The Board of Trustees of the City of Lynwood met in regular ses-
sion at the City Hall 205 West Mulford Ave ?Nednesday Sept 2 1925 at
7 :30 Am.
Present: Trustees Hutchinson Tweedy Gordy Reed Downey
Absent: None
President Downey in the Chair. City Attorney, City Engineer and
Clerk present. f
The minutes of the meetings of August 26 and 27 were read and ap-
proved as read. '

granted. .
Oral Com: Mr Pottinger, representing an organization interested in the con-
servation of water to supply the artesian district in which Lynwood is
located, addressed the Board on this subject, stating that the City of
Pasadena was instituting a project whereby the water supply of this dis-
trict was threatened. He further stated that the organization of which hey
is a member bur??osed to start legal proceedings to protect the water
rights of this district and asked co-operation by the City of Lynwood
through the Board of 'T'rustees. The Tresident. stated that he could rely
upon said co-operation. On motion made and carried this matter was refer-
red to the '.'rater commissioner.
Adr ~gcIllrath, representing the California Wilite Co, spoke regarding
the proposed opening and widening of Sessions St to Norton Ave, and asked
that in the event that this was accomplished through the efforts of his
Company would said company be allowed to improve this Street with their
product. The President referred this matter to the Street Commissioner.
Sal Coms: The Fire Commissioner reported that he had uurchased 250' 2i" fire
hose as per authorization.
The Safety Commissioner reported gnat no meeting of the Weed Com-
mittee had been held yet. The President asked that a meeting be held,and
report made at next meeting of Board.
The police Commissioner reported that traffic signs had been re-
ad justed as requested. ...,,
Re Comrs: 7'he Street Commissioner reported that the improvement of the inter-
section of Fernwood Ave and the S P Ry was one-half completed, that the
same would be fully completed in one more day, and that the intersection
would be open for traffic in 15 days. .
?1nf Bus: On motion the hearing on Resolution of Intention No 245 was con-
. timued to the next regular meeting.
~- new Ordinance entitled "An Ordinance of the Board of Trustees of
the City of Lynwood, California, fixing the amount of money necessary to
be raised by taxation upon the taxable property therein as a revenue to
carry on the various departments of said City of Lynwood during; the cur-
rent year 1925-26, and fixing the rate of taxation necessary to raise
said amount," was read for the second time. On motionmmade and carried
said Ordinance was declared read for tree second time and taken up for
third. reading. Thereupon said Ordinance was read for the third time.
A motion was made and carried that said Ordinance be declared read for
the third and last time and ulaced upon final passage, wheretznon said
Ordinance being Ordinance Tdo 4:1 was passed by the following vote:

A Resolution entitled "A Resolution of the Board of Trustees of
the City of Lynwood, ,Cal., fixing the rate of taxation for said City of
Lynwood for the current year 1.925-26," was read. On motion bar Trustee
Gordy seconded by 'T'rustee Hutchinson said Resol.~:tion being Resolution P1o ""'

total frontage on said proposed work. I have been unable to check on the
legality of the signatures or to verify ownerships of all the signers of

John R S"dent. A motion by Trustee Gordy seconded bZT Trustee Hutchinson that
report be received, was carried.
Trustee Reed made the following motion "I move that the protest be
over-ruled on the grounds that misrepresehtation on the part of the cir-
culators of said protest petitions and that names appear thereon without
authority from legal owners." Said motion upon being seconded by Trustee
Hutchinson was carried by the following vote:

A Resolution over-ruling protest on the work or improvement, or dist-
rict to be assessed, or both, under Resolution of Intention No 265, was
offered~by Trustee Gordy.' On motion by Trustee Gordy seconded by Trustee

A new Ordinance entitled "An Ordinance :regulating and. relating to the
construction, .erection, maintenance and use of poster boards and advertis-
ing sign~•boards located on private property in the City of Lynwood, County
of Los Angeles , Sate of California , and regulating the ere ction, cson~~ru-
ction and maintenance of banners, poster boards, signs, sign boards, bulle-
tins and similar devices over and upon private property and public thorough
fares, and regulating the occupation of maintaining poster boards and out-
• door advertising, providing penalties for the violation of same and repeal-
ing all Ordinances or parts thereof in conflict therewith," was read for
the first time. Om motion made and carried said Ordinance was declared read
for the first time and laid over for seconfl reading.
