President Downey not being present the meeting was called to order by the Clerk. On motion made and carried Trustee Reed was appointed President pro tem. Present: Trustees Hutchinson Tweedy Gordy Reed Absent : Trustee Downey City', Engineer City Attorney and Clerk present. The minutes of the meeting of Sept 30 were read and approved as read. V~rit Coms A communication was read from E P Osgood asking that the City pay X7.50 escrow charges incurred by the trahsfer of the westerly 40 ft of lot 691 tract 2992 to the City. A motion by Trustee Tweedy seconded by Trustee Hutchinson that said bill be allowed, was carried by the follow- ing vote: Ayes: Trustees Hutchinson Tweedy Gordy Reed Noes: None Absent: Trustee Downey A communication was received from the City of Pasadena explaining their position in the matter of the development of San Gabriel river orate for City purposes. The same was ordered filed. A communication was read from the So Facific Ry Co regarding the installation of a plank crossing at the intersection with Fernwood Ave. The same was filed with instructions to the Clerk to reply. A communication regarding the proposition of installing a drainage system along the proposed extension of Santa Fe Avenue Prom Vernon to the Los Angeles Fiver east of Dominguez Junction, was read. The President pro tom explained the object of same. This matter was referred to the City Engineer with instructions to report on same at the next meeting of the Board . Spl Coms I F Cogswell, reporting for the Lighting Committee submitted a re- port showing comparative costs of an Overhead Lighting System and Orna- mental Lighting System, and made the following recommendation: "In view of the foregoing comparison which discloses a considerable difference in costs, as between the Ornamental and Suspension types, and due to .the fact that a Suspension System can be changed to an ornamental system at the sand of any two year contract period, ire, this Lighting Committee, re- spectfully recommend to the Cit~r Board of Trustees that the entire matter ,of choice be afforded the people at a Special Election to be called by the Board of thrn`e~~Feferendum at the next General Election, April, 1926. Otherwise, we recommend the Board proceed along the lines of otu^ recom- mendations embodied in our report as of ~~arch, 4, 1925, and incorporated in the minutes of the Board at their regular meeting held on that date.' A motion was made and carried that said report be received and referred to the Ci;;~~,,~~,,~ngineer for checking. Report on cheekin~ to be made at the next~''m' e'~~'ing". Trustee Hutchinson stated that there was considerable opposition to the establishment of an Ornamental Lighting system in the City, and expressed himself as not being in favor adding the expense necessary in installing an Ornamental Lighting System upon the property owners of the City at this time. He also stated that he was in favor of installing a lighting system ©~Ye~~the~unl'ighted pbrt8n cif the'City similar to the one already installed in t~od~eska Park. l~s Gray and Mr Cogswell, members of the Lighting Committee, stat- ed; that as said Committee had made their final report, it was their de- sire that said Committee be dismissed. The President pro tom asked that the Committee stand until the next meeting of the Board. The members of the Lighting Committee present expressed themselves as agreeable to this. The City F,ngineer stated that the had taken the matter of the in- stallation of wig-wags at Mod~eska Ave and Bull is Road up with the P E but had not received a satisfactory reply. And that he would take the matter up further with said Company. H E 2eiser asked that boys be prohibited from operating push cars on the sidewalks in the business section. 1'he Police Commissioner said that he would attend to the matter. The City Engineer stated that he had interviewed the County Plan- ning Commission regarding the extension of Santa Fe Ave throu~*,h the City, and submitted a map showing the proposed route. Said proposed route not meeting the approval of the Board, the City Engineer asked to be atL.th- orized to submit wishes of the Board to the Planning Commission. A motion Q Unf New was made acid carried that the City Eh{~inesr be instructed to write the County Planning Commission expressing the wishes of the Board in this matter, and report at the next meeting. Bus The hearing of protests on the work or impravement as contemplated by Resolution of Intention No 245 having been continued to this date, a motion was made and carried. thAt said'h~earing be continued to next meet- ing of the Board Oct 14 1925. Bus Trustee Hutchinson stated that protests had been made to him re- garding the demolition of the seats in the parkings near Mod~eska Station, said protestants asking that seats be installed at the Station. The Pres pro tem appointed Trustee Hutchinson as s committee to investigate and report on this matter. ' Trustee Tweedy spoke regarding garbage coilacton~`stating that certain parties had asked to be allowed to establish a garbage collec- tion route in the City. A motion was made and carried that Health com- missioner Tweedy be authorized to act in this matter. A Resolution entitled "~~ Resolution of the Board of Trustees of the City of Lynwood, Cal ifarnia, transferring the sum of Fifteen Hun- dred 01500.00) Dollars from the Water Fund to the General Fund," was read. On motion by Trustee Hutchinson seconded by Trustee Tweedy said Resolution being Resolution No 272, was adopted by the following vote: Ayes: `t'rustees Hutchinson Tweedy Gordy Reed Noes: None Absent: Trustee Downey The monthly reports of the YVater and City Clerks were read.
