Mayor Koch called the meeting to order. Mr. LaPorte moved that the
minutes of the meeting held on October 13, 1967 be approved as written
and the reading of these minutes be waived. Mr. Hart seconded the
motion. Motion passed.
Mr. Hart moved that the Financial Report for October be approved as
written and all expenses included in the report be approved. Mr.
LaPorte seconded the motion. Motion passed.
The Town Clerk reported the receipt of ten shares of New Process stock
from Mrs. John L. Blair as a donation to the Town Hall Building Fund.
The commission re- affirmed its previous decision that the stock be
sold.
Letter from Architect Henry V. Pope was read certifying that final
inspection of Town Hall has been made and it was completed according
C to plans and specifications. Final payment due contractor, Roth
Construction Co., is $3,321.55. Mr. LaPorte moved that with
approval of Town Attorney the final payment be made. Mr. Hart
seconded the motion. Motion passed.
In accordance with letter from Himes & Himes regarding loan from
Capital Improvements Fund to General Fund being reflected in minutes,
Mr. Hart so moved. Mr. LaPorte seconded the motion. Motion passed.
Letter from Palm Beach County Library Advisory Committee regarding
taxing district to be set up next year for areas not supporting a
public library with tax monies was read. Matter was turned over to
Town Attorney for study and recommendation.
Letter from Area Planning Board with regard to Federal urban develop-
ment programs was read. Commission instructed Town Clerk to reply
that the Town has no plans along these lines.
Letter from Florida Development Commission was read with regard to
meetings on industrial development. Commission instructed Town Clerk
to reply that no one plans to attend.
Letter from Cecil P. Young was read. In it he referred to a letter
written on May 11, 1967 which he stated had not been answered. Mayor
Koch stated that he had verbally answered the letter in a meeting with
Mr. Young and that he would answer this letter.

Police reports for October were read. Mr. Hart reported on a
breaking and entering at the Gulf Stream Golf Club and suggested
the use of dogs with the Police. It was also brought out that
some time ago the Town had passed along information about burglar
alarms to the citizens. While the other commissioners were not
in favor of the dogs, Mr. Hart said that he would look into the
matter further and report later on his findings.
The Town Clerk reported that the entranceway to the Town Hall
becomes dangerously slippery when wet. Mr. Pope suggested that
the terrazzo be roughed up to eliminate this problem. The Commission
was in agreement that this be tried.
Chief Shoeman of the Coastal Volunteer Fire Department in Ocean Ridge
suggested the adoption of a fire code by the Town. Mr. Hart said
that he would read over the code and report on it at the next meeting.
Chief Shoeman also suggested the requirement of standpipes for build-
ings over 30 feet and his appointment as Fire Chief for the Town.
These matters will be studied for possible future action.
The Town Clerk was instructed to improve the view and round off the
turns at the intersection of Banyan Road and AIA.
The Town Clerk was instructed to renew the lease for the present
trash dump site for another year.
Raises for the Police and Sanitation employees were studied by the
Commission. Mr. Hart moved that the raises as set up in the budget
be approved beginning with the November pay period. Mr. Iglehart
seconded the motion. Motion passed.
Mr. Dickenson gave a report on the Golf Course plans for the former
polo fields. A petition for permissive use will be submitted at
the December meeting.
With Commission agreement, Mayor Koch set December 1, 1967 as the
meeting date for the December Commission meeting, at which time the
Commission will also sit as the Zoning Board.
There being no further business to come before the Commission,
the meeting was adjourned.

Dear Sirs,
F.e find that the cash balance in our General
Fund at this time is riot sufficient to meet
the obligations which are clue at this time.
When tax payments begin coming in next month,
this balance will of course be in good shape.
In order to make the payments which are now
due we feel that this can be accomplished by
transfer�rg funds from the Capital Improve-
ments :lando There is presently a balance in
this fund of 58,719.31. A transfer of about
16,OQO,00 should be sufficient and this remount
would of course be returned to the Capit al
Improvements Fund within the next thirty days.
If this procedure is acceptable from a finan-
cial and auditing point of view and meets with
your approval, will you pledze so advise us in
writing?

certain defects in the management of the Town.
A great deal of time has passed since that letter was
written and I believe at this time I am entitled to a

the Town is worse than it has ever been.
