CALL TO ORDER: Pursuant to the agenda posted on September 14, 2006, Chairman O'Leary called the meeting of the Parks & Recreation Commission to order at 7:30 p.m. on Wednesday, September 20, 2006 2. ROLL CALL: PRESENT: Commissioners Chavez, Fish, Goad, O'Leary and Sternquist ALSO PRESENT: Director Burroughs, Park Coordinator Koski and Youth Coordinator Manzo - Pimental 3. PLEDGE OF ALLEGIANCE: Led by Chairman O'Leary " 4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: Roger Tafoya, 4919 Agnes, Temple City, Temple City Youth Football and Cheer requested consideration for reserved use of the Live Oak Park athletic fields on October 15 for homecoming games from 7 a.m.  7 p.m. Director Burroughs asked if the request is due to the non - availability of the TCHS fields. Mr. Tafoya said yes. Live Oak Park would be alternate site if no other site were secured. Commissioner Fish moved to add the request from Temple City Youth. Football and Cheer for reserved use of the athletic fields at Live Oak Park on October 15, 2006 from 7 a.m. to 7 p.m. to the agenda, seconded by Commissioner Sternquist. Chairman O'Leary called for a roll call vote. Commissioner Chavez yes Commissioner Fish yes Commissioner Goad yes Commissioner Sternquist yes Chairman O'Leary yes PARKS & RECREATION COMMISSION MINUTES Page 2 September 20, 2006 Mr. Tafoya stated the league is looking at other field options including Oak Avenue Intermediate School, Longden Elementary School and sites at other cities, preferring a stadium type location. If the Commission approves the request and another site is secured, the league would notify the City immediately. Commissioner Fish asked if the Live Oak Park athletic fields are available on October 15 and if the snack bar will be used. Director Burroughs stated TC AYSO has a permit for use of the fields on Sundays but is not using the snack bar on Sundays. Coordination by both leagues is necessary. Director Burroughs asked Mr. Tafoya if the _ Live Oak Park fields meet the requirements for a full size regulation field. Mr. Tafoya said yes and stated two fields may be needed in order to accommodate two games at the same time. Commissioner Fish asked if TCYF would need to stripe the fields . for regulation games and if that would interfere with AYSO's use. Mr. Tafoya said yes the fields would be striped. Director Burroughs stated if approved, staff would notify AYSO of the use by Temple City Youth Football on October 15. Commissioner Chavez moved to approve the request by Temple City Youth Football for reserved of the athletic fields at Live Oak Park on October 15, 2006 from 7 a.m. — 7 p.m., contingent on cooperation with Temple City AYSO, and TCYF to notify staff if an alternate site is secured, seconded by Commissioner Fish and unanimously approved. 5. CONSENT CALENDAR: Commissioner Chavez moved to approve the Consent Calendar, seconded by Commissioner Goad and unanimously approved. A. APPROVAL OF MINUTES — Regular Meeting of July 19, 2006 Commission approved the minutes of the regular meeting of July 19, 2006 B. MONTHLY ATTENDANCE /ACTIVITY REPORTS • • • PARKS & RECREATION COMMISSION MINUTES Page 3 September 20, 2006 Commission received the Attendance /Activity Reports for the months of July and August 2006 C. MONTHLY REPORT ON SHERIFF'S DEPARTMENT ACTIONS AT LIVE OAK PARK AND TEMPLE CITY PARK Commission received reports from the Parks & Recreation Department regarding Sheriffs Department actions at Live Oak Park and Temple City Park for the months of July and August 2006 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: A. REQUEST FROM MID - VALLEY ARTS LEAGUE, INC. FOR CONSIDERATION OF A FEE WAIVER FOR RESERVED USE OF LIVE OAK 1 AND THE KITCHEN AT THE LIVE OAK PARK COMMUNITY CENTER FOR THEIR MONTHLY ART DEMONSTRATIONS, SEPTEMBER 2006 THROUGH JUNE 2007 Director Burroughs presented the information as outlined in the staff report dated September 20, 2006. This request follows the end of a 3 -year period fee waiver from September 2003 — September 2006 for use at the Live Oak Park Community Center by the Mid - Valley Arts League. At this time the facility is not available for all requested dates (third Wednesday of each month) due to an increase in recreation class enrollment. Staff recommends approval of the fee waiver for the available dates only. Pat Hanft, 5822 Agnes Avenue, Temple City, Gallery Chairman, Mid - Valley Arts League, Inc. provided a brief background of the relationship between the arts league and the City. There are approximately 60 — 75 members that attend the monthly meetings. Ms. Hanft stated the group does provide a service to the community and would appreciate the