HomeMy Public PortalAboutMIN-CC-2014-01-28MOAB CITY COUNCIL REGULAR MEETING January 28, 2014 The Moab City Council held its Regular Meeting on the above date in the Council Chambers at the Moab City Center, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Heila Ershadi, Kyle Bailey, Doug McElhaney, Gregg Stucki and Kirstin Peterson; City Manager Donna Metzler and City Recorder/Assistant City Manager Rachel Stenta; City Treasurer Jennie Ross, Planning Director Jeff Reinhart, Police Chief Mike Navarre, Public Works Director Jeff Foster, Community Development Director David Olsen and City Engineer Rebecca Andrus. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led the pledge of allegiance. Twenty-one (21) members of the audience and media were present. There were no minutes to be approved. There were no Citizens to Be Heard. A Community Development Department Update was not given. Under Engineering Department Update, City Engineer Andrus stated that she had met with the Utah Department of Transportation and had visited the Lions Park project. City Engineer Andrus continued that the new pedestrian signals proposed for Main Street and 200 South as well as Uranium Avenue would be installed before Spring. A Planning Department Update was not given. A Police Department Update was not given. A Public Works Department Update was not given. Mayor Sakrison presented Kyson O'Donnal with the Mayor's Student Citizenship of the Month Award for January 2014. Councilmember McElhaney seconded the motion. The motion CLUB, APPROVED January 28, 2014 Page 1 of 4 carried 5-0 aye. Councilmember Peterson moved to approve a Special Business Event License for Moab Rotary April Action Car Show to Conduct a Classic Car Show at Swanny City Park April 25 to 27, 2014 with the conditions outlined in the staff recommendation. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Councilmember Ershadi moved to approve a Special Event License Application for Canyonlands Community Recycling to Conduct a Feast of the Mediterranean Fundraising Event at the Grand Center on March 1, 2014. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve a Class IV Beer License for Abigail Scott (Canyonlands Community Recycling) to Conduct a Fundraising Event at the Grand Center on March 1, 2014. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve Local Consent for a Single Event Permit for Canyonlands Community Recycling to Conduct a Fundraising Event at the Grand Center on March 1, 2014. Councilmember McElhaney seconded the motion. The motion carried 5- 0 aye. Councilmember Stucki moved to Approve Proposed Ordinance #2014-01 — An Ordinance Amending The City of Moab Municipal Code, Chapter 17.31, RC, Resort Commercial Zone and Specifically Amending the Sign Regulations In 17.31.040 (F)(2)(D), Freestanding Signs, with the Addition of Two Subsections. Councilmember Bailey seconded the motion. The motion failed 0-5 nay. Councilmember Stucki moved to approve Proposed Resolution #10-2014 — A Resolution Approving a Minor Subdivision for Gerald White. Councilmember McElhaney seconded the motion. The motion carried 5- 0 aye. Councilmember Peterson moved to approve Proposed Resolution #06- 2014 — A Resolution Amending the City of Moab Health Reimbursement Account (HRA) Plan. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. January 28, 2014 SPECIAL BUSINESS EVENT LICENSE FOR MOAB ROTARY APRIL ACTION CAR SHOW, APPROVED SPECIAL EVENT LICENSE FOR CANYONLANDS COMMUNITY RECYCLING FEAST OF THE MEDITERRANEAN, APPROVED CLASS IV BEER LICENSE FOR ABIGAIL SCOTT TO CONDUCT A FUNDRAISING EVENT, APPROVED LOCAL CONSENT OF A SINGLE EVENT PERMIT, APPROVED PROPOSED ORDINANCE #2014- 01, FAILED PROPOSED RESOLUTION #10- 2014, APPROVED PROPOSED RESOLUTION #06- 2014, APPROVED Page 2 of 4 Councilmember Peterson moved to Award the Lions Park Trail and Transit Hub Utility Improvements Bid to Silver Spur Construction in the amount of $196,523. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve the Lions Park Trail and Transit Hub Utility Improvements Contract. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to approve Proposed Resolution #11-2014 — A Resolution Supporting the Initial Community Vision for Future Uses of the Moab UMTRA Project Site. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve Proposed Resolution #12- 2014 — A Resolution Approving an Interlocal Agreement Between the City of Moab and Grand County Pertaining to the Transfer of Grant Funds from the State of Utah Division of Parks and Recreation to Grand County for the Development of Non -Motorized Trails. Councilmember Ershadi seconded the motion. The motion carried 5-0 aye. Mayor Sakrison opened a public hearing on Proposed Resolution #07- 2014 — A Resolution Amending the Fiscal Year 2013/2014 Annual Budget at 8:20 PM. No public comment was given. Mayor Sakrison closed the public hearing at 8:20 PM. Councilmember McElhaney moved to approve Proposed Resolution #07- 2014 — A Resolution Amending the Fiscal Year 2013/2014 Annual Budget. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve Appointment of Jeff Davis to the Moab City Planning Commission for a term ending December 31, 2018. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. Under Mayor and Council Reports, Mayor Sakrison stated that he had attended a meeting the previous week with the Secretary of the Interior to discuss the Master Leasing Plan and that a lot of stakeholders had been present at the meeting. There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler stated that the Annual City Visioning Process would take place on February 12 and 13 and that City Council would receive department reports several days prior to the meetings. City Manager Metzler stated that the Council may want to consider working with companies that purchase water from the City Shop to set some parameters for purchases to coincide with our master plan and to determine their long term plans. A Report on City/County Cooperation was not given. Councilmember Ershadi moved to pay the bills against the City of Moab in the amount of $378,386.16. Councilmember Peterson seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Bailey moved to adjourn. Councilmember Peterson seconded the motion. The motion carried 5-0 aye.
