Present: Trustees Hutchinson Tweedy Gord~r Reed Downey Absent : tdone President Downey in the Chair. City Engineer, City Attorney and Clerk present. `T'he minutes of the meeting of Sept 2 1925 were read and approved as read. ^` T~lri:'t Coms An offer by Martha Nelle May and 0 PR Thompson owners of lots 1-2-~ 'and 4 also lot 9 in block 12 Belle-Vernon Acres to convey to the City of Lynwood, at no expense to said City, portions of said lots necessary for the extension:~of Golden Ave from Euclid Ave to the south boundary line of -the City, was read and referred to the Citv Attorney with instructions to draw deed covering said offer. ~..____ A communication cvas read from A K ",Varren regarding the constructic of local sewer systems, asking that his office be advised when bids were called for covering this work. The President stated that he and the City ~ Engineer were working on this matter in con,j;znct~.on with the Chief Engr of ...the County Sanitation Districts. The City ~'rzgineer was instructed to com- T'p1y with above request. Spl Coms The Health Commissioner reported that he had been unable to find time to call a meeting of the ':~'leed Committee, and stated that the weeds were too big and tough to be cut successfully. The President asked that some action be taken by said Committee. Rapt Coms `T'he Street Commissioner reported that nothing had been done in the aymatter of the opening and extending of Sessions Street. Also that the ~~'crossing at the Intersection of Fernwood Eivenue and the SP Ry had been im- proved with 8" concrete and was oven to traffic. The Fire and Police Commissioner reported that the fire hose he.:'• hed ordered as authorized had not been delivered and that if same was not .-~del'ivered at once that he would countermand the order and place it wMb~e immediate delivery could be made. Chas E Drinkwater, Chairman of the Lighting Committee, reported that the City Engineer had promised that certain data deeded by the said Committee would be a~ailstble in a few days, and that a report would doubt• less be made at the next meeting of the Board. A new Ordinance entitled "An Ordinance regulating and relating to the construction, erection, maintenance and use of Poster Boards and ad- vertising sign Boards located on private property in the City of L~~nwood, County of Los Angeles, State of California, and regulating the erection, construction and maintenance of banners, poster boards, signs, sign boardf bulletins and similar devices over and upon privatre property and public thorou~rhdares, and regulating the occupation of maintaining poster boards and outdoor advertising, providing penalties for the violation of same anc repealing all ordinances or parts thereof in conflict therewith," was rear for t}~.e second time. On motion made and carried said Ordinance was declare read for the second time and laid over for third reading and final passage This being the time and place set for the receiving of sealed bids or proposals for doing tha work or improve:~ent as contemplated by Resolu- tion of Intention Ito 265 the Clerk reported that certain bids were on file The President stated that owing to a Restraining Order having been is stied out of the Superior Court in this matter he would ask the advice of the City Attorney. The Cit~r t~tt,orney advised that the bids be opened and pub- licly declareld. A mo#,ion b y Trustee Hutchinson seconded by Trustee Gordy ,..-. that the Clerk open, examine and publicly declare all bids on file for this work, was carried by the following vote: Ayes: Trustees Hutchinson Gordy Reed Downey ` Noes: Trustee Tweedy Trustee Tweedy bef ore voting an the above matter protested against the opening o~ said bids. The Citv Attorney recommended that on account of an action having been started in the ~u~erior Co~irt relative to further action in this matter that nothing more be done, and that the bids be laid over to the next meeting of the Board. A motion by Trustee Gordy seconded by `T'rustee 8~ ..~. :~. ...~ Reed that the bids for doing the work or improvement. as contemr~lated .~ by Resolution of Zntention No 265 be laid over without action.tabon same until the next, meeting of the Board. was carried by the follow- ing vote: Ayes: Trustees Hutchinson Tweedy Gordy Reed Downey P1oes : T1one Absent : T3one This being the time and place set where interested persons might appear and show cause why bonds shot~zd not be issued to cover the unpaid assessments for the work or improvement done under Resolution of Inten~-'. tion No 229, the City Engineer reported that the assi~xnees of the con- .. ~ tractor had failed to file a final report of unx~aid assessments and stated that no action could be taken until said report was filed. On -- motion made and carried said hearing was continued to 'Phursday Sept 17 1925, at 7:30 nm. New Bus The City ~gineer reported that he taken the matter of the open- ing of Santa Fe Avenue. through the City of Lynwood up with Mr Hugh Pome- roy Chairman of the County Planning Commission, and would submit a map to said Commission showing the desire of the City in this matter.
