety Data Inspection. Under
contract with the Federal Aviation Administration (FAA), the State of Idaho conducts periodic safety inspections
and updates data at public use airports as a part of the FAA's Airport Safety Data Program. The completed
process updates the Airport Master Record (FAA Form 5010) and several connected publications. The
purpose of this review is to record the current conditions and status of the airport facilities. The accuracy of the
information collected during my visit is significant for aviation publications, development activities, federal and
state programs, safe airport operations, and the National Airspace System (NAS). I have summarized my
inspection findings below:
Runway: The runway surface is in good condition overall with some asphalt cracking, noted only along the
centerline seam, and to a lesser extent a few other longitudinal and fine lateral meandering cracks were
present. The markings on the runway on the other hand, are in poor condition. The numbers, threshold bars,
hold short line, and centerline are very faded and worn out. Even though it is not an immediate emergency,
the markings could use some TLC sooner rather than later. Everything else associated with the runway —
lights and signs were all in good working order, none broken, and in good mechanical condition.
Taxiwav/Ramp/Tiedowns: The ramp area I found to be in fair condition with some unsealed cracks in the
middle portion of the ramp. The ramp appears to consist of asphalt that was laid down over a span of years
with some new, some older. The east portion of the ramp is in good condition, while the center part has some
unsealed cracks. I noted plenty of tie down spaces (75+) with tie down chains or ropes present to at least 25
spots. The taxiways I found to be in fair condition overall. Numerous cracks are present throughout the
taxiway surface and some are quite large — large enough to fit my handheld radio in them (see pics). Taxiway
markings are also very faded. All signs appeared to be in good condition; all of them were upright and clear of
vegetation.
Windsock/Standard/Segmented Circle: I rated all the windsocks — south, midfield, and north as being in
good condition with little fading. The main/midfield windsock was lit and had good paint coverage - bright
orange and white paint; the sock to the north was a little faded. The other two standards were physically
sturdy, with varying degrees of paint fade. The midfield sock/segmented circle interior area was in fair
condition with some sagebrush and grass growth. The rocks had some white paint left but could use a touch
of new paint here in the next 1 to 2 years.
Signs & Lightinq: I was able to verify the working order of most of the airport lighting system on this visit; The
REIL's runway 34 approach, and the MIRLs activated several times while I inspected the runway. REILS on
runway 16 were both broken and held together/upright by sandbags and were not operating when tested —
perhaps the light bulbs were burnt out??? All runway light units I could see were working and the fixtures and
signs were all upright and free of vegetation. The rotating beacon I did not see operating, however, it is in
great condition mechanically and displays excellent aviation orange and white paint. All other systems on the
airport — VASI. PAPI, AWOS, etc, all appeared to be in good working order when tested.
Miscellaneous/Services: One thing of note here would be the two areas/strips of raised concrete one located
slightly to the north-east of the helipad on taxiway D and the other located where taxiway B joins Rwy 16. I do
not know of how you could eliminate those cement bumps short of ripping them out and properly filling and
compacting the area with new material and asphalt; they're done incorrectly, are 2-3" tall, unsightly and
definitely a nuisance for having to go over with any aircraft. In my opinion, it is a matter of time before pilots
will start complaining about them, if they haven't already. Otherwise, I saw no other significant changes or
safety concerns of note. Overall, I felt the airport was in good condition, minus the markings and the two
taxiways concrete strips. My understanding is the markings will be fixed and redone sometime in 2021 during
your taxiway relocation project.
