Stcp 1: Informal - Th2 subdivider shall submit generalized plans and data an
discuss with the Commission his proposed subdivision. Such discussions
should cover the general objectives of the subdivision, platting procedures
and requirements.
Action to be taken by the Commission: Within fifteen (15) days the
Administrator, (Building Inspector) acting as agent for and in behalf of
the Commission, shall notify the subdivider that the plans and data as
submitted or as modified do or do not meet the objectives of these re-
gulations.
Step 2: Application - Upon developing conclusions on an informal basis, the
subdivider shall file the "Preliminary Application to Plat" and prepare or
cause to be prepared a preliminary plat, together with improvement plans
and other supplementary material upon the request of'the Administrator,
Commission, County Engineer or Building Inspector. Application shall be
submitted to the Commission at least thirty (30) days prior to the meeting.
THE APPLICATION SHALL NOT BE DEEMED ACCEPTED.FOR FILING, NOR THE TIME LIMITS
HEREINAFTER SET OUT FOR ACTION COMMENCE TO RUN, UNTIL THE PRELIMINARY PLAT
AND ALL SUPPLEMENTARY MATERIAL REQUIRED HAVE BEEN RECEIVED BY THE ADMINISTRATOR.
The Administrator or Building Inspector forwards the application to the
Commission for approval.
Step 3: Final Plat - Application for approval of the final plat shall be sub-
mitted in writing to the Commission at least fifteen (15) days prior to the
meeting at which it is to be considered. THE APPLICATION SHALL NOT BE DEEMED
ACCEPTED FOR FILING, NOR THE TIME HEREINAFTER SET OUT FOR ACTION COMMENCE TO
RUN UNTIL THE FINAL PLAT AND ALL SUPPLEMENTARY MATERIAL REQUIRED HAVE BEEN
RECEIVED BY THE ADMINISTRATOR. The final plat required for approval shall
be submitted to the Commission within twelve (12) months after approval of
the preliminary plat. Within forty-five (45) days of receipt of the final
plat the Commission shall act upon the application and shall either approve
or disapprove.
Step 4: Recording - Final Plat and covenants shall be filed with the Valley
County Recorder within three (3) months after written approval by the
Commission.

euNTENTS OF PRELIMINARY PLAT
CONTENTS - the preliminary plat shall comply with thes3 regulat?.ons and shall
have the following form and content.
1. All map data must be submitted in scale but need not be based upon an actual
ground survey, except that the exterior tract dimensions and boundaries must
be based on actual survey made by a registered engineer or registered land.

2. The name (s), address(es), and phone.number(s) of the subdivider(s) and
land surveyor or engineer shall be noted.
3. All maps containing data shall contain the name of the person or firm respon-
sible for the drawing together with the date drawn and a serial number in
order that further reference to information contained and responsibility for
same may be easily identified.
4. The name of the proposed plat, subdivision or dedication, shall be 'shown in-
cluding an appropriate identifiction clearly stating that the map is a pre-
liminary plat.
5. The date, scale, true north point and section, township and range shall be
shown.
G. The prelininary plat shall be drawn at a scale of 1"=200'. A larger scale
may be used for a detailed drawing of the plat, including all information re-
quired such as setback lines, street centerlines, boundary lines and ties to
monuments, etc.
7. The exterior boundary of the subdivision shall be represented on the pre-
liminary'plat to_scale showing surveyed bearings and distances and dates of
survey, including municipal boundaries and section lines where applicable.
8. Descriptions of survey monuments shall be included.
9. Proposed street names, and the numbering of lots and blocks, together with
the layout of porposed street right-of-way lines, and building setback lines,
including all approximate dimensions and any and all proposed street extensions
shall be shown.
10. The location, width and names of all existing or platted streets or other