Commission's consideration of the request. Director Burroughs suggested Mid - Valley Arts League look at other locations such as the Women's Club and agreed that the art league provides a service to the community. She added that class enrollment in the department programs have increased over the last 3 years which is now limiting available use. Ms. Hanft stated they would be willing to pay the rental fee and use of the kitchen would not be necessary. PARKS & RECREATION COMMISSION MINUTES Page 4 September 20, 2006 • Park Coordinator Koski reported on the use of LO1, LO2 and LO3 on Wednesday evenings. Director Burroughs said the Commission previously determined consideration would be given to City programs before outside users. Commissioner Goad asked if Mid - Valley reduced the number of tables normally used would they be able to use LO2 when LO1 is not available. Park Coordinator Koski stated yes. Ms. Hanft said Mid - Valley would alternate between rooms in order to remain at the Live Oak Park Community Center. Commissioner Fish asked if the occupancy parameters for LO2 is adequate for the use by Mid - Valley. Park Coordinator Koski said yes, with the elimination of extra tables. Commissioner Sternquist moved to approve waiver of the rental fee of $72 per meeting for the Mid - Valley Arts League, Inc. monthly meetings in lieu of "in- kind" donation of art until June 20, 2007 or until such time as the City or Mid - Valley Arts League, Inc. request a review of the waiver; use of LO1 or LO2 to be determined by park staff, seconded by Commissioner Chavez and unanimously approved. B. REQUEST FROM LA SALLE HIGH SCHOOL FOR RESERVED USE OF THE TENNIS COURTS AT LIVE OAK PARK Director Burroughs presented the information as outlined in the staff report dated September 20, 2006. Staff indicated that the tennis courts at Live Oak Park are not heavily used during the requested time period and would not impact the schedule of the Temple City Tennis Club. Staff recommends approval of the request. Tim Pawley, 1126 De Anza Place, Arcadia 91007, La Salle Tennis provided a brief background of the La Salle tennis program including use of different court locations. Mr. Pawley stated he is familiar with the Temple City area and considers Live Oak Park a user - friendly location and a place where team parents would feel welcome and more likely to support the teams. Mr. Pawley said the use of seven courts from 3 — 5:30 p.m. for match play would be ideal. Director Burroughs stated recreation tennis classes are held on the courts PARKS & RECREATION COMMISSION MINUTES Page 5 September 20, 2006 beginning at 6 p.m. Staff recommends approval for the girl's tennis team matches on a trial basis after which an application for additional use could be submitted. Director Burroughs stated La Salle High School has offered to pay a fee for use, however no fees are attached for use of the tennis courts. A donation in lieu of a rental fee was suggested. If the request is approved, a donation can be used to offset costs for the resurfacing of the tennis courts. Commissioner Sternquist said she supports receiving a donation for the use by the La Salle tennis teams and suggested reciprocal use with La Salle High School as well. Commissioner Chavez moved to approve the request from La Salle High School for reserved use of the tennis courts at Live Oak Park for JV and Varsity home tennis matches for the girl's tennis team, September 25 through October 13, 2006 from 3 — 5:30 p.m., pending receipt of a Certificate of Insurance and consideration of a donation to the City of Temple City based on the current approved tennis season, seconded by Chairman O'Leary and unanimously approved. • Director Burroughs stated that all park rules must be adhered to. C. DISCUSSION OF POSSIBLE USES OF THE HISTOCIAL SOCIETY MUSEUM BUILDING AT LIVE OAK PARK AND THE FRONT OFFICES AT THE LA ROSA YARD Director Burroughs presented the information as outlined in the staff report dated September 20, 2006. The facility currently being used by the Historical Society will be vacated in October. Staff has discussed a variety of options for the site including additional office space, classrooms, teen center, etc. The La Rosa Yard location is also in consideration for other use including a possible site for a teen center. Director Burroughs asked the Commission to discuss viable uses for both locations. Commissioner Fish asked if there are any specific needs staff would like to see for either site. Director Burroughs reviewed the suggested options for the building prior to use by the Historical Museum. Commissioner Chavez asked if the wading pool is being used noting the size of