Board Meeting Oct 3, 1923.
Board of Trustees of the City of Lynwood met in regular
session at City Hall, 205 West Mulford Ave, Wednesday, Oct. 3, 1923,
at 7:30 p. m.
Present Trustees '.rillard, Menzel, Downey, Anderson.
Absent Trustee Merrill.
President Anderson in the Chair.
Clerk present.
Minutes of meeting of Sept. 26, 1923, read and approved.
Writ Coms. Communication from City Atty Thomas,regarding petition
against construction of a church on Lot 513, Tract 3351, was read
and ordered filed.
Communication from City Engr Lynch regarding drainage
along easterly boundary line of the City was read and ordered filed.
A petitibn,protesting against the building of garage
houses on certain lots in the City was read and ordered referred to
building inspector.
Oral Coms. Mrs. Ramsford, representing the P T A, appeared before
the Board and urged the necessity of muzzling or inoculating all
dogs running at large within the City.
Comr Rept Trustee Downey reported that a petition was in circula-
tion asking for the improvement of West Lynwood Road under the "City
Boundary Act of 1921."
Unfin bus. This being the time and place for the hearing of protests
or objections against the improvement or the extent of the district,
or both, under Resolution of Intention No 121, the Clark announced
that there were no protests or objections filed; whereupon the Presi-
dent inquired if any persons present desired to be heard, and all ob-
jections having been presented and condidered on motion, Resolution
o. 134, offered by Trustee Downey, entitled j 'A Resolution of the
Board of Trustees of the City of Lynwood ordering the improvement of
a portion of Long Beach Bou- _evard in the City of Lynwood, California."
Was adopted by the following vote:
Ayes: Trustees 'Hillard, Menzel, Downey, Anderson.
Noes: None.
Absent: Trustee Merrill.
This being the time and place for the hearing of protests
or objections against the improvement or the extent of the district,
or both, under tesolutlon of Intention No 122, the Clerk announced
that there were no protests or objections filed; whereupon the Presi-
dent inquired if any persons present desired to be heard, and all ob-
jections having been presented and considered, on motion, Resolution
No. 135, offered by Trustee Willard, entitled "A Resolution of the
Board of Trustees of the City of Lintwood orderingthe improvement of a
portion of Long Beach Boulevara in the City of Lynwood, California."
Was adopted by the following vote:
Ayes: Trustees Millard, Menzel, Downey, Anderson.
Noes: None.
Absent: Trustee Merrill.
This being the time and place for the hearing of protests
or objections against the improvement or the extent of the district,
or both, under Resolution of Intention No. 123, the Clerk announced
that there were no protests or objections filed; whereupon the Presi-
dent inquired if any persons present desired to be heard, and all ob-
jections having been presented and considered, on motion, Res &lution
No. 136, offered by Trustee Menzel, entitled "A Resolution of the
Board of Trustees of theCity, of Lynwood ordering the improvement of
Poplar Drive, Oakwood Avenue and portions of North Los Flores Boule-
vard, Elmwood Avenue, Beechwood Avenue and Modjeska Avenue, in the
City of Lynwood, California." was adopted by the following vote:
Ayes: Trustees Willard, Menzel, Downey, Anderson.
Noes: None.
Absent: Trustee Merrill.
This being the time and place set under Resolution No.125
for the sale or bonds covering unpaid assessments on Alma Avenue, et al,
for work of improvement done under Resolution of Intention No 57, the
Clerk announced that no bids had been received for same; whereupon
Resolution No 137, entitled "A Resolution of the Board of Trustees of
the City of Lynwood, California, ordering bonds delivered to contractor.
was,on motion made and seconded, adopted by the following vote:
Ayes: 'Trustees 'Millard, Menzel,Downey, Anderson.
Noes: None.
Absent: Trustee Merrill.

This being the time and place set under Resolution
No 124 for the sale of bonds covering unpaid assessments on Beech -
wood Avenue, et al, for work of improvement done under resolution
of Intention No 52, the Clerk announced that no bids had been re-
ceived for same; whereupon Resolution No 136, entitled "A Resolu-
tion of the Board of Trustees of the City of Lynwood, California,
ordering bonds delivered to contractor." was, on motion made and
seconded, adopted by the following vote:
Ayes: Trustees Willard, Menzel, Downey, Anderson.
Noes None
Absent: Trustee Merrill.
New busi. A motion by Trustee Downey, seconded by Trustee Menzel,
that the City Marshal enforce Section 7 of Ordinance No 6 of the
City of Lynwood, and that the Clerk be instructed to post and print,
as required by said Ordinance, a notice requiring all dogs within
the City to be muzzled, inoculated or confined as specified in the
above mentioned Ordinance, was carried by `he following vote:
Ayes: Trustees Willard, Menzel, Downey, Anderson.
Noes: None.
Absent: Trustee Merrill.
Maps of Tracts 5632 and Hollydale (sheets 1 -8) were re-
ferred to Planning Commission for recommendation.
A petition asking for street improvements on Apricot
street was read and ordered filed.
Financial statements of the 'Water and City Clerks for the
month of Sept were accepted and ordered filed.
Onmotion made and seconded the City Fngr was authorized
and instructed to work in conjunction with Mr Warren, County Engr, in
the matter of drainage affecting the City.
A motion by Trustee Downey, seconded by Trustee, Willard,
that the City Inspector be authorized to have lights at the P F Staton
repaired, was carried by the following vote:
Ayes: 'Trustees Willard, Menzel, Downey, Anderson.
Noes: None.
Absent: Trustee Merrill.
A motion by Trustee Menzel, seconded by Trustee Downey,
that the City Engineer be instructed t* draw Resolution of Intention
covering district abandoned under Resolution of Intention No 111, said
work to bonform to above Resolution with the following exceptions:
Gutters to be ommitted from Pear, Plum, Apricot and crape Streets, and
oil macadam to be substituted for oiling on the South noadway of Fern -
wood Ave from Peach Street to Modjeska Ave.
A motion by Trustee Menzel, seconded by Trustee Downey,
that A B Gray be employed to build drying rank for City fire hose, was
carried by the following vote:
Ayes: Trustees 'Willard, Menzel. Downey, Anderson.

Absent: Trustee Merrill.
