REGULAR MEETING
June 10, 2014
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah.
Mayor David L. Sakrison called the Pre -Council Workshop to order at
6:30 PM. In attendance were Councilmembers Heila Ershadi, Gregg
Stucki and Kirstin Peterson. Also in attendance were City Manager
Donna Metzler, City Recorder/Assistant City Manager Rachel Stenta, City
Treasurer Jennie Ross, Planning Director Jeff Reinhart, Community
Development Director David Olsen, City Engineer Rebecca Andrus,
Police Chief Mike Navarre and Public Works Director Jeff Foster.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Seven (7) members of the audience
and media were present.
Councilmember Stucki moved to approve the Regular Meeting Minutes
of May 27, 2014. Councilmember Ershadi seconded the motion. The
motion carried 3-0 aye.
Under Citizens to Be Heard, J.R. Oakes of B. Jackson Construction spoke
on behalf of the Questar Project and stated that the project was 75%
finished and he thanked the City and City Crews for all of their help on
the project.
A Community Development Department Update was not given.
Under Engineering Department Update, City Engineer Andrus stated
that she was working on a transition plan and including other staff for
overlap. City Engineer Andrus stated that she had met with Grand
County regarding the Bicycle Advisory Committee and would meet with
USGS regarding the proposed water study.
A Planning Department Update was not given.
A Police Department Update was not given.
Under Public Works Department Update, Public Works Director Foster
stated that enhancements had been made to the pedestrian signals on
Main Street including new signage, cameras and stop bars.

Mayor Sakrison proclaimed June 30 to July 6, 2014 as Independent's
Week in Moab.
Mayor Sakrison opened a public hearing on Proposed Ordinance #2014-
05 — An Ordinance Amending the City of Moab Classified Hourly Pay Rate
Schedule and Exempt and Elected Officials' Salaries at 7:11 PM.
No public comment was given.
Mayor Sakrison closed the public hearing at 7:16 PM.
Councilmember Peterson moved to approve Proposed Resolution #23-
2014 — A Resolution Adopting the Fiscal Year 2014-2015 Annual Budget.
Councilmember Stucki seconded the motion. The motion carried 3-0 aye
by a roll -call -vote.
Councilmember Ershadi moved to approve Proposed Resolution #27-
2014 — A Resolution of the Governing Body Declaring Certain City
Property as Surplus. Councilmember Peterson seconded the motion.
The motion carried 3-0 aye.
Councilmember Stucki moved to Send Proposed Resolution #25-2014 — A
Resolution Amending the Fiscal Year 2013-2014 Annual Budget to Public
Hearing. Councilmember Ershadi seconded the motion. The motion
carried 3-0 aye.
Councilmember Peterson moved to approve Proposed Resolution #28-
2014 — A Resolution Adopting Changes in the City of Moab Sewer Rate
Structure. Councilmember Ershadi seconded the motion. The motion
carried 3-0 aye.
Councilmember Ershadi moved to approve Proposed Resolution #29-
2014 — A Resolution Amending the City of Moab Health Reimbursement
Account (HRA) Plan. Councilmember Peterson seconded the motion.
The motion carried 3-0 aye.
Councilmember Ershadi moved to approve Proposed Resolution # 26-
2014 — A Resolution Approving a Petition for a Boundary Line
Adjustment to Lots 5, 6, and 7 of the Bowen Subdivision.
Councilmember Stucki seconded the motion. The motion carried 3-0
aye.
Under Mayor and Council Reports, Mayor Sakrison stated that he had
been appointed to the State Drinking Water Board and that he attended

the Governor's Rural Partnership Board Meeting and that the
Governor's Office of Economic Development was looking at funding the
water study and that Spencer Eccles was resigning from the Governor's
Office.
Councilmember Ershadi stated that she had received a stack of letters
from citizens on community concerns that are awaiting action.
Councilmember Peterson stated that she had attended the Transit Hub
opening and accepted a plaque from the State on behalf of the City and
that it had been a very good ceremony.
Councilmember Sakrison stated that he had attended the unveiling of
the Arches National Park Quarter and that the Lieutenant Governor and
the Deputy Treasurer had also attended. Mayor Sakrison stated that
over $20,000 of quarters were sold at the unveiling.
Councilmember Ershadi stated that there is a land workshop at the
Grand County Courthouse every Tuesday for those interested in
attending.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Metzler stated that staff had
been working on the year-end budget closing and had been monitoring
the budget closely. City Manager Metzler also stated that staff were
working on transition plans for the Recreation Coordinator and the City
Engineer. City Manager Metzler stated that Engineering candidates
would be interviewed the next week and Recreation candidates the
following week.
A Report on City/County Cooperation was not given.
Councilmember Ershadi moved to pay the bills against the City of Moab
in the amount of $338,746.54. Councilmember Stucki seconded the
motion. The motion carried 5-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the Regular Council Meeting at 7:25 PM.
