Call P~Seeting Dec 10 192
Pursuant to the call of ?'resident Anderson the Board of Trus-
tees of the City of Lynwood met in Call Session at the City Hall 205
~'~est '~ulford Ave, `~Jednesday, Dec 10, 192, at 7:30 pm.
Present: Trustees Downey Gordy Tweedy Reed Anderson
Absent: None
President Anderson in the Chair. Clerk present
The minutes of the meeting of Dec 3 were read and approved as
read.

2'he President explained that the object of the meeting was for
the purpose of considering certain bids for street improvement as con- "~"
templated by Resolution of Intention Ido 229, said consideration having
been laid fiver for investigation. This was taken up
The following communication from the Cit~r ~.gr was read:
"The matter of proposals for street vaork on Josephine St. and
other Sts in the City of L~mwood, as contemplated by Res of Int No 229,
having been referred to me for recorra,lQndation, I beg to submit the fol-

Upon investigation I final that J H Ellison, who has offices in
the Citizens Natl Bk Lldg of Los Angeles, Cal., is engaged in the in-
surance business. I am informed that he is net at present equipped to
do the work called for and in view of these facts believe that the best
interests of the City of L?mwood would not be served by awarding liim
the contract. I have requested T~~r Fllison or his representative to ap-
pear before this Board of Trustees to show cause why he should not be
declardd an irresponsible bidder for the purpose of these proceedings
had under Res of Int No 229, which proceedings are taken under the Act
of 1911. If after having been given a ~~earing before this Board of Trus-
tees the Board finds upon evidence presented that he is not a respon-
sible bidder for this work it will be possible for the Board to proceed
in either of two -days: First, to award the contract to Hall-Johnson Co
at the prices named in their proposal, or to reject all bids and read-
vertise for same."
J H Ellison Co submitted the following communication:
"~rdith reference to bid submitted for the improvement of Josep-
pine, Virginia, Agnes, etc., beg to advise that on account of unforseen
interruption to other work we find we will not have the necessary equip-
ment available for same dime to complete the work as required. sr~'ill also
state that we made a mistake in preparing bid figure on grade. Taking
the above into consideration we do not believe vve could do the Nrork con-
templated at the prices named in bid and within the reasonable time it
is proposed to allow for the work. In view of these conditions we sug-
g~est that it might be to the best interest of the City; that our bid be
not considered."
;~Ir Amann, after stating that he was the representative of the J
H Ellison Co and was authorized to transact business for the said Com-
pany, explained that as out?.ir}ed in t-he communication from the J Ii El-
lison Co it vas his opinion that the Company vrould be unable to com-
plete the work ire a reasanable length of time, and thought that it
would be to the best interest of all concerned if the bid of the J H
Ellison Co was not considered. tend asked that in the event of the con-
tinuation of the hearing that J ?~ Ellison be asked to be present.

Trustee Downey that ~hs~.hear.ir~g be continued fo the next meeting of
the Board, was carried by the following vote:

Absent: None
A petition signed by over 50', of the resident praperty owners "~
living within 300 feet of Lot 1026 tract 3172, giving their consent
for the erection of a service station on the said lot by the owner G
A Reber, was read. The Euilding Inspector was instructed to issue a
permit for same.
A motion 'oar Trustee Downey seconded by Trustee Tweedy that the
demand of the Community Christmas "'roe Fund for x'25 covering the cost
of the Community,Christmas Tree be allowed and warrant ordered drawn
for same, was carried by the following vote:
