HomeMy Public PortalAbout01/08/1968Present: COMMISSION MEETING January 5, 1968 Mayor William F. Koch, Jr. Commissioner J. Phil Hoyle Commissioner William S. LaPorte Also attending: Richard F. Ward; Henry Lilienthal; Roy Cowart; Henry Pope; C.Y. Byrd, III; Mrs. D.W. Colhoun; John K. Whittemore; Harold Martyr; Allen House; D.H. Miller and Kathleen Kirton. Mayor Koch called the Meeting to order. Mr. LaPorte moved that the minutes of the meeting held on December 1, 1967 be approved as written and the reading of these minutes be waived. Mr. Hoyle seconded the motion. Motion passed. Mr. LaPorte moved that the Financial Reports for November and December be approved as written and all expenses included in the reports be approved. Mr. Hoyle seconded the motion. Motion passed. Mr. LaPorte moved that the proof of publication for the amendment to the zoning ordinance be accepted and the bill therefor be paid. Mr. Hoyle seconded the motion. Motion passed. Mayor Koch then explained the layout of the proposed private golf course and stated that no town water would be used for the course. The public hearing on the proposed amendment ordinance was then opened. Mr. Whittemore brought up the matter of drainage in the area immediately South of the proposed golf course. Mr. Pope joined in the drainage discussion. Following the drainage discussion, Mr. Pope agreed to provide an easement over his property to connect with the proposed golf course and stated that he would send a letter to the Town to back up this agreement. From previous conversations with representatives of Oleander, Inc. those present felt that an easement from Oleander, Inc. could be obtained and the corporation would be asked to submit a letter of consent by the next Commission meeting. It was also pointed out that there is already a drainage line running into the proposed golf course area from Gulf Stream Road and an easement should be provided to cover this line. Mayor Koch stated that in his opinion the Town's responsibility would be to pitch the roads to conform to the drainage plan and that the catch basins and like work would be at the expense of the property owners affected. There being no further discussion and no written objections having been received, Mr. LaPorte moved that Ordinance No. 68 -1, an ordinance amending the 1952 zoning ordinance by allowing private golf courses and buildings and uses accessory thereto as a permitted use in residence district "A ", be placed on first reading. Mr. Hoyle seconded the motion. Motion passed. The Town Clerk then read the ordinance in full. Commission Meeting, January 5, 1968 Page 2 Police reports for December were read. The Town Clerk reported that with the completion of the gas pump installation he had received a price on sodding that area. Also he had a price on installing a sprinkler system. The Commission instructed the Town Clerk to get other bids on this work and sub- mit them at the next meeting. A donation of $500.00 to the Town Hall Building Fund from Col. Wall was reported. Mr. Pope stated that Mrs. Curran had asked him to extend a complaint from her in regard to the lights at the new Gulf Stream Shores apartments. The Town Clerk was instructed to investigate the matter. Mr. Whittemore stated that he felt the Town should look into the possibility of coming up with an ordinance to give the Town more control over buildings in the Town. There being no further business to come before the Commission, the meeting was adjourned.
