SITE PLAN REVIEW COMMITTEE
August 1,2018 - Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room
at the Orleans Town Hall. Departments Present: George Meservey(Planning); Bob Canning(Health);
Greg Baker(Fire);Tom Evers(Building);John Jannell(Conservation)and Todd Bunzick(Water).
Absent: Frank Nichols(DPW)
INFORMAL REVIEW: Tien Phan, 401 Route 28(Unit 1)
Tien Phan and Bill MacKenzie presented an application for a change of use from office to a Nail Salon at
commercial space located at 401 Route 28(Unit 1). MacKenzie stated that the space has been upgraded
with plumbing and equipment, provided by management and the applicant.
Comments:
Fire: A monitored fire alarm system must be maintained in the building and lock box
access must be provided.
Building: This is an allowed use in the Rural Business Zone. No Special Permit from the
Zoning Board of Appeals is required. Three parking spaces are required for this
use and there are multiple parking spaces available on-site. All signage for this
business must be reviewed and approved by the Architectural Review Committee
All exterior lighting must conform to the Orleans Lighting bylaw §122(shielded
and pointed downward)and manufacturer tear sheets must be provided for town
review and must be shown on the plan. . Handicapped accessibility must be
provided. This is an existing space,but a building permit must be obtained for
any interior work. Controlled construction may be required. Fire extinguisher
and exit signs are required.
Water: A cross connection survey is required before opening.
Health: The septic system is subject to the Nutrient Management Regulations. If the flow
is the same,the septic will not need an inspection.
Conservation: There are no comments from the Conservation Department.
MOTION: On a motion by Greg Baker,seconded by Tom Even,the Committee voted to accept the Site
Plan application for Tien Phan,for property located at 401 Route 28(Unit 1)based on a copy of the Site
Plan prepared for Christy P.Mihos,by Ryder&Wilcox, scale 1"=30',dated June 29,2004.
VOTE: 6-0-0 The motion passed unanimously.

INFORMAL REVIEW: Wilkinson Ecological Design,28 Lots Hollow Road
Jon Ostman and David Lyttle(Ryder&Wilcox)presented a Site Plan application for the construction of
a 2,693 square foot warehouse/mobilization building west of existing buildings on a presently developed/
paved location. The site plan approved two years ago has expired. The sand hill in the rear is due to be
revegetated.
Comments:
Fire: No sprinklers are required,but fire alarms would be recommended.
Building: Applicant needs to submit a plan and timeline on soil removal.
Water: A cross connection survey needs to be performed and results submitted to the
Water Department.
Health: Applicant will need to obtain a Disposal Works Permit. The septic permit
expires in February 2019. The greenhouses must be shown on the same plan
with other buildings. No floor drains allowed in storage area.
Conservation: There are no Conservation Department comments.
MOTION: On a motion by Todd Bunzick, seconded by Tom Even,the Committee voted to accept the
Site Plan prepared for Wilkinson Ecological Design by ConSery Group,Inc.,dated December 30,2015.
VOTE: 6-0-0 The motion passed unanimously.
APPROVAL OF MINUTES: June 6, 2018
MOTION: On a motion by Greg Baker, seconded by Robert Canning,the Committee voted to
approve the minutes of June 6,2018.
VOTE: 5-0-1 The motion passed by a majority. (Todd Bunzick abstained)
