Hodad,
I received a tip that said "the folks at 1207 Fifth Avenue are building stone walls in the street
easement on the Sixth Street side."
I posted a Stop Work on the front of the house (Fifth Avenue). Attached are photos of the Sixth
Avenue side. I saw plastic with stones holding it in place in the right -of -way. I did not see stone walls.
It may be that they are going to lay mulch on top of the plastic like their drive of the Fifth Avenue
side. This would be contrary to our permeability requirements for driveways [Section(C) (5)].
There is an open permit (10 -0432) at the site for roof, fascia, siding, decking, windows, doors, misc.
The driveway work is not being done under that permit. Tony Petrea is the contractor so I am
copying him on this email so he'll know why the Stop Work is posted.
Hodad, please keep an eye on this. Hopefully the homeowner will contact me soon.

COMMENTS:
I apologize that I did not get a permit prior to beginning this work, but I did
not realize that I would need a permit in order to use the landscape cloth and
mulch.
There is no intention to change the functional use of the space at the back.
My goal is simply to clean the back up and get it looking better. Since the
dumpster that was there killed the grass and I am allergic to grass so have
gradually been eliminating it from my property.
Eventually I hope to make it look more like a nicely landscaped area.
However, I always prefer to start with the cloth and the mulch as that helps
to kill off any weeds. Then later, when I go back and cut openings for any
plant materials, there is less chance of weeds coming back up from below.
The project is definitely not going to prevent drainage as the landscape cloth
is permeable — there is no way that I would do anything to hinder the growth
of that wonderful Lincoln rose that blooms so well!
I look forward to hearing what I can do as I would like to get this area
looking good again after so much time of being an eye sore over the last
year!
