LaPorte Also attending: Henry Lilienthal Mayor Dodson called the meeting to order and advised the Commis- sioners that the purpose of this special meeting was to hear a report on the meeting held by Mr. Hart and Mr. Iglehart with General Carter, Mr. Haskell, Mr. Anderson, Mr. Osha, and Mr. Carroll. Mr. Iglehart reported that the conclusion of the meeting was that we should proceed to install piping to the South end of Town and f. install new clorinator and the Club would install new master meter. ` This would supply adequate pressure now and in the foreseeable future. The Club can maintain 50-54 lbs. pressure with a 2 lb. loss through the new master meter. The Town would receive 48 lbs. pressure and this would be adequate. It was agreed that the Town would buy the clorinator and Club would purchase master meter, with Mr. Carroll and our Engineer, Mr. Anderson, working out the co-ordination of purchases. The Town would pay for clorinator and installation, Club would pay for master meter and installation. Piping in clorinator house is the Town's responsi- bility. Mr. Hart added that it is a maximum 2 lb. loss through the meter at a flow of 1500 G.P.M. Present requirements are approximately 850 G.P.M. It was moved, seconded, and passed unanimously that Brockway, Weber & Brockway prepare plans and specifications to cover instal- lation and piping necessary in the clorinator house and this be a separate bid item for all contractors. A draft of the letter to be sent to all taxpayers was read and approved. Continued Page 2 Mr. Iglehart noted the request by Mr. Clinton Scott and Mr. Howard Chilton representing Mr. Alfred Hayes to waive the ordinance pro- hibiting starting any new construction in the Town limits between December 1st and April 1st. Mr. Hart - moved that the Town grant no exceptions to the ordinance. Seconded and passed unanimously. Mr. Iglehart moved that the Town not advertise for bidders on the water system work, but rather have Mr. Anderson prepare a list of qualified contractors and that the Town mail them notices to bid on our work. Motion seconded and passed unanimously. Mr. Hart moved that Mayor Dodson sign all applications necessary for the Florida State Road Dept. and Florida State Board of Health. Seconded and passed unanimously. There was a general discussion of the property owned by Mr. Alfred Hayes in regard to whether it is a corner lot as defined by our zoning Ordinance and the meaning of the phrase "Mean Grade" as defined in the zoning Ordinance. It was the decision of the Commission that according to our ordinances, this property is a corner lot and must conform to the zoning and building ordinances for corner lots. Mr. Lilienthal was requested to study our Zoning ordinance definition of "mean grade" and report back to the Com- mission what his opinion was. GWYNN The Town Commission is considering having an eight inch water main installed from Golfview Road to the south Town limits. The purpose of this main is to increase the water pressure at the south end of the Town. At the present time the water pressure is low here at times of peak usage. The engineers' estimate of the cost of this project is approximately $40,000.00. The Town of Gulf Stream has this amount in reserve in the water fund and we do not foresee any tax increase or water increase to pay for the project. Our engineers further inform us that this new water main will not materially affect water pressure to the north of Golfview Road. The Commissioners feel that before the contract is signed, authorizing the expenditure of this amount, every taxpayer should have an opportunity to express his opinion on this matter.
