THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF FRASER, COLORADO THAT: 1. The Town Board of Fraser, Colorado hereby authorizes the Town Manager to execute a Public Works IGA with Grand County, CO in the amount of$349,085 along with a contingency of$35,915 for the road resurfacing of CR 8, the intersection of Eisenhower Drive and US 40, and County Road 72. ACTION REQUESTED: Approval of Resolution 2020-05-02 authorizing expenditures for asphalt projects on CR8, Eisenhower, and CR72 and authorizing the Mayor to enter into an intergovernmental agreement with Grand County. BACKGROUND: The 2020 Capital Asset Fund includes pavement and concrete maintenance. This year, it was planned to combine the Town of Fraser’s Roadway Resurfacing Projects with Grand County’s Roadway Resurfacing Projects to increase the project scope to entice more companies to submit bids in hopes to get more competitive pricing. This year, the capital plan is to reconstruct County Road 8 (US 40 to Wapiti Drive), the intersection of Eisenhower and US 40, and County Road 72 (US 40 to Johns Drive). In these three roadway segments, the asphalt has deteriorated, and the pavement has failed. Since the pavement is at failure, the plan is to completely rebuild these sections of pavement. The Town of Fraser hired a local consulting firm to survey and design the Fraser’s portion of the asphalt projects. The project was recently put out to bid and two bids were received. A Bid Opening was held on April 27, 2020. Two bids were received (United Companies and Elam Construction). The low bidder was United Companies who also received Grand County’s 2019 Roadway Surfacing Project. The bid for the Town of Fraser’s portion of the project is listed below. United’s bid came in approximately 30% below the Engineer’s Estimate. United’s unit price for asphalt mix was also lower than what Grand County paid in 2019. Project Schedule Notice to Proceed May 26, 2020 Estimated Project Completion August, 2020 Given the current economic conditions, Staff has assessed all the 2020 Capital Projects and have ranked them in order of importance. Staff is currently planning to only proceed with the projects that were deemed a necessity to continue with this year. The goal is to be as fiscally responsible as we can be while we are monitoring the economic conditions and impacts to the Town. CR 8, the intersection of Eisenhower and US 40, and CR 72 are in desperate need of repair. In fact, the asphalt on these road sections has completely failed and is becoming a danger to the public. The only method to rehabilitate these sections of roads is to reconstruct. The construction numbers that were received in the bids were extremely good in Staff’s experience. The low bid is approximately 30% below the Engineer’s Construction Estimate. Staff has also reached out to other local contractors regarding the prices and the researched has confirmed Staff’s opinion. Staff is recommending that the Town take advantage of these extremely good numbers. RECOMMENDATION: Staff recommends award of contract to United Companies and enter in an IGA with Grand County accordingly. United Companies has been doing this type of work since 1989 and completed a large asphalt project for Grand County in 2019. Staff has reviewed the bid and found the bid to be very competitive and this work is critical given the current condition of the asphalt on these roads.
