Present Trustees Hotz Anderson Sherer Tweedy Schouten Absent: None President Schouten in the Chair. City Atty and Clerk present. The minutes of the meeting; of Feb 4 1925 were read and approves as read Writ Coms A communication from the Edison Co regarding the payment for '~ lights in the Lynwood Lighting District after March 1 1925 was read ans laid over to the next meeting. --- The resignation of Dr Bell as Sanitation 6fficer was read and accepted. Unf Bus This being the time and place set for the hearing of protests why bonds should not be issued to cover the unpaid assessments for the costs and expenses of improvement under Resolution of Intention No 217 in the district known as Anderson & Os~?ood Aves, the Clerk announced that there were no protests on file. Vhereupon the President inquired if any persons present desired to be heard, and no person responding, a Resolution entitled "A Resolution of the. Board of Trustees of the City 0~ Lynwood, California, relating to the issuance of Street Improvement Bonds pursuant to Resolution of Intention No 217, determining the amour. of unpaid assessments, prescribing the denomination of such bonds and providing for their issuance," was read. On motion by Trustee Anderson seconded by Trustee Tweedy, said Resolution, being Resolution No 243 of the City of Lynwood, was adopted by the following vote: Ayes: Trustees Hotz Anderson. Sherer Tweedy Schouten Noes: None Absent: None A new Ordinance entitled "An Ordinance of the Board of Trustees of the City of Lynwood, Cal., fixing the salaries of the Water Clerk, Water Superintendent, Bookkeeper and Cit~r Marshal; annulling Sections 1, 2 and 6 of Ordinance No 31, and that portion of Resolution No 63 ,~.-, reading ' X80.00 per month' ," was read for the second time; and on motic made and carried said Ordinance was declared read for the second time and taken up for third reading and final passage. Whereupon said Ordi- nance was read for the third time. On motion by Trustee Anderson sec- onded by Trustee Hotz said Ordinace was declared read for the third and last time and placed upon final passage, thereupon said Ordinance being Ordinance No 51 of the City of Lynwood was passed by the following vote Ayes: Trustees Hotz Anderson Sherer Tweedy Schouten Noes: None Absent: None A new Ordinance entitled "An Ordinance of the Board of Trustees of the City. of Lynwood, Cal., fixing water rates in the said City of Lynwood, and amending and annulling certain portions of Ordinance No 5," was read for the second time, and on motion made and carried said Ordinance was declared read for the second time and taken up for third reading and final passage. 9fThereupon said Ordinance was read for the third time. On motion by Trustee Tweedy seconded by Trustee Sherer, sai Ordinance was declared read for the third ~~Me and last time and placed upon final passage, thereupon said Ordinance being Ordinance No 52 of the City of Lynwood was passed by the following vote: Ayes: Trustees Hotz Anderson Sherer Tweedy Schouten Noes: None Absent: None The City Attorney stated that in a certain suit filed in Depart ment 25 of the Superior Court entitled "E Ingram vs L C Anderson, et al '""" in which the plaintiff sought a permanent injunction restraining the Board of Trustees from financing and appealing the decision of the Su- perior Court in the matter of the decision on certain recall petitions, the decision had been that the Board had the right to appeal, but inas- much as the salary of the City Attorney had been set by Ordinance, that ° Resolution No 242 was void, and that a suggestion had been made by the Court that the contents of Resolution No 242 could be embodied in an Ordinance. A new Ordinance entitled "An Ordinance repealing Section 3 of Ordinance No 31, and amending said Ordinance No 31 by adding thereto a new Section to be known as 'Section 3'," was read for the,f first time, A motion by Trustee Tweedy that further action be on said contemplated __ _~ PJ Ordinance be continued to the next regular meeting, receiving no second, was lest. A motion by Trustee Sherer seconded by Trustee Hotz that said Ordinance be declared read for the first time and laid over for second reading, was carried by the following vote: Ayes: Trustees Hotz Anderson Sherer Schouten Noes: None Absent: None Declined to vote: Trustee Tweedy A new Ordinance entitled "An Ordinance of the City of Lynwood declaring that certain services to be performed by the City Attorney are extra and additional to his usual services, and fixing the extra compensation to be paid him therefor," was read for the first time. '~°' A motion by Trustee Sherer seconded by Trustee Anderson that said Or- dinance be declared read for the first time and laid over for second reading, was carried by the following vote: Ayes: Trustees Hotz Anderson Sherer Schouten Noes: ~'rustee Tweedy ,4,~ g Pnt, : None J C Reber addressed the Board stating that 80f of the people in the City were not in favor of appropriating money to appeal the decision of the Superior Court, that the same proportion was dis- satisfied with the membership of the Board, and asked that the mem- bers of the Board resign and that the people be given an opportun- ity to vote on said membership. New Bus Fire Commissioner Hotz spoke on conditions in the fire depart- ment, and stated that E F Baggott had offered the t~.se free use of his garage for the purpose of housing the fire engine, this offer to hold good during the vacancy of the garage. Trustee Sherers~ated that he considered the fire engine a. poor investment at this time. President Schouten spoke in favor of retaining fire engine, stating that a relinquishment of same would be a step backward. Fire Com- missioner Hotz estimated that it would require from X500 to X700 to ?purchase needed hose and other accessories. A motion was made and carried that the Chair appoint a committee to investigate and re- port on needed equipment, etc. The Chair appointed Trustees Hotz, ~..,, Sherer and Tweedy.as such committee. Police Commissioner Hotz spoke regarding the necessity of better facilities in the polite department for the detection of boot-leggers, and recommended that a Ford coupe be purchased. No action was taken.
