The territory proposed to be annexed is urban or will be urbanized in the near future; 5. The territory proposed to be annexed is integrated or is capable of being integrated with the Town of Fraser, Colorado; 6. The requirements of C.R.S., 1963, as Amended, 139-21-3 and 139-21-4 exist or are met. 7.