public ways within the proposed development and other important features,
such as' the general outline of existing buildings, water courses, power lines, tele-
phone lines, railroad lines, any existing easements, municipal boundaries and
section lines, shall be shown.
11. The tract designation of the immediate adjacent plats, subdivisions or dedic-
stionsas shown in the files of the Valley County Recoreder, if any.
12. The minimum setbacks for front yard, side yards, side streets, and the rear
yards of buildings to be placed on the property shall be shown.
13. All parcels of land or interests therein intended to'be dedicated or temp-
orarily reserved for public use or to be reserved -in the deeas for the common
use of property owners of the subdivision and the purpose condition, or
limitations of such reservations shall be indicated. In residential plats,
all parcels intended for other than residential use shall be indicated by
hatching and appropriate labeli'..
14. If the subdivider plans a phased development of the area contained in the
preliminary plat,.:the respective areas of development Shall be designated and
shown on the preliminary plat as to area and priority of development.
15. In addition to the above items, if sewers, storm drains or waterlines are to
be installed the subdivider shall submit the following along with the pre-
liminary plat.
a A general layout showing the proposed location and approximate sizes
and grade of sewer lines, catch basins, pumps, and other drainage and
sewerage structures.
b. A general layout showing the proposed location and approximate size
and grade of water distribution system, pipes and values and hydrants.
c. An outline of the provisions of all points of protective covenants to
be recorded with the plat.
If these are not to installed at the time of platting and subdivision, ease-
ments and other essential p✓ovisions as required by the County Engineer, Building
Inspector or Impact Area 'Commission shall be submitted.

4. Land Area - Existing Title Status to Tract:
The subdivider shall attach to the application, a statement setting forth:
a. The names and addresses of the owner of record.
b. The nature of his (owner of record) interest in the development.
c. A copy of any existing easement deed restriction and zoning class-
ification applicable to the tract, if any.
d. A notation of the nature of any other lien or. encumbrance, if any.
e. The total acreage of the tract and of such adjacent lands under the
sa.m, ownership.
5. Land Area - Existing Physical Conditions of Tract and Vicinity:
The subdivider shall attach to the preliminary application; a statement
describing the existing physical characteristics of the tract and vicinity
with respect to:
a. Terrain
b. Type of soil
c. Location and direction of flow of all water courses on the tract and
abutting properties.
d. The possibilities of the tract being subject to inundation or storm
water overflow and the approximate high water elevation.
e. Any significant natural features such as rock outcropping, marshes or
wooded areas.
f. The location_ of existing sewers, water mains, culverts, drain pipes,
and electric conduits or lines proposed to service the property to
be subdivided.
g. The location of adjacent streets or existing structures that would
affect the proposed improvement program.
6. Building Program:
The subdivider shall indicate the type of subdivision intended:

a. Those areas providing for recreational residential subdivisions
located convenient to lakes, reservoirs or streams, or situated
to be influenced by seasonable accessibility to sites to be in
accord with Standard A.
b. Those areas providing for suburban residential subdivisions

substantial size as to provide family recreation, gardening
and the keeping of domestic livestock on a non-commercial basis,
to be in accord with Standard B.

1. Developer shall either construct the streets to the County standards prior
to acceptance of.the plat or shall provide acceptable.surety to guarantee
complete construction .of the streets within the subdivision and connecting, to
an existing city or county street.
2. Design plans for street construction and subdivision.drainage shall

struction. Sub -grade construction must be approved before placing gravel.

S. Surfacing -Base course shall be a minimum of 12" of 2" max. crushed gravel.
Finish course shall be 3" of 3/4" cr. gravel. City Building Inspector or
County Engineer may require lab tests and ballast requirements if Subgrade
condition is questionable and require additional gravel base. material; also
City Building Inspector or County Engineer may approve acceptable local
material in lieu of above requirements. 'ravel shall be compacted by water-
ing and rolling to 9096- max. density. Asphalt surfacing shall be 212" of plant -

they shall be steel type culverts.

1. The area covered by the final plat shall be surveyed, stated and ron•-
u?,anted in accordance with the provisions contained in.Section 50-1303
and 50-1304 of the .rdaho Code.
2. The top side of the final plat shall showe

and other sites, with accurate dimensions, bearings or deflection angles,

public use, and grants of any existing or proposed casements;
14. Certification and signature of County Engineer' (Surveyor) verifying that the accuracy
of the survey complies with the requirements of State of Idaho law;
15. Certification and signature of the City Engineer and. City Clerk, if required, verifying
that the subdivision meets the City requirements and has been approved by the Coun-
cil; and
16. Certification and signature of the Chairman of the Board, if required, verifying that the
subdivision has been approved by the- Board.
