The review of the above mentioned appraisal was conducted to the standard sighted in the Idaho Department of Parks and Recreation Bureau of Land and Water Conservation Fund appraisal guidelines dated April 6, 1988. Within those appraisal guidelines the first requirement on page 2 states the appraisal specifications must conform to the uniform appraisal standards for Federal land acquisition. The appraisal report appears to meet all standards with the exception of two items: 1) the Mineral Rights were not addressed in regards to the subject property, and 2) the photographs in the report do not indicate the date and whom had taken them. The appraisal depicted an extensive amount of research, comparable data, and working knowledge of the McCall area. Overall, the report shows a very professional analysis and a well organized appraisal report. Gary E. Meisner, Sincerely, William D. This memorandum is preparatory to discussions with other prospective purchasers . This property does not lie within the Urban Renewal boundary and it is not likely that the Agency can acquire the parcel . The City therefore must be a member of the purchase syndicate. Based on the 1986 appraisal of the property (the presumed source of the $1 . 3 million value by Mr.Kalman) , this parcel was valued at $57 ,071 . Using that estimate of value, I recommend that the City of McCall offer, as part of the syndication effort, a cash payment from the Park Bond fund of $37 ,071 and that the Urban Renewal agency be assessed the $20,000 balance for staffing and support services . For this cash payment, the city would assume clear title to the parcel . My office staffs the agency and the city attorney provides various support services . The net effect of this approach is that the Agency will incorporate this assessment into the Urban Renewal Bond amount for financing. That process will benefit the city in that the direct cost for the parcel is lower, the bond funds are conserved, and the agency will not be acquiring a parcel outside of its boundaries . This .parcel has, subsequent to 1986 , been appraised at higher values and is likely to be of higher value in the current appraisal . For the current purpose of formulating a "package" to present to Mr. Kalman, your approval of this approach is requested and recommended.
