THIS INTER -LOCAL AGREEMENT ("Agreement") is made and entered into to
be effective as of January 1, 2016 by and between Richmond, Indiana, a municipal
corporation acting through its Board of Sanitary Commissioners and Storm Water
Management Board (hereinafter referred to as "City"), and Wayne County Soil and
Water Conservation District ("Wayne District"), the Union County Soil and Water
Conservation District ("Union District"), and the WUR Solid Waste Management
("WUR").
WHEREAS, City, Wayne District, Union District, and WUR wish to jointly
utilize services of a Conservation Education Intern (the "Intern") to assist and supplement
the services that are provided by the Education Coordinator for certain services within the
scope of Contract No. 146-2005 heretofore entered into by the parties to this Agreement;

WHEREAS, the parties desire to evidence their roles in financing the costs of the
Intern, and do so by their execution of this Agreement.
NOW, THEREFORE, in consideration of the mutual promises and covenants
herein contained, including the above stated recitals, City, Wayne District, Union
District, and WUR hereby agree as follows:
I. The Conservation Education Intern shall be paid at an hourly rate of from
$9.00 to $10.00 with expected hours of work not to exceed twenty (20)
hours per week during the academic year and not to exceed forty (40)
hours per week during the summer months and the yearly average hours
per week not to exceed twenty (20) hours per week.
2. It is expected that the internship position will qualify under the EARN
Indiana program for a fifty percent (50%) reimbursement of all qualified
expenses.

3. The internship shall be initially funded by Wayne County Government
("County") with total expenses to be billed by County to, and divided
among, the program participants as follows:
A. Wayne District
B. WUR
C. City
D. Union District
Thirty percent (30%)
Thirty percent (30%)
Thirty percent (30%)
Ten percent (10%)
4. It is expected that County shall act as the sponsoring entity with respect to
the EARN Indiana funding application for the internship position. Upon
County's receipt of the EARN Indiana reimbursement funds, said funds
shall be remitted to the four entities listed above in paragraph #3 in
accordance with the therein listed percentages of participation by each.
5. The term of this Contract shall be for a period of one year commencing as
of January 1, 2016 and concluding on December 31, 2016.
6. The Storm Water Management Board of the City of Richmond, Indiana,
continues as a participant in this Agreement, as an entity of City and
sharing in City's obligations and benefits hereunder.

IN WITNESS WHEREOF, the parties execute this Agreement as of the date first set
forth above, although signatures may be affixed on different dates.
