CALL TO ORDER
The Regular Council Meeting of April 1, 1996, was called to order at 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Councilman Bill Byrd, followed by the pledge of allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Green, Haake, Jackson, Kammerdiener, McDowell, Moeller,
Nilges and Vincent
Absent: Landwehr
A quorum was declared present.
Mayor Schreimann announced that Boy Scout Troop 1, Den 2, from Thorpe Gordon School
was present tonight working on their Citizenship in the Community Award, and welcome
the boys to the meeting.
Mayor Schreimann announced that all those previously requesting to make a presentation
from the gallery have withdrawn their requests.
CONSENT AGENDA
The Consent Agenda consisted of the following items:

Councilman Byrd moved that the Consent Agenda be approved, motion was seconded by
Councilman Green, and approved unanimously.

substitute bill, Councilman Vincent seconded the motion to substitute, and a brief
discussion was held, after which the motion to substitute was approved unanimously. Bill

COUNCIL LIAISON REPORTS
Finance Committee: Councilman Nilges thanked members of the Council who attended
the March 25 Finance Committee meeting, and stated that a lot was accomplished at that
meeting.
Convention Center Committee: Councilman Vincent reported the next meeting of the
committee will be on April 10. He referred Council to correspondence which was included
in their packets, and updated them on the status of the process at this time.

UNFINISHED BUSINESS
Councilman Nilges asked about a recent incident involving and Jefferson City Police
Department officer. Police Chief Tyler Brewer stated that the matter had been reviewed,
and a letter was being written to the Council based on the report he received.
Councilman Moeller requested a status update on the Hotel DeVille sewer problem issue.
Public Works Director Marty Brose and City Counselor Allen Garner stated that a revised
draft of a resolution agreement will be sent to Mr. Ted Stewart this week for his review.
NEW BUSINESS
Councilman McDowell commented on a recently published Letter to the Editor in the
Jefferson City News Tribune from a student regarding speeding on Missouri Boulevard.
She requested that the matter of speed limits on Missouri Boulevard be brought before the
Public Works Committee for consideration.
EXECUTIVE SESSION
Councilman McDowell moved that the Council go into Executive Session following a brief
recess for the purpose of discussing litigation, seconded by Councilman Moeller, and
approved by the following roll -call vote at 8:15 P.M.
