CALL TO ORDER

The Council Work Session of April 21, 2003, was convened at 5:45 p.m. by Mayor Tom
Rackers, resumed during agenda for the second meeting by Mayor -Elect John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Angle, Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent,
Vogel, and Weber
Absent: None
DISCUSSION OF AGENDA ITEMS
The following categories had items brought up for discussion:
Bills Introduced:
2002 -156: Mayor Rackers stated that Bill 2002 -156 was on the agenda in error since it had
been enacted at the April 7 meeting.
2002 -162 & 163: Councilman Dan Klindt stated he will be abstaining on Bills 2002 -162 and
2002 -163. Councilman Richard Groner stated he will abstain on 2002 -163.
Resolutions:
RS2002 -29: Councilman Clyde Angle stated he will not be bringing this up for a vote since
staff at the Police Department have not had time yet to answer all his questions.
Mayor -Elect John Landwehr assumed the chair at this time to address items on the
second meeting agenda
Selection of Planning &Zoning Representative and Alternate — Councilman David E. Smith
stated that he plans to nominate Councilman Dan Klindt as Chairman. Councilman Cliff
Olsen stated he plans to nominate Councilman David E. Smith as Alternate.
Bills Introduced:

2003 -8 — It was suggested that Council may wish to suspend the rules and enact this
ordinance to allow the Interim City Counselor to begin work as soon as City Counselor Allen
Garner leaves on May 9.
Resolutions — Community Development Director Pat Sullivan explained the resolutions.
City Clerk Phyllis Powell distributed a corrected Resolution RS2003 -1 and stated that this
version correctly indicated adoption of the 2002 National Electrical Code instead of the
2000 Building Code, which the incorrect version indicated. Also, the Resolution Summary
had a typo which will be corrected the reference to the "1996 BOCA Building Code." It
should refer instead to the 1993 version of the BOCA Building Code. Mayor -Elect Landwehr
suggested the Council could adopt all seven resolutions (RS2003 -1 through RS2003 -7) all
at once to save time.
There were no official actions taken as this was a Work Session only.
The Work Session ended at 5:57 P.M.
