Mayor Koch called the Meeting to order. Mr. LaPorte moved that the
minutes of the meeting held on November 10, 1967 be approved as written
and the reading of these minutes be waived. Mr. Hart seconded the
motion. Motion passed.
Due to the early meeting, the Financial Report for November is not
available at this time.
For the record all commissioners are present and consent to holding
this special meeting.
At this time the Commission by unanimous agreement assumed its role
as Zoning Commission.
A petition from Oleander, Inc. for an amendment to the Zoning Ordinance
to permit private golf courses as a permitted use in Residence District
"A" was received.
Following discussion the Commission agreed that play should be
restricted to daylight hours and this was agreeable to the petitioners.
Mr. Iglehart moved that the Zoning Commission recommend the approval
of this petition to the Town Commission. Mr. Hart seconded the motion.
Motion passed.
There being no further business to come before the Zoning Commission,
the Commissioners resumed the Town Commission meeting.
Mr. LaPorte moved that the Commission accept the findings of the
Zoning Commission and authorize the appropriate notices with regard
to amending the Zoning Ordinance. Mr. Hart seconded the motion.

time the Amendment Ordinance will come up for
the Town Clerk to have a copy of the recent
Owens and Anderson in regard to drainage made
Whittemore.
In regard to the library tax for next year by the county, the Town
Attorney stated that nothing could be done at this time since there
was no provision for library money in the budget, but it could
possibly be set up in the budget next year.

The Town Clerk reported that Walter J. Hatcher had agreed to lease
the present dump site to the Town for 1968 but that he wanted $400.00
as payment for same. Mr. Hart moved that the lease be executed and
a check in the amount of $400.00 be issued to Mr. Hatcher. Mr.
LaPorte seconded the motion. Motion passed.
Police reports for November were read.
Mr. Iglehart suggested that a fingerprint kit be purchased to aid the
Police in their investigations since Officer Mumma has completed a
course in fingerprinting. Following discussion, Mr. Iglehart moved
that a fingerprint kit be purchased for an amount not to exceed
$125.00. Mr. Hart seconded the motion. Motion passed.
The Town Clerk reported that work on the improvement of the Banyan
Road and AlA intersection is scheduled next week. Also the gas pump
is now in operation.
Prices on caring for the Town Hall grounds had been obtained by the
Town Clerk with Clarence Wolf submitting the low figure of $25.00 per
month. This amount had been budgeted and the Commission approved the
expenditure.
The stock which Mrs. John L. Blair donated to the Town Hall Building
Fund was sold for $684.85. Also donations were received from Mrs.
Lee M. Limbert of the Westminster Apartments, $25.00; Edwin H. Vare,
Jr., $100.00; Raymond W. Lapham, $100.00; Gulf Stream Civic Association,
$1000.00 plus $5.00 found on floor after their last meeting. Also
Mr. Iglehart will make donation of $750.00.
The Town Clerk reported that tax payments had been good with better
than 75 per cent paid to date. This creates a surplus of funds in
the General Fund at this time and it was agreed to deposit some of
this money in Certificates of Deposit.
The Town Clerk reported on the various types of coffee machines
available. The consensus of opinion was that a machine providing
hot water for coffee, soup, etc and also cold water would be of
the greatest benefit to the users. Mr. Hart moved that such a
machine be purchased at a cost not to exceed $160.00. Mr. Iglehart
seconded the motion. Motion passed.
The Town Clerk was instructed to contact the State Road Department
with regard to no parking signs along AlA.
Mr. Iglehart commented on the sanitary sewer status and stated that
he wanted to be on record as favoring a referendum before the Town
would approve such a project as this.
Mr. Iglehart moved that Christmas bonuses for the Town employees be
paid as provided for in the budget. Mr. Hart seconded the motion.

PETITION FOR AN AMENDMENT TO
THE LO_ING ORDINANCE OF
THE TOWN OF GULFSTREAM
TO THE ZONING COI-MISSION:
The undersigned Petitioners are the lessees of the follo-
wing legally described property (See attached description) s%t-
uated in the old Polo Grounds in the Township of Gulfstream,
adjacent to Gulfstream Road.
A blueprint of this property is hereto attached and made
a part of this petition.
The Petitioners request that Zoning Ordinance Section III,
Subdivision A relating to uses permitted in Residential Distric
"A" be amended by adding a 4th use as follows:
4. A Three Par Private Golf Course and
buildings and uses accessory thereto
as a permitted use in Residence Dis-
trict "A ".
Said property does not have any deed restrictions contrary
to this zoning change.
I. Your Petitioners desire to construct and erect on
this property a Three Par Private Golf Course with attendant
Club House and facilities normally associated with such an en-
deavor.
As in incidence to this construction and maintenance of
the desired Golf Course your Petitioners intend to install a
drainage system that will more adequately drain the residential
property now situated both to the South and East of the subject
property. It is your Petitioners firm belief that the erection
of the desired Three Par Private Golf Course will greatly en-
hance the appearance of this property, which has lain vacant
for an extended period of time, and will be landscaped, in con-
formity with the surrounding residential property.
II. Such change will not be marterially detrimental to
the public welfare nor the property of other persons located

in the vicinity thereof because said Golf Course facility, at-
tendant Club House and landscaped grounds will substantially en-
hance the desirability of the surrounding residential areas.