the "museum" building would eliminate the possibility of a teen center at that location. Koski stated the pool was "over used" this year. PARKS & RECREATION COMMISSION MINUTES Page 6 September 20, 2006 Director Burroughs stated the building could be renovated with a teen center design however, from a management standpoint it would be beneficial to have staff at the same site, which may also be something to consider. The pros and cons of such a move would need to be examined and would include adjusting the bus pass sales location, lunch coverage currently not available at City Hall during vacation and lunch times, etc. Director Burroughs stated a park bond is on the ballot and may provide additional funding to the project. Meeting areas, classrooms and a teen center would be possible if both sites were developed. She asked the Commission to look at the best use for the "museum" building. Commissioner Chavez suggested a combined office and meeting room building. Chairman O'Leary stated the "museum" building and La Rosa site could be refurbished to meet the needs. Commissioner Sternquist moved to recommend a renovation of the building currently used as the Historical Museum at Live Oak Park to a multi - purpose use building and to forward the recommendation to the City Council, seconded by Commissioner Chavez and unanimously approved. Director Burroughs asked the Commission for direction for the La Rosa location. Currently, Teen Zone is held at Oak Avenue Intermediate School but a permanent location is desired. Commissioner Chavez asked if local teens would use a teen center located at the La Rosa City yard. Director Burroughs stated the program would be for junior high school youth and transportation to the site could be part of the program. The Teen Zone program has not established an attendance record to make a determination on continued participation and suggested a committee be formed to investigate the potential need. She stated the La Rosa site does have adequate parking space as well as storage. Staffing the center would depend on enrolled attendance. Director Burroughs stated that Temple City youth could be transported to the location however with the close proximity to Rosemead the center may see a high participation from Rosemead youth. Youth Coordinator Manzo - Pimental stated junior high students have expressed to staff they would like a place to "hang out. " • PARKS & RECREATION COMMISSION MINUTES Page 7 September 20, 2006 Park Coordinator Koski stated in order to maintain proper supervision, use of the facility would need to be limited to a manageable area. Commissioner Fish moved to table the discussion on the La Rosa site to the October 18th Parks and Recreation Commission meeting and to invite interested stakeholders to the meeting, seconded by Commissioner Chavez and unanimously approved. D. COMMISSION ATTENDANCE AT THE CALIFORNIA AND PACIFIC SOUTHWEST RECREATION AND PARK TRAINING CONFERENCE Commissioners Fish and Sternquist stated they would like to attend the CPRS Conference March 8 — 10, 2007 in Sacramento. 8. COMMUNICATIONS: 9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None 10. MATTERS FROM CITY OFFICIALS: • A. PARKS AND RECREATION DIRECTOR'S REPORT The mandatory job walk for the Temple City Park restroom project has been completed and is estimated to be a sixty -day project. The Volunteer Luncheon was a success and well received. Staff is now busy planning upcoming fall events. Commissioner Chavez moved to receive and file the Director's Report, seconded by Commissioner Fish and unanimously approved. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA: A. COMMISSIONER FISH thanked Secretary Ingram for the wonderful concert series and staff for their efforts with the Taste of Temple City. She thanked Community Services Specialist McCune for the great food and great location choice for the volunteer luncheon. Commissioner Fish asked for an update on renovating the restrooms by the Live Oak Park snack bar. Director Burroughs stated the Commission will consider suggestions for future park improvement projects during the budget process. PARKS & RECREATION COMMISSION MINUTES Page 8 September 20, 2006 B. COMMISSIONER O'LEARY Park Coordinator Koski said the snack bar at Live Oak Park would be re- keyed. A sports adhoc meeting will be scheduled in October. 12. ADJOURNMENT: There being no further business, it was moved by Commissioner Goad and seconded by Chairman O'Leary that the meeting be adjourned to the next regular meeting of the Parks & Recreation Commission to be held on October 18, 2006 at 7:30 p.m. in the Council Chambers, 5938 North Kauffman Avenue, Temple City.
