Special Meeting - JANUARY 27, 1995
The special meeting of the Bal Harbour Village Council was
held on Friday, January 27, 1995, in the Council Chamber at Bal
Harbour Village Hall. The meeting was called to order by Mayor
Spiegel at 4:04 p.m. The roll was called and those present were:

Assistant Mayor Matthew B. Blank
Councilman James E. Boggess
Also present: Edward A. Gross, Village Manager

As a quorum was determined to be present, the meeting
commenced.
2. A Contract to Build Beachsaver Reef; Engineering
Design/Permitting Phase - Bal Harbour Beachsaver Reef
Pro.iect, Breakwaters International, Inc.:
Mr. Gross proceeded to show the Council a new video on the
Beachsaver System. After the video he explained the initial
contract, for studies and placing 1200 feet of the reef, is
approximately $750,000. He further continued to explain the
Village is to be in the second phase of beach renourishment. Bids
will go out in the month of October, and hopefully the
renourishment will began in December. If the Army Corp. of
Engineers does not have the same problem with Key Biscayne as with
Golden Beach.
Assistant Mayor Blank questioned which comes first, the
renourishment, or placement of the reef. Mr. Gross replied the
placement of the reef now will help keep the beach from losing any
more sand.
Mr. Gross then proceeded to display a model of the reef. He
explained the Breakwater's interlocking modules would be submerged
about six feet and places several hundred feet offshore. Each
module is 10 feet across and the weight is 21 tons. The system
would act as a buffer, slowing down waves and keeping some sand
from being swept out to sea. He continued to explain this system
has been successful in three locations in New Jersey - Avalon, Cape
May Point and the junction of Spring Lake and Belmar. He stated he
personally has visited the site at Avalon. He continued to explain
there will be a seminar February 1st in Palm Beach sponsored by the
Stevens Institute, which he will be attending. At this time, Mr.
Gross displayed a model of the reef for the Council to view. Mr.
Gross stated at this time he is requesting Council to approve the
LOV
contract and authorization to expend $54,000 for Phase 1 and 2. He
further explained if the State requires a computer model to study
the best location for the reef, there will be an additional cost of
$28,000.
Discussion followed as to what entails Phase 1 and 2 scope of work,
which is as follows:

3. Topographic, Bathymetric and Legal Surveys
4. Sediment Analysis
5. Environmental Field Survey
6. Evaluation of.Coastal System and Preliminary Engineering
Design ..

7. Review and Approval of Final Design by Village
8. Determination of a Construction Schedule
9. Set -Up of Monitoring Program
10. Preparation of Site Plan Maps and Specifications
11. Preparation of Permit Application Packages and Public
Notices
12. Submission, Tracking of Permit Approvals and Two Follow -
Up Meetings with Permitting Agencies
Councilman Boggess questioned if there is other companies who build
a similar reef. Mr. Gross replied there are two other firms doing
this type of work. Both of the firms have reefs in the State, one
in Palm Beach and two on the West Coast. The Beachsaver Reef is a
patented design. He continued to explain the reef in Palm Beach
has not been successful because of the way it was constructed and
the location where it was placed.
Assistant Mayor Blank questioned how the funding of this project in
New Jersey was handled. Mr. Gross replied the State paid for the
majority of the project. He then proceeded to explain he has
applied for two State grants, which would help defray the cost of
this project for the Village.
Discussion followed on the wording of the contract. Should the
contract read for the installation/purchase and construction of a
Beachsaver Reef. Mr. Weiss explained the contract would be
cancelable after any phase. It was the consensus of the Council
that Mr. Weiss work with the company to come up with a contract.
A motion was offered by Councilman Boggess and seconded by
Assistant Mayor Blank to approve the expenditure of $54,000.00 for
this project. The motion carried with the vote as follows: Mayor

Councilman Hirschl absent; Councilman Taplin Absent.
3. Other Business: Councilman Boggess reported the Directors of
the Bal Harbour Club held a meeting last night. He further
explained they are leaning toward the proposal for two Condominium
Towers. In his opinion the Council could be heading for a lot of
trouble. Since they have not declared themselves on the matter of
re -zoning this property.
Mr. Gross explained that when the Council reads the planners report
it states that area is now zoned as a club. Therefore, it will be
up to the Council on what they wish this property to be zoned. He
further stated the planner's report will be on next month's agenda
for discussion.
4. Adjourn: There being no further business to come before the
Council, a motion was offered by Councilman Boggess and seconded by
Assistant Mayor Blank to adjourn. The motion carried 'unanimously,
with Councilman Hirschl and Councilman Taplin absent, and the
meeting adjourned at 5:20 p.m.
