The Common Council of the City of Richmond, Indiana met in regular session December 7, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WISSEL
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Larry Parker, Misty
Hollis, Ron Oler and Phil Quinn. Absent was Don Winget.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Jeff Locke; Gary
Turner; Police Chief Mark Connery; Mike Reece; Dave Snow; Stephanie Hill Alexander; Scott Alexander;
Dakota Collins; Alisha Estabrook, Park Department; Sarah Mitchell, City Planner; Tony Foster,
Metropolitan Development; Sandra Spencer, Controller; Jeff Cook; Vivian Ashmawi, Communities in
Schools; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held November 16, 2015, supported by
Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
• RESOLUTION NO. 6 -2015 — ESTABLISHING AN ECONOMIC REVITALIZATION AREA (Phase
II of the Midwest Industrial Park)
A confirmatory Public Hearing will be held at the regular Council meeting on December 21, 2015.
COMMUNICATIONS FROM THE MAYOR
• The leaf pick up will be completed by December 11, 2015.
REPORT OF THE BOARD OF PUBLIC WORKS AND SAFETY
The Minutes of the November 5, 12 & 19, 2015 were accepted as presented.

• BOARD OF ZONING APPEALS — APPOINTMENT
This appointment was held until December 21 to allow time for additional nominations.

MISCELLANEOUS BUSINESS
• Stipends will be distributed to all employees on December 11, 2015.
• A Town Hall meeting will be December 8, 2015, 6:00 pm, at McGuire Hall. This meeting is being
hosted by the Palladium Item.
ORDINANCES ON FIRST READING
Councilor Parker moved to read Ordinance Nos. 80, 81, 82 & 83 -2015 on first reading in their entirety,
and Ordinance Nos. 84 & 85 -2015 on first reading by title only. Upon a vote viva voce, the motion
carried.
ORDINANCE NO. 80-2015 - A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE A DONATION FROM LIONS CLUB INTERNATIONAL (Police).
The Clerk read Ordinance No. 80 -2015 in its entirety:
From Lions Club International, the amount of Three Thousand Dollars ($3,000.00) to be
used for costs associated with the purchase of officer body cameras for the Richmond Police
Department.
Councilor Miller moved to advance Ordinance No. 80 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 80 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 80 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Goss moved for engrossment of Ordinance
No. 80 -2015, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 80 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.

Ordinance No. 80 -2015 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 81-2015 - A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE A DONATION FROM CUMMINS ELECTRIC (Police)
The Clerk read Ordinance No. 81 -2015 in its entirety:
From Cummins Electric, the installation of illumination lights for the Police monument for
the Richmond Police Department.
Councilor Parker moved to advance Ordinance No. 81 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 82-2015 - A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE A DONATION FROM SHOOK CONSTRUCTION (Police).
The Clerk read Ordinance No. 82 -2015 in its entirety:
From Shook Construction, the amount of One Thousand Nine Hundred Forty-one Dollars
($1,941.00) for the renovation of the sidewalk and purchase and installation of the flag pole adjacent
to the Police monument for the Richmond Police Department.
Councilor Parker moved to advance Ordinance No. 82 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.

The Clerk read Ordinance No. 83 -2015 in its entirety:
From PPP Jabbo LLC, the amount of Two Hundred Dollars ($200.00) for the purchase of
officer body cameras for the Richmond Police Department.

ORDINANCE NO. 84-2015 —A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Grafcor— IT Equipment)
The Clerk read Ordinance No. 84 -2015 on first reading by title only.
This Ordinance is a petition of Grafcor, Inc. for a five year tax abatement on Information and Technology
Equipment valued at Forty Five Thousand Nine Hundred Forty Five Dollars and zero cents ($45,945.00).
Ordinance No. 84 -2015 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 85-2015 —A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Grafcor —Manufacturing Equipment)
The Clerk read Ordinance No. 85 -2015 on first reading by title only.
This Ordinance is a petition of Grafcor, Inc. for a ten year tax abatement on Manufacturing Equipment
valued at Six Hundred Seventy Three Thousand Three Hundred Twenty Two Dollars and zero cents
($673,322.00).
Ordinance No. 85 -2015 was referred to the Tax Abatement Committee for due diligence.

ORDINANCE NO. 78 -2015 —AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (EDIT -CIS)

This Ordinance was held until the December 21, 2015 meeting to allow time for additional due diligence.
