Roll Call Present : Trustees `~~errill, 7`lillard, ~~enzel, Downey, Anderson. Absent: None. '"' City Attorney and City Clerk present. Minutes of the meeting of Feb 6 1924 read and approved as read. Oral Coms A large delegation of citizens of Belle Vernon appeared before the Board. Mr Delude, Mr Schrimsher, Mr Glover speaking for said dele- ~ation, explained what Bells Vernon wanted in the way of drainage and street work, and asked what could be expected if they incorporated in- to the City of Lynwaad. President Anderson, Trusteesl~illard and Menzel assured them that the City would welcome them and that if incorporated they would be able to secure municipal inprovements without delay. The City Att.y explained incorporation proceedings . A motion eras made and carried that the Chair appoint a committee to meet with Belle Vernon and all districts desiring to ,loin Lynwood, The Chair appointed i~r Rand, Mr Ray Crystal, Mr C SHoods, Mr F Marts and Mr Chas C Reed. Several citizens of Palm Hardens expressed themselves as favor- ing annexation to Lynwood and asked what their prospects would bs of being included .n Lugo. Sdhool Dist. Mrs Neece, Trustee ~Nillard and Mr Glover explained the necessary proceedure. Spl Com The Drainage Com~~ittee reported no progress, but promised action in the near future. On motion made and carried these applications ware laid over for further sonsideration, New Bus A motion was made and carried that the clerk be instructed to have daily work report cards printed for the various City departments. A Resolution offered by Trusted `"Hillard, entitled "A Revolution of the PJoard of Trustees of the City of Lynwood adopting a map showing the district to be assessed to pay the expenses for certain improve- . menu to be made in the City of Lynwood;" tivas read. Said Resolution being Resolution No 161, was adopted by the following vote: Ayes; Trustees Iterrill, 'Hillard, r~enzsl, Downey, Anderson. Noes: Hons. Absent: None. A Resolution offered by Trustee i~ferrill, entitled "A Resolution of the Board of Trustees of the ~lity of Lynwood adopting a map ~~:o-7ing the district to be assessed to pap the expenses for certain improvements to be made in the City of Lynwood," was read. Said Resolution being Reso- lution No 162, was adopted by the following vote: Ayes : Trustees ~~ierrill, HHillard, Menzel, Downey, Anderson. -- Noes: None. Absent : P3one. A new Ordinance entitled "An Ordinance declaring the Intention of the Boat!d of Trustees of the City of Lynwood to order the opening, widening and extending of certain alleys in said City of Lzlnwood," was read. A motion made and seconded. that the above Ordinance be declared read far the first time and laid over for second reading, was carried by the following vote: Ayes: Trustees i~Terrill, 'Flillard, Idenzel, Anderson. ~~ Noes: trustee Downey. Absent: None. 1 `-~ w.~, ~.. i "~; New Bus A new Ordinance entitled "An Ordinance declaring the Inten- tion of the Board of Trustees of the CitTr of Lynwood to order the opening, widening and extending of certain streets and alleys in said City of Lynwood," was read. A motion made and seconded that the above Ordinance be declared redd for the first time and laid over for sec- ond reading, was carried by the following vote: Ayes: Trustees Merrill, ~li,llar"ci, ~denzel, Downey, Anderson, Noes: None. Absent: None. iJ1r ?T C Miller, representing the ~_;hamber of Commerce, asked that a bulletin board be erected on the Blvd. A motion b y Trustee """~ Downey, seconded by Trustee Merrill, that the City. Marshal bs in- structed to have same done, was carried by the following vote: Ayes: Trustees Merrill, 'Dillard, Menzel, Downey, Anderson. Noes: None. Absent: None, A request ~3y~ the: ~'Dnman' s Club for the use of the City Hall for entertainment purposes was granted. Trustees Biddulph and Dietz of the Lugo School Precinct dis- cussed the bayment of the street improvement work on streets abutt- ing on school property in the City, with the Board. A motion by trustee Merrill, seconded. by Trustee Downey, that the CitT~ pay ;~'~1362.71 of the total amount of `4362,71, was carried by the follow- ing vote: Ayes: Trustees Merrill, Menzel, Downey, Anderson. Noes: Trustee ''Dillard. Absent: None. A motion by Trustee Downey seconded by Trustee `Ddillard, that a warrant be ordered drawn in favor of the Lugo School Precihet in the sum of x'1362.71 was carried by th.e following vote: Ayes : Trustees ~~errill, VDillard, t;Renzel, Downey, Anderson. Noes : PDone. Absent: None. A recommendation from Fire Chief Baggott that the following appointments be made: As firemen, John F Deasy, M Rice, C Tweedy, P1 '~ Johnson, ?~' N Johnson, H C Clough, .T Loveday, Robert Cooke, Jackson ~` Tweedy, 'van Lewis, G x Marts, Homer Parsons;=a~ engir~eman A L Stev- ens; Capt C `~D Roberts to be Asst Chief and C G Johnson to be Capt. ~;M.Fd~af~ds' to`f~11 the~-vdcancy create. by the resignation of Lieut Hotz. A motion was made and carried that the above recommendation be accepted and appointments made. M.r~^V F Stockwell asked for information regarding what would be required that the City supply his sub-division with water. A motion was made and carried that the C1er'_~ supply this information. A motion by Trustee Downey, seconded bT~ Trustee t.~errill, that A M Sevey be employed as janitor for the City Hall and Offices, was carried by the following vote: Ayes: Trustees Merrill, L"Dillard, Menzel, Downey, Anderson. Noes: None. r`lbsent : None. The matter of appointing a night watchman was laid over until Feb 27. A Resolution by the Board of Trustees of the City of South Gate regarding the openinT of a grade crossing at California and Independence Streets was read. Or. motion made and carried the Clerk was instructed to inform the said Board o_f Trustees that the Board of Trustees of the City of Lynwood would co-operate with them in any manner that they sug- gest to bring about the desired result. A comm~.~nication was received from the Hirsch Co regarding the City fire extinguishers. Same was referred to the. Fire Chief. ..,.,~ Map of Tract 7984, received from the City Engr with recom- mendation that same be^approved after approval by City Planning Co^~- mission, was referred to said Planning Commission. A complaint regarding a certain structure located on Lots 35-36-37, Bloc? 22, was referred to the City Atty, City Marshal and Fire Chief. A request for an extendinn of time to comply with certain legal requirements in connection with the work of improvement in the district known as South Roadway of Tast Fernwoed Ave as performed un- der Resolution of Intention No 128, dvas received from the Hall-Johnson.. Co. On motion made and carried same eras granted. ~+~ A new Ordinance entitled "An Ordinance of the Board of Trustees of the City of Lynwood, California, regulating the erection and main- tenance of blinker lights upon and a~.jacent to public highways in the said City of Lynwood, and providing for the issuance of permits for the same and providing a penalty for the violation of any of the provisions hereof." was read. On motion made and carried said Ordinance was declaT'ec read for the first time and laid over for second reading.
